State Construction Industry Licensing Board

Under the State Construction Industry Licensing Board, there are five divisions:
Conditioned Air Contractors
Electrical Contractors
Low Voltage Contractors
Utility Contractors
Masters and Journeyman Plumbers

Each Division under the Board regulates the laws and rules for their jurisdiction. The Board's main aim is to license contractors and determine licensure standards to protect the public from defective construction or installations. The Licensing Board’s examination process is managed by AMP/PSI©.

Conditioned Air Contractors Division

Under the Conditioned Air Contractors Division, there are two licenses: Conditioned Air Contractor Class I Restricted and Conditioned Air Contractor Class II Non-Restricted. Class I licenses shall be restricted to the installation, repair, or service of conditioned air systems or equipment not exceeding 175,000 BTU (net) of heating and five tons (60,000 BTU) of cooling. Class II licenses shall be unrestricted.

These licenses can be obtained by examination, reciprocity, reinstatement, and renewal. The Division shall provide separate examinations for Class I and Class II licenses. In addition, companies who wish to be licensed under this Division can submit an Application for Business Registration for Conditioned Air Companies.

How to Get a Conditioned Air Contractor License?

  1. Choose the preferred type of license in the application:
    • Class I Restricted
    • Class II Non-Restricted
  2. Select the appropriate company type if applying as a Qualified Licensee:
    • Sole Proprietorship
    • Limited Liability Company or Corporation
    • Partnership or Limited Liability Partnership
  3. Submit proof to show completion of the educational requirements:
    • Copy of a certificate obtained from a board-approved heat loss and gain and duct design course issued by a board-approved provider or proof of completion of the ACT107 from a Georgia vocational/technical school
    • EPA card copy showing a type II or higher certification
    • Diploma in Engineering Technology or a similar electrical field or any certificate that shows completion of a vocational/technical school program
    • Transcript of a diploma or certificate program completed through a Georgia vocational or technical school (may be credited as part of the required experience as per Board Rule 121-2-.03(4))
    • A board-approved course completion for Manuals N&Q or Carrier Design 1,2,3 (for Class II Non-Restricted applicants only)
  4. Meet the experience requirements & provide a detailed description of previous conditioned air work performed, including the applicant’s duties and employer’s information:
    • Class I Restricted:
      • Proof of four years of installation experience
      • Two years of experience as a lead mechanic performing residential installation
      • One year performing work as a service technician (including an E.P.A. license)
      • One year of work as residential supervisor and a Board-approved heat loss and gain and duct design course
    • Class II Non-Restricted:
      • Proof of five years of experience installing systems exceeding 175,000 BTU of heating and 5 tons of cooling
      • Two years performing installation work as a lead mechanic. One of those years must have been commercial only
      • One year of work as a service technician or service supervisor (must include an E.P.A. license)
      • Two years of experience as a commercial supervisor and a Board approved heat loss and gain and duct design course
  5. Gather the following supporting documents and attach them to the application:

  7. Expect the Board to review the application. If approved, the Board will contact AMP/PSI© with the list of applicants for examination, and the candidate must then await further instructions and information from AMP/PSI© regarding the test schedule. Allow seven business days from notice of the Board’s approval to receive the email from AMP/PSI©
  8. Take and pass the AMP/PSI© Conditioned Air examination for the license type chosen, with a minimum score of 70%
  9. Access the Board’s Professional Licensing website to check the application status. Candidates should also be able to see the test results within ten days from the date the Board receives the scores

In Georgia, licenses for first-time applicants may be obtained through examination. Still, Conditioned Air licenses are also issued by reciprocity, reinstatement, and renewal. Applicants who wish to reinstate their license but have not done so for the past three years must complete the Application by Examination. As for reciprocity, the Conditioned Air Division used to have reciprocal agreements with Texas and South Carolina. However, those agreements are under review, and the only State currently holding reciprocity with the Conditioned Air Division is Louisiana through the Louisiana State Licensing Board for Contractors. Lastly, contractors who wish to renew their license can do so by following the instructions listed on the Georgia Online Licensing site

Electrical Contractors Divisions

The Georgia Division of Electrical Contractors regulates two types of electrical contractor licenses: Class I Restricted and Class II Non-Restricted. Class I licenses shall be restricted to electrical contracting involving multifamily structures of not more than two levels or single-family dwellings of up to three levels which shall have single-phase electrical installations not exceeding 400 amperes at the service drop or the service lateral. Class II licenses shall be unrestricted.

Each classification has its examination, both of them administered by AMP/PSI©. Aside from this, licenses in this Division can also be obtained by reinstatement, reciprocity, and renewal, each having its application form.

How to Get an Electrical Contractor License?

  1. Be at least 21 years of age
  2. Choose the desired license classification within the application:
    • Electrical Contractor Class I Restricted
    • Electrical Contractor Class II Non-Restricted
  3. Meet the four-year work experience requirement by choosing one of the following options:
    • Four years of primary work experience in the fields listed below (Class II contractors must show prior experience in all of these categories, while Class I contractors must prove experience in at least six of them):
      • Installation of raceway systems, including junction boxes, conduit bodies, pull boxes and the connections in the system and to boxes, cabinets, switchboards, and panelboards, which meet all Code use and installation requirements
      • Installation of conductors, including flexible cords, cables, taps, splices, terminations, overcurrent protective devices, bonding jumpers, metering devices, etc., in cabinets, switchboards, panelboards, boxes and conduit, which meet all Codes use and installation requirements, such as to sizing, voltage, ampacity, etc
      • Installation of cabinets, metering devices, service entrances, service risers and fasteners, switchboards, overcurrent protective devices, ground electrodes, disconnecting means, main bonding jumpers, and ground fault protectors which all meet Code installation requirements, such as to sizing, rating, clearances, and weatherproofing
      • Installation of motors and generators with feeders, branch circuits, controllers, overcurrent protective devices, and disconnect means, all of which meet Code installation requirements, such as sizing, rating, location and usage
      • Installation of switches, controls, disconnects, etc., which supply lighting fixtures, electrical circuits, appliances, controls for heating and air conditioning equipment, other utilization and general use equipment, according to use and Code installation requirements
      • Installation of equipment and materials required for use in special occupancies according to use and Code installation requirements, as defined by Chapter 5 of the National Electrical Code
      • Bonding of interior metal piping systems, grounding of exposed noncurrent carrying metal parts of electrical equipment, installation of properly sized equipment grounding conductors and protection of grounding conductors from physical damage
      • Determination of general lighting loads, minimum ampacity of conductors in feeder and branch circuits, minimum branch circuits, maximum allowable conductor fill for raceways, net loads, using specified or optional methods, rates or demand factors, and derating factors given in the Code
    • At least three years of primary work experience and one year of either secondary work experience or education. Please note that secondary work experience is only valid at a rate of fifty percent, meaning that two years of previous secondary work experience will only count as one. Additionally, secondary work experience can only credit one year out of the four-year requirement
      • Credited education includes having a certificate for completion of a vocational-technical school program or a diploma in Engineering Technology
      • Secondary work experience includes any of the following:
        • Instruction received on electrical installation, theory, and code by a full-time secondary or post secondary instructor in an established class at a recognized learning center
        • Inspection of electrical wiring by a full-time municipal or county inspector
        • Electrical engineering design by a registered professional engineer
        • Work for a licensed electrical contractor with sole responsibility in at least three of the following areas: estimating; project management; scheduling and assigning work; preparing progress charts (CPM's or other flow charts); sales and cash flow responsibilities such as budgetary, preparation of pay request, invoices, etc
        • Installation of electrically lighted signs
  4. Obtain the appropriate documents:
    • Diploma in Engineering Technology or a certificate for completion of a vocational-technical school program (if applicable)
    • Submit three reference forms; at least one of those must be from a Licensed Electrical Contractor, and all of them shall include notarized signatures
    • Secure & Verifiable Documents
    • Affidavit of Citizenship
    • Qualified Alien Form (If applicable)
  5. Fill out and submit a notarized Application for Licensure by Examination, including all of the required documents and fees. The application can be mailed to:

  6. Await for an approval letter to be sent by the Board, if approved. Once received, AMP/PSI© will get in touch with the applicant to schedule the examination and provide useful information for it. Please note that it is the applicant who must register with AMP/PSI© for examination
  7. Take and pass the trade examination with a minimum score of 70%. If approved, AMP/PSI© will be sending the results both to the Board and to the applicant
  8. Access the Board’s Professional licensing website to check the application status. Expect a response from the department regarding license issuance

The Electrical Contractors Division currently holds reciprocity with several out-of-state boards: the Alabama Electrical Contractors Board, the Louisiana State Licensing Board for Contractors, the North Carolina State Board of Examiners of Electrical Contractors, South Carolina Contractor's Licensing Board and the State of Tennessee Board for Licensing Contractors. Applicants who wish to be licensed by reciprocity and have a license from one of these Boards may do so by filling out an application. Note that the license by reciprocity is only available for the Class II Non-Restricted license. Licenses may also be obtained by reinstatement by filling out the appropriate application or by renewal through the Georgia Online Licensing site.

Low Voltage Contractors Division

The Low Voltage Contractors Division administers the licensure process for applicants who wish to obtain either a Low-Voltage Alarm (LV-A), Low-Voltage General (LV-G), Low-Voltage Telecommunication (LV-T) or Low-Voltage Unrestricted (LV-U) license. Class LV-A licenses are restricted to alarm and general system low-voltage contracting, Class LV-T licenses shall be restricted to telecommunication and general system low-voltage contracting, Class LV-G licenses are restricted to general system low-voltage contracting, and Class LV-U licenses shall be unrestricted and allow the performance of alarm, telecommunication, and general system low-voltage contracting.

How to Get a Low-Voltage Contractor License?

  1. Choose the preferred license Class within the application:
    • Low-Voltage Alarm (LV-A)
    • Low-Voltage General (LV-G)
    • Low-Voltage Telecommunication (LV-T)
    • Low-Voltage Unrestricted (LV-U)
  2. Meet the requirements for the desired license:
    • One year of work experience in the wiring/installation of the category applied for
      • Experience installing these systems is mandatory for an alarm or telecommunications license
      • To apply for an unrestricted license, the applicant must have experience in both alarm and telecommunication installations
      • A maximum of six months can be credited as part of the required experience by completion of courses in electronics through a school of engineering technology or a technical trade school
  3. Gather the required documentation:
    • Submit three notarized original reference forms from people that have knowledge of the applicant’s previous work. At least one reference must be from a licensed low voltage contractor
    • Background Check: can be obtained at the local law enforcement office
    • Affidavit of Citizenship
    • Immigration Documents (If applicable)
    • Qualified Alien Documents
    • Secure and Verifiable Documents
    • Disciplinary Action/Sanctions (if applicable)
      • Court Documents
      • Letter of Explanation
  4. Attach the documentation to a completed and notarized Application by Examination and submit it along with the appropriate fees to the Division:

  5. Expect an approval letter to be sent by the Board. Once received, AMP/PSI© will get in touch with the candidate to schedule the examination and provide a candidate handbook and any other valuable resources. Please note that it is the applicant who must register with AMP/PSI© for examination
  6. Successfully pass the trade examination with a minimum score of 70%. If approved, AMP/PSI© will be sending the results to the applicant
  7. Access the Board’s Online Professional Licensing website to check the application status. Expect a response from the department regarding the license

The Low Voltage Contractors Division currently holds reciprocity with the State of North Carolina through the North Carolina State Board of Examiners of Electrical Contractors. Applicants who wish to be licensed by reciprocity and currently have a license through the NC Board must submit an application. Candidates who want to get a license by reinstatement can do so by filling out an application, depending if the applicant holds a license lapsed for more than or less than three years. For licensees who need to renew their current license the Georgia Online Licensing Portal is available to process the request.

Utility Contractors Division

The Utility Contractors Division is the entity responsible for the regulation of three contractor licenses: Utility Contractor, Utility Manager, and Utility Foreman. Utility Contractor Licenses in Georgia are only issued to companies, instead of individual applicants. These companies must hire licensed managers to supervise their work.

Among those licenses, the only one that requires an examination to be obtained is the Utility Manager License. The testing vendor for that license is AMP/PSI©.

How to Get a Utility License?

  1. Meet the experience requirements for the desired license:
    • Utility Foreman: Prove a minimum of one year of experience for the Utility Foreman license in alteration, construction, erection, or repair of utility systems at least five feet underground. A notarized letter from each employer with the company letterhead listing the experience record is required to verify knowledge in this trade for the minimum duration required for certification
    • Utility Manager: Fulfill one of the following requirements and attach a notarized letter on company letterhead from each employer listed in the candidate’s experience, demonstrating that the minimum duration requirement is met for certification:
      • At least two years of experience as a licensed Utility Foreman in the State of Georgia
      • Equivalent experience as a manager or foreman in the field in another state and no less than three years of work performed in the construction, alteration, erection, or repair of utility systems at least five feet underground
  2. Gather the necessary documentation:
    • Applicant Affidavit of Citizenship
    • Qualified alien documentation
    • Secure and Verifiable Document
    • Immigration Documents (If applicable)
    • Proof of completion of a 12-hour Safety Course certifying the applicant of being a Competent Person in Trenching and Excavation and Confined Space
    • Background Check: can be obtained at the local law enforcement office
    • List three persons who know of the applicant’s utility experience to whom the Division may refer. Applicants for the Utility Manager license must submit the Reference Form found within the application, which should be signed and notarized
    • Disciplinary Action/Sanctions (if applicable)
      • Court Documents
      • Letter of Explanation
  3. Send the corresponding signed and notarized application (either the Utility Manager application or the Utility Foreman application) along with the requested documentation and fees to the Division at:

  4. Complete the following depending the license selected:
    • Utility Foreman:
      • Access the Division’s Online Licensing website to check the application status
      • Await the Division to issue and mail out the license
    • Utility Manager:
      • Expect to receive an approval letter from the Division if approved to take the exam. AMP/PSI© will then get in touch with the applicant to provide detailed exam information, including how to register and pay for the exam
      • Take and pass the trade examination with at least a 70% score
      • Await for AMP/PSI© to send the results. If approved, the Division will mail the license to the applicant

The State of Georgia issues the Utility Contractor License to companies only. They must list the names of all Utility Managers working in any office or branch of the business and complete an Employment of Utility Manager Form for each employed manager. There can only be one manager associated with one Utility Contractor. Only apply for a Utility Contractor license for a business after having a Utility Manager to qualify the firm. To obtain this license, an application must be filled out and sent, along with the appropriate fees and documents to the Division and expect the Division’s approval.

Utility licenses in Georgia may also be obtained both by reinstatement and renewal. An applicant interested in getting a license by reinstatement may do so by filling out and submitting the correct application between the reinstatement for more than or less than three years. Candidates may also renew their licenses through the Online Licensing site.

Master and Journeyman Plumbers Division

The Master and Journeyman Plumber Division in Georgia regulates three licenses: the Master Plumber Class I Restricted, Master Class II Non-Restricted, and Journeyman Plumber, and one certificate: the Medical Gas Piping Certification. Master Plumber Class I licenses are restricted to plumbing involving single-family dwellings and one-level dwellings designed for not more than two families and commercial structures not to exceed 10,000 square feet in area. Master Plumber Class II licenses are unrestricted.

All three licenses offered by the Division test with AMP/PSI©. However, to acquire a certificate, the applicant must already hold a Master or Journeyman Plumber license, have completed a 32-hour Division-approved training program, and pass the course exam. Once completed, the candidate must submit an application and the required documentation and expect the Division to issue the certificate.

How to Get a Master or Journeyman Plumber License?

  1. Choose the preferred license type within the application:
    • Master Plumber Class I Restricted
    • Master Class II Non-Restricted
    • Journeyman Plumber
  2. Meet the experience requirements:
    • Master Plumber Class I Restricted: Minimum of five years of experience, with at least two of those years consisting of primary experience as a licensed journeyman plumber, plumbing contractor, plumbing foreman, plumbing superintendent, or military plumber
    • Master Class II Non-Restricted: Proof of experience with industrial or commercial plumbing
    • Journeyman Plumber: Prove at least three years of prior primary or secondary experience
  3. Obtain the necessary documentation:
    • List three persons who know the candidate’s plumber experience to whom the Division may refer. Applicants must submit the Reference Form found within the application, which should be signed and notarized

    • Qualified alien documentation

    • Background Check: can be obtained at the local law enforcement office

    • Copy of a current and unexpired photo ID card showing brazing and installation expiration dates (If holding a Medical Gas Certification)
  4. Send the signed and notarized application along with the requested documentation and fees to the Division at:

  5. Expect the Division’s response regarding approval to sit for the examination. The Division will get in touch with AMP/PSI© to inform them of the approval
  6. Take and pass the examination for the chosen trade, once scheduled with AMP/PSI©
  7. Once approved, expect the Division to issue the license

In Georgia, a license lapses when not renewed during the late renewal period. At such times, the candidate must apply by reinstatement, depending on the time passed after the license lapsed. An application may be filled out and submitted to the Division for approval. Applicants with a lapsed license for over three years must also take an examination aside from the application. On another note, applicants who wish to renew their current license may do so through the Online Licensing site provided by the State.
