Georgia Contractor Licenses

The State of Georgia comprises boards and divisions that regulate contractor licensing procedures. Among those are four main institutions: the Georgia Secretary of State, the Georgia Department of Agriculture (GDA), the Office of Insurance and Safety Fire Commissioner (OCI), and the Environmental Protection Division (EPD).

The Secretary of State's Office has a Licensing Division consisting of three separate Boards. The Residential and General Contractors Board, Georgia Board of Examiners for Certification of Water & Wastewater Treatment Plant Operators and Laboratory Analysts, and the State Construction Industry Licensing Board. The State Construction Industry Licensing Board has five divisions: Conditioned Air Contractors, Electrical Contractors, Low Voltage Contractors, Utility Contractors, and Masters and Journeyman Plumbers. The EPD contains three branches, the Air Protection Branch, Land Protection Branch, and Watershed Protection Branch. The OCI has three divisions however, there is only one division that offers contractor licenses which is the Safety Fire Division. The GDA has three programs, Fuel Program, Agricultural Pest Control and Structural Pest Control.

Georgia has designated several testing companies to administer the contractor examinations depending on the main institution. PSI© is responsible for administering the license exams for The State Construction Industry Licensing Board. The exams for the EPD are managed by Pearson Vue©. Another testing provider is the Athens Technical College, which oversees applicants who wish to obtain a license from the GDA. Additionally, The Office of Commissioner Insurance and Safety Fire uses the Citizenserve Online Portal to list details about the licensing requirements, testing information and application submission.

Residential and General Contractors Board

The Georgia Construction Industry Licensing Board is a board under the Licensing Division of the Georgia Secretary of State’s Office. One of the main boards within the Licensing Division is the Residential and General Contractor Board. The State Licensing Board for Residential and General Contractors regulates individuals engaged in construction contracting. It has the authority to set standards for licensure, adopt rules and mandatory standards of professional conduct, and investigate and discipline any practice they consider negligent in any way. PSI© is the exam administrator for this board.

Under the Residential Contractor Division, there are two Residential Contractor Licenses: the Residential Basic and the Residential Light Commercial. The term "Residential Contractor" shall include both a Residential Basic Contractor and a Residential Light Commercial Contractor, except where otherwise expressly stated. The General Contractor Division also has two General Contractor Licenses: the General Contractor and the General Contractor Limited Tier. In addition, there are two license types depending on the status on which the applicant applies, an individual or qualifying agent. The main difference between the Individual and Qualifying Agent licenses relies on the fact that individuals are those who seek licensure to perform work under their name or to do business as a sole proprietor while qualifying agents are those who are affiliated with a business and who wish to perform work under that business’ name.

How to Get Residential Contractor Licenses in Georgia?

  1. Select the Residential Contractor License depending on the scope of work the applicant wishes to perform. The applicant must be at least 21 years of age:
    • Residential Basic
    • Residential Light Commercial
  2. Choose between an individual or qualifying agent:
  3. Determine the kind of application depending on the license selected and if the applicant is a qualified agent or an individual. All first-time applicants must apply by examination to qualify for the license chosen; the application must be signed and notarized:
  4. Provide proof of work experience (all work experience requirements apply to both the individual and qualifying agent unless specifically stated otherwise):
    • Residential Basic:
      • Two years of proven experience working as a Residential Contractor OR in the employment of a Residential Contractor, predominantly in the Residential-Basic category
      • Show completion of two projects that fall within the Residential-Basic category. The two projects must have been completed within two years of applying
      • List current employer and the current experience:
        • Qualified agents must include within their work experience the business organization information, including the start date and the position title
    • Residential Light Commercial Individual & Qualifying Agent:
      • Demonstrate you have completed two residential-light commercial projects within four years (based on the date you signed this application), then submit an affidavit from a registered architect, designer, or structural engineer (building inspector or project permit holder) for each project
      • Meet one of the three eligibility requirements according to Board Rule 553-3-.04(3)(c)(1), (2), or (3):
        • Candidate should have a baccalaureate degree from an accredited four-year college or university in the field of engineering, architecture, construction management, building construction, or related field accepted by the division and provide one year of experience working as or under the employment of a Residential Contractor, General Contractor, or related substantial by the division
        • Combination of accredited college-level courses and proven practical experience working as in the employment of a Residential Contractor, General Contractor, or other proven experience deemed substantially similar by the division equaling at least four years in the aggregate. All university, college, junior college, or community college-level courses shall be considered accredited college-level courses
        • Prove a minimum of four years of active experience working in a construction industry-related field, on which at least two years were as or in the employment of a Residential Contractor or another proven experience considered acceptable by the division
      • Attach a detailed explanation of the type of work performed for each employer listed, along with the dates of employment:
        • The Qualifying Agent applicants must list the business organization appointing their under work experience, including starting date and position title
  5. Demonstrate financial responsibility and insurance requirements:
    • Residential Basic Individual & Qualifying Agent:
      • Liability Insurance: Obtain general liability insurance for no less than $300,000 by any incident and present a signed, current certificate of insurance on an Accord Form with the application.
      • Proof of Worker's Compensation if having three or more employees and submit evidence to the State Licensing Board for Residential and General Contractors
    • Residential Basic Qualifying Agent only:
      • Net Worth: If unable to provide it, send a Bank Credit Reference Form, along with a Sample Surety Bond, and Line of Credit sample letter
      • Workers Compensation: If the applicant has three or more employees, worker's compensation is required. If so, submit proof to the Board
    • Residential Light Commercial Qualifying Agent only:
      • Net Worth: If not able to confirm the required minimum net worth, submit a Sample Surety Bond, Bank Credit Reference form, and a Line Credit sample letter
      • Workers Compensation - Georgia law requires the applicant to have Workers Compensation Insurance if the applicant has three or more employees and submit proof to the State Licensing Board for Residential and General Contractors

  9. Await the Secretary of State Licensing Division to issue the license and send it by mail to the address listed on the application

Applicants who wish to reactivate or reinstate a Georgia Residential Contractor License must complete one of the application forms depending on the license or whether they are an individual or qualifying agent. A Residential Basic Qualifying Agent license can only be obtained by prior approval if you currently or previously held a valid Georgia Residential Basic Individual or Georgia Residential Basic Qualifying Agent license. An applicant who has previously held the Residential Light Commercial Individual or Qualifying Agent license in the State of Georgia can apply by Prior Approval.

How to Apply for General Contractors Licenses in Georgia?

  1. Choose the General Contractor License according to the scope of work the applicant wants to perform. The candidate must be 21 years of age

  2. Fill out and complete the Application for License by Examination - General Contractor. Include the desired classification between an Unlimited or Limited Tier License and then select the type between individual or qualifying agent:

    • Limited Tier Qualifying Agent
  3. Provide proof of work experience from one of the following options (these options apply to all license types):
    • Have a four-year baccalaureate degree in engineering, architecture, construction management, building construction, or a related field acceptable by the General Contractor Division from an accredited college or university. Also, the candidate must have one year of experience working under the employment of or as a General Contractor or prove a minimum of four years of experience performing any work considered substantially similar by the Division
    • Have a combination of accredited academic college courses and proven practical experience in work as a General Contractor or at least four years of other similar experiences as approved by the Division
    • Have a total of four years of proven active work experience in a field relevant to the construction industry. For at least two of those years, the candidate must have worked either as a General Contractor or an employee of one, and at least one year performing work in administration, marketing, accounting, estimating, drafting engineering, supervision, project management, or functions deemed substantially similar by the Division
  4. Demonstrate financial responsibility and insurance requirements:
    • General Contractor
      • Net worth of a minimum of $150,000
      • Evidence of general liability insurance in the minimum amount of $500,000.00 per occurrence
      • Show proof of workers’ compensation insurance under Georgia Law if the candidate has three or more employees
      • No financial limits to project contracts
    • General Contractor Limited Tier
      • Affirm a minimum net worth of $25,000
      • A minimum amount of $500,000.00 of general liability insurance per occurrence
      • Proof of having workers' compensation insurance if the applicant has three or more employees as per Georgia Law
      • Financial limit of no more than $1,000,000 for any contract
  5. Submit all the required documents along with the completed, signed and notarized examination application, and await the Board’s approval letter. The application may be sent to:

Applicants who wish to reactivate or reinstate a Georgia General Contractor License must complete one of the application forms depending on the license or whether they are an individual or qualifying agent. A General Contractor Qualifying Agent Unlimited license can only be obtained by prior approval if you currently or previously held a valid Georgia General Contractor Individual or Georgia General Contractor Qualifying Agent license. A General Contractor Limited Tier Individual or Qualifying Agent who has previously held the license in the State of Georgia can apply by Prior Approval.

GA Reciprocity Information for Residential & General Contractor Applicants

Georgia currently holds reciprocity for the Residential Basic contractor license with three states which are Louisiana, Mississippi, and South Carolina. Each state manages reciprocity together with the Georgia Licensing Board for Residential and General Contractors. Louisiana candidates must have a license issued by the Louisiana State Licensing Board for Contractors (LSLBC), South Carolina applicants must have obtained it from the South Carolina Residential Builders Commission (RBC), and Mississippi candidates must have been licensed by the Mississippi State Board of Contractors(MSBOC).

Reciprocity for a General Contractor license can be obtained by candidates licensed in any of these four states: North Carolina, Tennessee, Mississippi, and Louisiana. To acquire this license, an applicant must have held an active license in the state they are applying from, either as a Contractor license (BC or BC-B classification) from the Tennessee Board for Licensing Contractors, as a Building Contractor license issued by the North Carolina State Licensing Board for General Contractors (NCLBGC), a Commercial Contractors license (Building Construction classification) from the Mississippi State Board of Contractors (MSBOC), or a Commercial license (Building Construction classification) issued by the Louisiana State Licensing Board for Contractors (LSLBC).

An applicant must have held an active license obtained by examination and must not have been penalized by the Board for any violation of the law for the past three years to be eligible for reciprocity in Georgia. Also, applicants must take and pass the Georgia Business & Law Exam. The State of Georgia does not hold reciprocity for the Residential Light Commercial or General Contractor Limited Tier license with any state at the moment.

Specialty Contractors

In Georgia, Specialty Contractors are divided into two subsections; Traditional Specialty Contractors and Limited Service Specialty Contractors which are regulated by the Residential and General Contractors Board. A contractor performing work under any of these specialties can do so without holding a Residential or General Contractor license as long as they don’t attempt to perform any work outside their specialty’s scope of work. They must also comply with legal requirements and codes specific to their trade.

State Construction Industry Licensing Board

Under the State Construction Industry Licensing Board, there are five divisions:
Conditioned Air Contractors
Electrical Contractors
Low Voltage Contractors
Utility Contractors
Masters and Journeyman Plumbers

Each Division under the Board regulates the laws and rules for their jurisdiction. The Board's main aim is to license contractors and determine licensure standards to protect the public from defective construction or installations. The Licensing Board’s examination process is managed by AMP/PSI©.

Conditioned Air Contractors Division

Under the Conditioned Air Contractors Division, there are two licenses: Conditioned Air Contractor Class I Restricted and Conditioned Air Contractor Class II Non-Restricted. Class I licenses shall be restricted to the installation, repair, or service of conditioned air systems or equipment not exceeding 175,000 BTU (net) of heating and five tons (60,000 BTU) of cooling. Class II licenses shall be unrestricted.

These licenses can be obtained by examination, reciprocity, reinstatement, and renewal. The Division shall provide separate examinations for Class I and Class II licenses. In addition, companies who wish to be licensed under this Division can submit an Application for Business Registration for Conditioned Air Companies.

How to Get a Conditioned Air Contractor License?

  1. Choose the preferred type of license in the application:
    • Class I Restricted
    • Class II Non-Restricted
  2. Select the appropriate company type if applying as a Qualified Licensee:
    • Sole Proprietorship
    • Limited Liability Company or Corporation
    • Partnership or Limited Liability Partnership
  3. Submit proof to show completion of the educational requirements:
    • Copy of a certificate obtained from a board-approved heat loss and gain and duct design course issued by a board-approved provider or proof of completion of the ACT107 from a Georgia vocational/technical school
    • EPA card copy showing a type II or higher certification
    • Diploma in Engineering Technology or a similar electrical field or any certificate that shows completion of a vocational/technical school program
    • Transcript of a diploma or certificate program completed through a Georgia vocational or technical school (may be credited as part of the required experience as per Board Rule 121-2-.03(4))
    • A board-approved course completion for Manuals N&Q or Carrier Design 1,2,3 (for Class II Non-Restricted applicants only)
  4. Meet the experience requirements & provide a detailed description of previous conditioned air work performed, including the applicant’s duties and employer’s information:
    • Class I Restricted:
      • Proof of four years of installation experience
      • Two years of experience as a lead mechanic performing residential installation
      • One year performing work as a service technician (including an E.P.A. license)
      • One year of work as residential supervisor and a Board-approved heat loss and gain and duct design course
    • Class II Non-Restricted:
      • Proof of five years of experience installing systems exceeding 175,000 BTU of heating and 5 tons of cooling
      • Two years performing installation work as a lead mechanic. One of those years must have been commercial only
      • One year of work as a service technician or service supervisor (must include an E.P.A. license)
      • Two years of experience as a commercial supervisor and a Board approved heat loss and gain and duct design course
  5. Gather the following supporting documents and attach them to the application:

  7. Expect the Board to review the application. If approved, the Board will contact AMP/PSI© with the list of applicants for examination, and the candidate must then await further instructions and information from AMP/PSI© regarding the test schedule. Allow seven business days from notice of the Board’s approval to receive the email from AMP/PSI©
  8. Take and pass the AMP/PSI© Conditioned Air examination for the license type chosen, with a minimum score of 70%
  9. Access the Board’s Professional Licensing website to check the application status. Candidates should also be able to see the test results within ten days from the date the Board receives the scores

In Georgia, licenses for first-time applicants may be obtained through examination. Still, Conditioned Air licenses are also issued by reciprocity, reinstatement, and renewal. Applicants who wish to reinstate their license but have not done so for the past three years must complete the Application by Examination. As for reciprocity, the Conditioned Air Division used to have reciprocal agreements with Texas and South Carolina. However, those agreements are under review, and the only State currently holding reciprocity with the Conditioned Air Division is Louisiana through the Louisiana State Licensing Board for Contractors. Lastly, contractors who wish to renew their license can do so by following the instructions listed on the Georgia Online Licensing site

Electrical Contractors Divisions

The Georgia Division of Electrical Contractors regulates two types of electrical contractor licenses: Class I Restricted and Class II Non-Restricted. Class I licenses shall be restricted to electrical contracting involving multifamily structures of not more than two levels or single-family dwellings of up to three levels which shall have single-phase electrical installations not exceeding 400 amperes at the service drop or the service lateral. Class II licenses shall be unrestricted.

Each classification has its examination, both of them administered by AMP/PSI©. Aside from this, licenses in this Division can also be obtained by reinstatement, reciprocity, and renewal, each having its application form.

How to Get an Electrical Contractor License?

  1. Be at least 21 years of age
  2. Choose the desired license classification within the application:
    • Electrical Contractor Class I Restricted
    • Electrical Contractor Class II Non-Restricted
  3. Meet the four-year work experience requirement by choosing one of the following options:
    • Four years of primary work experience in the fields listed below (Class II contractors must show prior experience in all of these categories, while Class I contractors must prove experience in at least six of them):
      • Installation of raceway systems, including junction boxes, conduit bodies, pull boxes and the connections in the system and to boxes, cabinets, switchboards, and panelboards, which meet all Code use and installation requirements
      • Installation of conductors, including flexible cords, cables, taps, splices, terminations, overcurrent protective devices, bonding jumpers, metering devices, etc., in cabinets, switchboards, panelboards, boxes and conduit, which meet all Codes use and installation requirements, such as to sizing, voltage, ampacity, etc
      • Installation of cabinets, metering devices, service entrances, service risers and fasteners, switchboards, overcurrent protective devices, ground electrodes, disconnecting means, main bonding jumpers, and ground fault protectors which all meet Code installation requirements, such as to sizing, rating, clearances, and weatherproofing
      • Installation of motors and generators with feeders, branch circuits, controllers, overcurrent protective devices, and disconnect means, all of which meet Code installation requirements, such as sizing, rating, location and usage
      • Installation of switches, controls, disconnects, etc., which supply lighting fixtures, electrical circuits, appliances, controls for heating and air conditioning equipment, other utilization and general use equipment, according to use and Code installation requirements
      • Installation of equipment and materials required for use in special occupancies according to use and Code installation requirements, as defined by Chapter 5 of the National Electrical Code
      • Bonding of interior metal piping systems, grounding of exposed noncurrent carrying metal parts of electrical equipment, installation of properly sized equipment grounding conductors and protection of grounding conductors from physical damage
      • Determination of general lighting loads, minimum ampacity of conductors in feeder and branch circuits, minimum branch circuits, maximum allowable conductor fill for raceways, net loads, using specified or optional methods, rates or demand factors, and derating factors given in the Code
    • At least three years of primary work experience and one year of either secondary work experience or education. Please note that secondary work experience is only valid at a rate of fifty percent, meaning that two years of previous secondary work experience will only count as one. Additionally, secondary work experience can only credit one year out of the four-year requirement
      • Credited education includes having a certificate for completion of a vocational-technical school program or a diploma in Engineering Technology
      • Secondary work experience includes any of the following:
        • Instruction received on electrical installation, theory, and code by a full-time secondary or post secondary instructor in an established class at a recognized learning center
        • Inspection of electrical wiring by a full-time municipal or county inspector
        • Electrical engineering design by a registered professional engineer
        • Work for a licensed electrical contractor with sole responsibility in at least three of the following areas: estimating; project management; scheduling and assigning work; preparing progress charts (CPM's or other flow charts); sales and cash flow responsibilities such as budgetary, preparation of pay request, invoices, etc
        • Installation of electrically lighted signs
  4. Obtain the appropriate documents:
    • Diploma in Engineering Technology or a certificate for completion of a vocational-technical school program (if applicable)
    • Submit three reference forms; at least one of those must be from a Licensed Electrical Contractor, and all of them shall include notarized signatures

    • Affidavit of Citizenship
    • Qualified Alien Form (If applicable)
  5. Fill out and submit a notarized Application for Licensure by Examination, including all of the required documents and fees. The application can be mailed to:

  7. Take and pass the trade examination with a minimum score of 70%. If approved, AMP/PSI© will be sending the results both to the Board and to the applicant
  8. Access the Board’s Professional licensing website to check the application status. Expect a response from the department regarding license issuance

The Electrical Contractors Division currently holds reciprocity with several out-of-state boards: the Alabama Electrical Contractors Board, the Louisiana State Licensing Board for Contractors, the North Carolina State Board of Examiners of Electrical Contractors, South Carolina Contractor's Licensing Board and the State of Tennessee Board for Licensing Contractors. Applicants who wish to be licensed by reciprocity and have a license from one of these Boards may do so by filling out an application. Note that the license by reciprocity is only available for the Class II Non-Restricted license. Licenses may also be obtained by reinstatement by filling out the appropriate application or by renewal through the Georgia Online Licensing site.

Low Voltage Contractors Division

The Low Voltage Contractors Division administers the licensure process for applicants who wish to obtain either a Low-Voltage Alarm (LV-A), Low-Voltage General (LV-G), Low-Voltage Telecommunication (LV-T) or Low-Voltage Unrestricted (LV-U) license. Class LV-A licenses are restricted to alarm and general system low-voltage contracting, Class LV-T licenses shall be restricted to telecommunication and general system low-voltage contracting, Class LV-G licenses are restricted to general system low-voltage contracting, and Class LV-U licenses shall be unrestricted and allow the performance of alarm, telecommunication, and general system low-voltage contracting.

How to Get a Low-Voltage Contractor License?

  1. Choose the preferred license Class within the application:
    • Low-Voltage Alarm (LV-A)
    • Low-Voltage General (LV-G)
    • Low-Voltage Telecommunication (LV-T)
    • Low-Voltage Unrestricted (LV-U)
  2. Meet the requirements for the desired license:
    • One year of work experience in the wiring/installation of the category applied for
      • Experience installing these systems is mandatory for an alarm or telecommunications license
      • To apply for an unrestricted license, the applicant must have experience in both alarm and telecommunication installations
      • A maximum of six months can be credited as part of the required experience by completion of courses in electronics through a school of engineering technology or a technical trade school
  3. Gather the required documentation:
    • Submit three notarized original reference forms from people that have knowledge of the applicant’s previous work. At least one reference must be from a licensed low voltage contractor
    • Background Check: can be obtained at the local law enforcement office
    • Affidavit of Citizenship
    • Immigration Documents (If applicable)
    • Qualified Alien Documents
    • Secure and Verifiable Documents
    • Disciplinary Action/Sanctions (if applicable)

  4. Attach the documentation to a completed and notarized Application by Examination and submit it along with the appropriate fees to the Division:

  7. Access the Board’s Online Professional Licensing website to check the application status. Expect a response from the department regarding the license

The Low Voltage Contractors Division currently holds reciprocity with the State of North Carolina through the North Carolina State Board of Examiners of Electrical Contractors. Applicants who wish to be licensed by reciprocity and currently have a license through the NC Board must submit an application. Candidates who want to get a license by reinstatement can do so by filling out an application, depending if the applicant holds a license lapsed for more than or less than three years. For licensees who need to renew their current license the Georgia Online Licensing Portal is available to process the request.

Utility Contractors Division

The Utility Contractors Division is the entity responsible for the regulation of three contractor licenses: Utility Contractor, Utility Manager, and Utility Foreman. Utility Contractor Licenses in Georgia are only issued to companies, instead of individual applicants. These companies must hire licensed managers to supervise their work.

Among those licenses, the only one that requires an examination to be obtained is the Utility Manager License. The testing vendor for that license is AMP/PSI©.

How to Get a Utility License?

  1. Meet the experience requirements for the desired license:
    • Utility Foreman: Prove a minimum of one year of experience for the Utility Foreman license in alteration, construction, erection, or repair of utility systems at least five feet underground. A notarized letter from each employer with the company letterhead listing the experience record is required to verify knowledge in this trade for the minimum duration required for certification
    • Utility Manager: Fulfill one of the following requirements and attach a notarized letter on company letterhead from each employer listed in the candidate’s experience, demonstrating that the minimum duration requirement is met for certification:

      • Await the Division to issue and mail out the license
    • Utility Manager:
      • Expect to receive an approval letter from the Division if approved to take the exam. AMP/PSI© will then get in touch with the applicant to provide detailed exam information, including how to register and pay for the exam
      • Take and pass the trade examination with at least a 70% score
      • Await for AMP/PSI© to send the results. If approved, the Division will mail the license to the applicant

The State of Georgia issues the Utility Contractor License to companies only. They must list the names of all Utility Managers working in any office or branch of the business and complete an Employment of Utility Manager Form for each employed manager. There can only be one manager associated with one Utility Contractor. Only apply for a Utility Contractor license for a business after having a Utility Manager to qualify the firm. To obtain this license, an application must be filled out and sent, along with the appropriate fees and documents to the Division and expect the Division’s approval.

Utility licenses in Georgia may also be obtained both by reinstatement and renewal. An applicant interested in getting a license by reinstatement may do so by filling out and submitting the correct application between the reinstatement for more than or less than three years. Candidates may also renew their licenses through the Online Licensing site.

Master and Journeyman Plumbers Division

The Master and Journeyman Plumber Division in Georgia regulates three licenses: the Master Plumber Class I Restricted, Master Class II Non-Restricted, and Journeyman Plumber, and one certificate: the Medical Gas Piping Certification. Master Plumber Class I licenses are restricted to plumbing involving single-family dwellings and one-level dwellings designed for not more than two families and commercial structures not to exceed 10,000 square feet in area. Master Plumber Class II licenses are unrestricted.

All three licenses offered by the Division test with AMP/PSI©. However, to acquire a certificate, the applicant must already hold a Master or Journeyman Plumber license, have completed a 32-hour Division-approved training program, and pass the course exam. Once completed, the candidate must submit an application and the required documentation and expect the Division to issue the certificate.

How to Get a Master or Journeyman Plumber License?

  1. Choose the preferred license type within the application:
    • Master Plumber Class I Restricted
    • Master Class II Non-Restricted
    • Journeyman Plumber
  2. Meet the experience requirements:
    • Master Plumber Class I Restricted: Minimum of five years of experience, with at least two of those years consisting of primary experience as a licensed journeyman plumber, plumbing contractor, plumbing foreman, plumbing superintendent, or military plumber
    • Master Class II Non-Restricted: Proof of experience with industrial or commercial plumbing

In Georgia, a license lapses when not renewed during the late renewal period. At such times, the candidate must apply by reinstatement, depending on the time passed after the license lapsed. An application may be filled out and submitted to the Division for approval. Applicants with a lapsed license for over three years must also take an examination aside from the application. On another note, applicants who wish to renew their current license may do so through the Online Licensing site provided by the State.

Environmental Protection Division

The Environmental Protection Division (EPD) is part of the Department of Natural Resources of the State of Georgia. The EPD regulates natural resources and the contractors' licenses to perform work in Georgia. Under the EPD, there are currently three branches: the Air Protection Branch, Land Protection Branch, and Watershed Protection Branch. The Environmental Protection Division offers licenses under two of those branches. The first one is the Land Protection Branch, which regulates the disposal and treatment of solid waste and other licensing programs. The Land Protection Branch has two programs that regulate licensure processes: the Asbestos Program (which regulates the Asbestos Abatement Contractor, Supervisor, and Inspector licenses) and the Lead-Based Paint Program (that manages the Lead Services Firm, Lead Services Worker, Supervisor, Inspector, Risk Assessor, Renovator, and Project Designer licenses). The second one is the Watershed Protection Branch which enforces regulations and protection programs to ensure the correct use and management of water resources in Georgia. This branch offers three Water Well Contractor licenses, administered directly by the EPD: the Water Well Contractor, Pump Contractor, and Drilling Contractor licenses.

Two main testing companies are administering examinations for the State of Georgia Environmental Protection Division: Pearson Vue© (Lead Inspectors, Lead Risk Assessors, and Lead Supervisors) and PSI© (Water Well Contractors and Pump Contractors). However, some licenses are exempt from testing: Asbestos licenses, Lead workers, and Renovator licenses. In addition, the Lead Services Project Designer must not take a trade test; they must pass the Supervisor exam.

Land Protection Branch

The Land Protection Branch is a branch within the Environmental Protection Division. The Asbestos Program and the Lead-Based Paint Program are the two programs that regulate licenses within the Land Protection Branch.

How to Apply for Asbestos Licenses in Georgia?

  1. Fill out and submit a completed application with the appropriate fees or apply online. Please refer to their instruction manual for more information on accessing and registering for the online portal. The application must be filled out completely and include the following:
    • Proof of completion of an initial training course certified by one of the approved training providers, and must fulfill these requirements:
      • The course must have been completed 48 hours before the preliminary process of applying
      • The duration of the course shall be 32 hours or more and must be passed with a minimum 70% score in the final testing
      • Verification of reliability in previous contracting projects
      • Documentation proving experience in Abatement projects, which must be shown by submitting proof of having completed three previous Asbestos Abatement projects
      • Certification of written standard operating procedures that ensure compliance with employee respiratory protection, work, worker, and public protection practices, and bulk and air sampling procedures for asbestos abatement activities
      • Supporting documents to certify the applicant’s competence in Asbestos Abatement activities (if applicable):
        • Descriptive document that mentions the activities that were concluded before completion and specifications regarding the reason why they were concluded
        • List of contractual penalties the applicant might have paid due to non-compliance with contract specifications
        • Information on any citations made by the State or any federal agency because of a violation of Asbestos Abatement Codes
        • Descriptive list of all the processes, lawsuits, and claims made toward the applicant in regards to Asbestos activities
        • Proof of training provided to the applicant’s employees on the processes, dangers, and pertinent information related to Asbestos Abatement
        • Demonstrate availability of personal and public protective equipment associated with Asbestos Abatement activities
  2. Expect a response from the Program regarding the license if approved. Note that licenses may take up to four weeks to arrive

The Inspector and Supervisor licenses are not issued by the Division, but they must complete a training program with one of the approved providers. Watershed Protection Branch

The Watershed Protection Branch is one of the branches that fall within the EPD. The Water Well Standards Advisory Council is part of that Branch, and it is in charge of implementing the Water Well Standards Act requirements, which include the licensure and certification of contractors. The EPD acts as an agent for this council and supports them with reviewing and processing applications, performing examinations, and issuing licenses and certificates.

  1. Meet the experience requirements:

Georgia Department of Agriculture

The Georgia Department of Agriculture (GDA) is in charge of licensing and regulating the production and sale of animals, food, fuel, pesticides, and other agricultural products produced or sold in the State of Georgia. This Department regulates several programs, among which are the Fuel Program and the Pest Control Programs. Under the Fuel & Measures Program, the Fuel Program regulates LP Gas Mechanics and companies engaged in performing such work. The Agricultural Department also regulates two Programs for Pest Control, which are Agricultural Pest and Structural Pest Control.

The licenses that fall under the Agricultural Pest Control Program are the Pesticide Contractor License, Commercial Pesticide Applicator License and Private Pesticide Applicator License. The licenses under the Structural Pest Control Program, are the Pest Control Company License, Certified Operator and Registered Employee.

The testing process requires applicants to take an exam through the Commercial and Structural Pest System Exam website, which is administered by Athens Technical. In addition, examinations are held in several technical colleges throughout Georgia, which the applicant must contact to schedule their test. Most of these licenses require prior experience and approval to sit for the examination, but they all need Secure and Verifiable Documents to be submitted.

Fuel Program

The Georgia Department of Agriculture contains several programs, including the Fuel & Measures Program. Within that Program is the Fuel Program, which is responsible for inspecting all gas stations in the State to ensure consumers get the full amount of fuel they pay for, and that fuel is uncontaminated. This Program also regulates agency registrations and LP Gas Mechanics who work under the State

How to apply for the LP Gas Mechanic License in Georgia?

Structural Pest Control Program

The Structural Pest Division (SPD) licenses, regulates, and enforces state and federal structural pesticide laws. This is done through pest management professionals who specialize in structural pest control. In addition, the Structural Pest Control Program regulates companies by providing inspections as requested by consumers, and routine compliance audits to ensure that the companies comply with laws and regulations.

How to apply for the Structural Pest Control License in Georgia?

  1. Meet the experience requirements:
    • Two years of documented experience in structural pest control work
  2. Be employed by a licensed Pest Control company or hold a Pest Control Company License
  3. Create an account in the Georgia Commercial and Structural Pest Management Testing System and register for the exam

How to Obtain the Employee Registration License in Georgia?

  1. Be at least 18 years of age
  2. Be employed by a licensed Structural Pest Control
  3. Meet the training requirements:
    • 10 hours of classroom training
    • 70 hours of on-the-job training experience under the supervision of a certified operator or a registered employee in the category(ies) applied for
  4. Register on the Commercial and Structural Pest Management Testing System website. Applicants must register for the exam and then print and complete an application, which must be signed by a Designated Certified Operator (DCO)
  5. Take and pass the examination. Applicants must bring the application and fees to the scheduled exam location
  6. Once approved, send the exam results along with a completed registration card application to the DCO so they can mail it all to the Department of Agriculture with the required fees
  7. Await for the Department to issue the license

In the State of Georgia, an application must be completed (either through the online portal or by paper) to obtain the Structural Pest Control Company License. It must include an electronic copy of the proof of insurance, at least two company names, and the corresponding fees. The applicant for the company license may also be the same as the Designated Certified Operator.

Agricultural Pest Control Program

Within the State of Georgia, the Georgia Department of Agriculture regulates all companies and operators by ensuring pest control services' safety, standardization, and quality. Under the GDA is the Pesticide Program which enforces state and federal laws on the use and application of pesticides. In addition, the program regulates the licensing of private pesticide applicators engaged in producing agricultural commodities, pesticide contractors, or businesses who offer pest control commercially and for a fee, and commercial pesticide applicators who provide pest control in settings such as rights-of-way, lawn care, and mosquito control.

How to Get the Pesticide Contractor License in Georgia?

  1. Have at least one full-time licensed Commercial Pesticide Applicator working in the company, who will supervise all applications made
  2. Complete the online application and follow all the steps
  3. Expect the Georgia Department of Agriculture's email asking for the Secure & Verifiable documents (S&V) to be sent
  4. Log in and pay the license fee after approval by the GDA regarding the S&V documents
  5. Await for the Department of Agriculture to issue the license and send it to the mailing address provided on the application

The Pesticide Contractor License is valid for one year, after which it must be renewed. Therefore, if the candidate needs to renew the license, they must log into the account created the first time and pay the required fee again.

How to Get the Private Pesticide Applicator License in Georgia?

  1. Purchase course access for the Georgia Private Pesticide Applicator Certification Training Program and await the order confirmation immediately after purchase
  2. Take the training course, pass its examination with a minimum score of 70% and print the Certificate of Completion
  3. Complete the Private Pesticide Applicators License Application, with Verification of Lawful Presence (if applicable)
  4. Take both the application forms and Certificate of Completion to the local county Extension agent
  5. The GDA Pesticide Division will review the application and send it to the Licensing Division (if approved). Afterward, they will print and issue the license within 3 to 4 weeks

A private pesticide applicator's license is valid five years after the issue date. The worker must renew the license or retake the private applicator training if the license is expired. The Private Pesticide Applicator License may also be obtained by reciprocity with the States of Alabama, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee. In addition, a Private Pesticide Applicator License from Georgia allows Licensees to use restricted-use pesticides in any of these states.

How to Get the Commercial Pesticide Applicator License in Georgia?

  1. Register for the test on the Commercial and Structural Pest Management Testing System website. First-time applicants must select the option to take both the general standards test and a major category examination from one of the available categories
  2. Schedule the test at any of the approved locations and print the application form provided by the site. The application must be signed by the applicant and taken along with the required examination fee to the chosen testing center
  3. Take and pass the examination with a minimum score of 70%
  4. Send the passing score results, appropriate fees and verification documents to the Department of Agriculture at:

The Commercial Applicator license in Georgia may also be obtained by reciprocity. The State holds reciprocity with any State that has an Environmental Protection Agency (EPA) approved pesticide program, as long as the category applied for concurs with the State of Georgia. Applicants must only fill out an application, meet the requirements and submit the application along with any fees and verification documents to the GDA Department.

Georgia Office of Insurance and Safety Fire Commissioner

Georgia is part of the U.S. Insurance Regulatory Framework, a highly coordinated federal national system designed to protect policyholders and protect the broader public interest through effective regulation of the U.S. insurance market. Office of Insurance and Safety Fire Commissioner (OCI) licenses and regulates insurance companies, inspects buildings to avoid fire, and investigates reports of insurance fraud. The Office of Insurance and Safety Fire Commissioner has 3 Divisions which are the Insurance Division, Safety Fire Division, and Premium Tax Division. Out of the three, the Safety Fire Division is the only one that offers licenses. The Safety Fire Commissioner is the only branch that is responsible for examining and investigating engineering techniques, construction buildings, properties of building materials, fire protection and fire protection techniques. There are five main Sections the Fire Marshal's Office is responsible for: Boilers and Pressure Vessels, Elevators and Escalators, Hazardous Materials, Manufactured Housing, and Safety Fire Engineering.

The Licensing process is carried out by the OCI CitizenServe portal, which allows applicants to submit their applications, renew existing licenses, review complaints and reports, and more.

Manufactured Housing Services

The Manufactured Housing Section of the Georgia Office of Insurance and Safety Fire Commissioner regulates Manufactured Housing professionals by administering the licenses and permits required to perform work within the state and the necessary inspections and performance evaluations. The licenses currently managed by this section are the Manufactured Homes Professional Installer, Manufactured Professional Retail Broker, Manufactured Professional Retail, and the Manufactured Homes Manufacturer.

How to Get a Manufactured Housing License?

  1. Access the OCI Citizenserve website website and register for an account
  2. Obtain the required documents:
    • Notarized citizenship affidavit
    • Notarized consent form (for background check)
    • Two valid forms of ID
    • Proof of completion of an installation training course and corresponding examination, which must have been taken within 12 months of initial application (for Manufactured Housing installers only)
  3. Fill out the online application
    • Choose the desired license
      • Manufactured Housing Installer
      • Manufactured Housing Retailer or Retail Broker
      • Manufactured Housing Manufacturer
    • Provide the address of the location where the homes will be assembled or manufactured or where the business is based (each site must be listed as a separate entity)

Hazardous Materials

The Hazardous Materials Section of the Office of Insurance and Safety Fire Commissioner regulates materials like flammable and combustible liquids, flammable gas such as LP Gas, pyrotechnics, and explosives, as well as the storage, transportation, use, processing, handling, and sometimes the sale of these materials.

The Georgia State Fire Marshal's Officer issues a Competency Card that all applicants for the Explosives Responsible Person license need to get. This card is issued in four levels of certification recognized by the State Fire Marshal's Office: Levels I (entry level), II, III (for Licensed Blasters), and the Special Effects level.

This section currently offers different types of licenses depending on the desired scope of work.

How to Get a Blaster or Explosives License?

  1. Meet the minimum age requirement and comply with the Rules and Regulations of the state of Georgia
    • Be 21 years of age
    • Not have a history of or be addicted to dangerous substances or other narcotics
    • Be subject to a criminal records check
    • The applicant shall not have been convicted of a felony
    • Submit a negative drug screen
  2. Create an account on the OCI Citizenserve site
  3. Access the Hazardous Materials Services Section and choose the appropriate application:
    • Explosive License
      • This license is a license offered to companies
    • Explosives Responsible Person
      • This Competency Card is issued to individuals that work with a license-holding company, the applicant must select one of the following subtypes, which will be reflected in their Competency Card:
        • Blaster: choose either Level I, II or III
        • Special Effects
  4. Meet the requirements depending on the license subtype:
    • Blaster
      • Background check and drug testing
      • Completion of approved curricula
      • Three years of experience in a specific field of blasting
    • Special Effects
      • Provide evidence of experience in the safe handling and use of explosives only to create audible and visual effects for the entertainment industry
  5. Fulfill the Competency training requirement by completing one of the approved programs that are considered valid by the Commissioner:
  6. Describe within the application the blasting activities or explosives use that the candidate will be engaging in
  7. Furnish the State Fire Marshal with the following required documentation:
    • Plans and specifications (if applying for a license for all permanent explosives storage facilities having quantities exceeding 500 pounds)
    • Proof of completion of a safe use of explosives training and/or working knowledge. Additionally, candidates must provide a notarized certification specifying the explosive/blasting field in which the applicant has been trained or certified
    • Citizenship affidavit
  8. Submit a completed application with all the required documents and fees
  9. Expect the State Fire Marshal to issue the license once everything has been reviewed and approved

Anyone applying for permits to use explosives in agricultural operations, private and personal use of explosives in areas not within 750 feet of an occupied structure or roadway, for works such as land clearing, ditching, destruction of beaver, and others, is exempt from certification. Additionally, explosive licenses sought to be obtained for commercial use, will be issued by the Commissioner for the fields of construction, surface mining, underground mining and special effects.

How to Get a Liquefied Petroleum Gas Industry Worker License?

  1. Create an account on the OCI Citizenserve site
  2. Go to the Hazardous Materials Services Section and choose the appropriate License application:
    • Liquefied Petroleum Gas License
      • Choose the appropriate subtype:
        • Cylinder Filling Plant (2000 Water Gallons or Less)
        • Bulk Storage (More than 2000 Water Gallons)
    • Liquefied Petroleum Gas Industry Worker
      • Select the desired Classification:
        • Class I: Basic Transfer and Handling
        • Class II: Delivery
        • Class III: Service / Installation
        • Class IV: Bulk Operator
        • Class V: Delivery and Service / Installation
  3. Complete the required information on the application
  4. Demonstrate a minimum of six hours of Continuing Education Units (CEU)
  5. Provide evidence of training in proper handling procedures and a Fire Marshal's Office employee training certification. Please note that the training curriculum must include the subjects of the Certified Employee Training Program (CETP) or of an equivalent program approved by the Office
  6. Obtain proof of insurance coverage before obtaining the license and demonstrate ability to keep affording it later. The coverage must be issued by an insurer licensed to do business in Georgia, and they shall notify the Commissioner of any changes in coverage. If State insurance cannot be obtained, demonstrate the following:
    • General liability, including products and completed operations:
      • $1,000,000 combined single limits if the capacity is more than 2,000 gallons
      • $500,000 combined single limits if the capacity is 2,000 gallons or less
    • Motor vehicle liability (when applicable): $1,000,000 combined single limits
  7. Submit a thoroughly-completed application with all the required documents and fees
  8. Await for a response regarding the license

Safety Fire Engineering

The Safety Fire Engineering Section regulates the design, fabrication, installation, inspection, test, alteration, maintenance, service, and/or repairing of water-based fire protection sprinkler systems under the Rules and Regulation Code. Additionally, this Section regulates the water-based automatic sprinkler systems used for single-family dwellings or limited water-based systems permitted to be connected directly to a domestic water supply system under the NFPA Life Safety Code. The Safety Fire Engineering Section administers the licensure process for the Sprinkler Certificate of Competency, Sprinkler Contractor, Sprinkler Designer, and Sprinkler Inspector.

How to obtain a Sprinkler License?

  1. Access the OCI Citizenserve site and create an account
  2. Select the desired license application
    • Sprinkler Certificate of Competency
    • Sprinkler Contractor License
    • Sprinkler Designer License
    • Sprinkler Inspector License
  3. Demonstrate proof of the required certification for each license:
    • Sprinkler Certificate of Competency: NICET level III or higher in automatic sprinkler system layout
    • Inspector: NICET level II Certification in Inspection and Testing of water-based systems
    • Sprinkler Designer: NICET level II or higher in layout or a Professional Engineer
    • Sprinkler Contractor: copy of the Certificate of Competency held by the applicant's employees
  4. Submit the required documentation:
    • Citizenship Affidavit
    • Secure and verifiable photo ID (copy front and back)
    • Proof of employment by a Sprinkler Contractor Company (for the Sprinkler Certificate of Competency and the Sprinkle Inspector licenses only)
    • For Sprinkler Contractors:
      • Company letter detailing what services will be provided
      • Verification of Sprinkler tags
      • Proof of liability insurance with not less than $1 million coverage and assurance of any loss to property or personal injury
  5. Complete the application and submit it along with the required documentation and fees
  6. Await for a response within 7 and 10 business days

If the candidate wants to renew a license, they must log into the account and select renew licenses, update the NICET and insurance certifications, and pay the required fees.

Elevators & Escalators

The Safety Inspection Division regulates the Elevators & Escalators Section within the Office of Insurance and Safety Fire Commissioner. It is responsible for performing the appropriate inspections on elevators used in Georgia. This section also certifies companies or individuals who install, maintain, or service elevators and other types of conveyances, such as dumbwaiters, manlifts, escalators, and moving walks.

How to get an Elevator Mechanic License?

  1. Meet the licensing requirements:
    • Class I, II, and III:
      • Have a minimum of three years for all except for Class IIIR, which shall be one year of experience
      • Provide proof of training in the service, repair, and maintenance of the equipment that will be worked on
      • Must be employed by a company holding a State Certification
      • Have a certificate of completion and approval of the mechanic examination, which must be obtained from a nationally recognized training program for the elevator industry, such as the National Elevator Industry Educational Program, Certified Elevator Technician Program, or the equivalent of an apprenticeship program for the elevator mechanics registered with the Bureau of Apprenticeship and Training, U.S. Department of Labor or a State Apprenticeship Program
        • If an applicant provides proof of work as an elevator constructor, maintenance person, or repair person, they may be qualified to receive a Certification without an examination at the discretion of the Office upon filing a Certification application and paying the fee. The work must have been performed under the direct and immediate supervision of an elevator contractor certified to do business in Georgia
    • Class IR and IIIR:
      • Have a minimum of three years of experience
      • Be employed by a State-certified company
      • Have a certificate of completion and approval of the mechanic examination offered by a nationally recognized training program for the elevator industry, such as the National Elevator Industry Educational Program, Certified Elevator Technician Program, or the equivalent of an apprenticeship program for the elevator mechanics registered with the Bureau of Apprenticeship and Training, U.S. Department of Labor or a State Apprenticeship Program
        • Any candidate providing proof of work as an elevator constructor, maintenance person, or repair person may be entitled to receive a Certification without an examination at the discretion of the Department. For this, the applicant must have worked under the direct and immediate supervision of an elevator contractor certified to do business in this state and file an application for Certification with the required fee
  2. Register for an account on the OCI Citizenserve website
  3. Fill out an online Elevator Examination Application, including the desired license subtype:
    • Class I
    • Class IR
    • Class II
    • Class III
    • Class IIIR
  4. Submit the completed application along with the required documents and fees
  5. Take and pass the Office-administered Elevator Mechanic examination for the chosen class with a minimum score of 70%
  6. If approved, fill out the Elevator Mechanic Application to obtain the license:

How to get an Elevator Contractor License?

All Elevator Contractor classes require certification as an Elevator Mechanic before performing any work on elevators or other conveyances. Additionally, to obtain an elevator contractor license, applicants must meet the licensure requirements:

  • Elevator Contractor Class I, IR, II, III, and IIIR must provide verification of having an Elevator Mechanic Certification
  • All Class II Elevator Contractors shall hire Class I or II Elevator Mechanics
  • All Elevator Contractors must have insurance:
    • Class I, IR and II Elevator Contractors: must send the Office an original or certified copy of an insurance policy issued by an insurance company authorized to do business in this State to provide general liability coverage of at least $1,000,000 for injury or death of one person and $1,000,000 for injury or death of any number of persons in any one occurrence, with the coverage of at least $500,000 for property damage in any one occurrence and the statutory workers' compensation insurance coverage
    • Class III and IIIR Elevator Contractors: shall submit to the Office an original or certified copy of an insurance policy issued by an insurance company authorized to do business in this State to provide general liability coverage of at least $500,000 for injury or death of one person and at least $500,000 for injury or death of any number of persons in any one occurrence, with the coverage of at least $250,000 for any property damages in any one occurrence and the statutory workers' compensation insurance coverage

Please note that Elevator Contractor Certifications are valid for twelve months following the date of issuance.

How to obtain a Certified Inspector License?

The Office issues Inspector certifications, provided that the candidate meets the licensing requirements:

  • Minimum of three years' experience in the installation, maintenance, repair, or inspection of elevators and be a current Qualified Elevator inspector
  • Have insurance for the required amounts:
    • Private Elevator Inspectors: original or certified copy of an insurance policy issued by a State-approved insurance company to provide Professional Errors and Omissions Insurance coverage of at least one $1,000,000 for injury or death of one person and $1,000,000 for injury or death of any number of persons in any one occurrence, with the coverage of at least $500,000 for property damage in any one occurrence and the statutory workers' compensation insurance coverage
    • Certified private elevator inspection firms: Have general liability insurance for a minimum amount of $500,000 and which has been issued by an Office-approved company
  • Provide a copy of a signed contract for each inspection location (including the initial inspection date and expiration date) and a list of equipment to be inspected (for certified private elevator inspection firms)

Please note that Elevator Contractor Certifications are valid for twelve months following the date of issuance.

How to get the Elevator Certificate of Authority?

To obtain an Elevator Certificate of Authority, applicants must create an account on the Citizenserve website and complete the online application. A Certificate of Authority just requires the applicant to select the desired class (I, II, III, IIIR, or IR) and submit the required documentation. Once submitted and approved, the candidate shall await the Section's response regarding the Certificate.

  • Copy of the front and back of a Secure and Verifiable documents

  • General Liability Insurance (including Product Liability). Must be a minimum of $500,000 for class III and $1,000,000 for Class I & II

Boilers & Pressure Vessels

The Boilers & Pressure Vessels Section is regulated by the Office of Insurance and Safety Fire Commissioner, which is responsible for performing the inspections and is further responsible for issuing Certificates of Authority for all companies or individuals who install, maintain or service boilers. This Section offers three licenses: Boiler Certificate of Authority Class I, Boiler Certificate of Authority Class II, and Boiler Certificate of Authority Class III.

Water & Wastewater Treatment Plant Operators

The Water & Wastewater Treatment Plant Operators Board was created to protect the health, safety, and welfare of the public by establishing minimum qualifications for licensees who operate wastewater treatment plants, wastewater collection systems, water distribution systems, public water supply systems, or who conduct specific tests of water or wastewater samples along with the operation of public water system or wastewater treatment plants. Under this Board, licenses are mainly categorized into two: Water and Wastewater, which are:

  • Public Water Supply System Operator Class I

The testing vendor for this Board is AMP/PSI©. This company administers the examination process, but the Water Professionals International (WPI) is the institution that provides applicants with the test subjects and need-to-know criteria for their exam. Georgia's certificates for Water and Wastewater Operators are divided into four classes, with Class I being the highest level and Class IV being the lowest.

Please note that candidates applying for the Water or Wastewater Operator Class I and II must already hold a prior-level license, meaning that to obtain a level II license, the candidate must already have a level III license and for a level I license, the applicant must have a level II license.
