Department of Labor and Licensing (DLL)

The Arkansas Department of Labor and Licensing (ADLL) promotes workplace health and safety through law enforcement and consultation, and protects consumers through occupational licensing. The department has some divisions that issue the licensing for the contractors in the State regarding the following trades: Building, Fire Protection, Electricity, Boilers, HVAC, Elevators, Manufactured Homes, and Home Inspection. The licensing process requirements depend on the license type and the work performed.

Contractors Licensing Board (CLB)

The Contractors Licensing Board (ACLB) oversees the Arkansas State Contractors Bond Law and the issue of licenses to Commercial Contractors in the state (as listed down below). The ACLB-designated testing company is PSI©, and candidates applying for a license issued by the Board must pass the Arkansas Contractor Business and Law Examination.

Arkansas offers a registration certification for Subcontractors; they must work under a licensed Contractor, also known as a Prime Contractor. The Board provides a list of the classifications the subcontractor can work on within the application.

Contractors currently licensed in other states can apply for a temporary license while the Arkansas Contractor application is pending; it will last only 90 days and cannot be reapplied for.

The ACLB has Major Classifications for the following trades: Heavy Construction (HC), Highway, Railroad & Airport Construction (HRA), Municipal & Utility Construction (MU), Building (B), Light Building (LB), Mechanical (M) or Electrical (E). These contractors can perform the work of the specialties associated with the classification selected. On the contrary, Specialty trades can only perform the specific work for which the license is held. In order to be licensed at a commercial level in a Specialty license, candidates must pass the business exam, and there are specific trades that require a previous certification.

How to Get a License Issued by the Contractors Licensing Board in the State of Arkansas?

  1. Fulfill the application pack:

How to Obtain a Temporary Contractor License in the State of Arkansas?

A Contractor licensed in another state can apply for a temporary license in Arkansas, such as Commercial, Home Improvement Specialty, Residential Builder, and Residential Remodeler, while their Contractor License registration in Arkansas is complete.

  1. Complete the application forms:
  2. Gather the required documents:
    • Current State Contractor License(s) from another state or completed reference forms
      • Home Improvement Specialty candidates can submit the current State contractor license or completed classification and experience pages
    • Affidavit
    • Commercial applicants must provide proof of:
      • Contractor’s Surety Bond of $10,000.00
      • Financial statement that is less than a year old:
        • Restricted: Compiled from a CPA
        • Unrestricted: Reviewed or Audited from a CPA or a Surety Bond in Lieu (this one does not replace the Contractor’s Surety Bond mentioned before)
    • Current compiled balance sheet less than one year old, demonstrating positive net worth (for Residential Builder, Unlimited Residential Remodeler, and Unlimited Home Improvement Specialty)

Fire Protection Licensing Board

The Fire Protection Licensing Board oversees the fixed fire suppression systems and portable fire extinguisher servicing and installation. Its purpose is to protect and promote life safety by minimizing personal injury and property damage resulting from improperly installed or improperly maintained fire extinguishing systems. It also provides for the registration and licensing of businesses and individuals:

How to Get an Arkansas Fire Protection License?

  1. Submit an application form accompanied by the appropriate fees according to the chosen license
  2. Attach the corresponding documents according to the type of license
  3. Take and pass the applicable specific and the Arkansas Rules Exam (if it is an individual license application)
    • A score of at least 80% is required in order to pass each examination, except for the Sprinkler Fitter examination which requires a passing score of 70%
    • Apprentice Permits do not require an examination
    • If the application is for a Company License, each company must have at least one licensed employee
  4. Await for an answer from the Fire Protection Licensing Board regarding the approval of the license

According to the Arkansas Sprinkler Rules and Regulations, the Fire Protection Licensing Board will grant a temporary license to an applicant with a valid license from another state or country that is substantially equivalent to the Arkansas license for which the applicant is applying upon submission of the required fee and documentation.

HVAC Licensing Board

The HVAC Licensing Board advises regional public health officials, architects, engineers, and other construction-related agencies regarding heating, ventilation, air conditioning, and refrigeration. The Board oversees the inspection program for newly built public and private facilities across the state to ensure compliance with the State Mechanical and Fuel Gas Codes. It also publishes licensing norms, rules, and regulations, offers testing for HVAC/R contractors, and issues different types of licenses.

How to Get an HVACR License in the State of Arkansas?

  1. Be at least 18 years old, except for the Lifetime License, which requires applicants to be at least 65 years old
  2. Comply with the experience requirements:
    • At least two years of experience as an HVACR Contractor or an employee of an HVACR Contractor
    • If the educational training is approved by the Board, the Board may substitute HVAC/R-related educational training for experience. Before the Board considers an application, copies of educational records must be submitted

The HVAC Division permits to postpone a HVAC/R Contractor License for a fixed time. More information on how to request it can be found in the Deferment Application. Additionally, a license holder whose license expired for non-payment of renewal fees, may make a Reinstatement Application.

Board of Electrical Examiners

The Board of Electrical Examiners is responsible for carrying out the Arkansas laws concerning the electrician's licensure. It is also in charge of enrolling trainee electricians and setting the requirements for the state's electrical contractors. Enforcing these laws is the responsibility of the Director of Code Enforcement. Below are the different trades that fall under the direct supervision of the Board:

How to Become an Electrician License Holder in Arkansas?

  1. Fulfill the education and experience requirements stated by the Administrative Regulations of the Board of Electrical Examiners of the State of Arkansas according to the type of license:
    • Air Conditioning Electrician must complete ONE of the following:
      • Two years of experience in wiring HVACR equipment that may be demonstrated by having held for two years one of the licenses listed below:
        • HVACR Electrician’s License issued by an Arkansas municipality
        • HVACR Class A or Class B License issued by the state HVACR Licensing Board
      • Any combination of experience and training as the board may approve as being equivalent to that
    • Industrial Maintenance Electrician:
      • Four years of work experience in the maintenance of electrical conductors and equipment, under the supervision of a master electrician, journeyman electrician, engineer, or industrial maintenance electrician
      • Any combination of training and experience as the board may approve, such as formal apprenticeship programs, on-the-job training, or public or private electrical training programs
      • A combination of training and electrical maintenance experience that is determined by the board to be equivalent to the above
    • Journeyman Electrician must complete ONE of the following:
      • Four years (8,000 hours) of electrical work experience approved by the board and four years of training and experience as the board may approve. Such as formal apprenticeship programs, on-the-job-training, public or private electrical training programs, or a combination of training and electrical experience that is determined by the board
      • “Notice of Apprenticeship Committee Action Released for Test” form from their training program if applicable and approved by the Department of Workforce Education. As well as maintenance experience in electrical work under the direct supervision of an engineer, licensed master electrician, or licensed journeyman electrician and verified and documented in detail:
        • BAT approved construction sponsored apprenticeship program
        • Four years (8,000 hours) of verified electrical construction experience or six years (10,000 hours) of electrical maintenance experience with two of those years consisting of electrical construction experience
    • Master Electrician:
      • Three years of experience in the wiring of one or two family dwellings including one year of experience as a licensed residential journeyman OR any combination of training and experience as the board may approve as being equivalent to that
    • Lifetime Master and Lifetime Journeyman Electrician:
      • Have been a licensed master electrician licensed by the Board of Electrical Examiners for not less than twelve years
      • Be at least sixty-five (65) years of age
      • Have a current license as a master or journeyman electrician issued by the Board of Electrical Examiners at the time of application
    • Residential Journeyman Electrician:
      • Two years of experience in the wiring of one or two family dwellings or any combination of training and experience as the board may approve as being equivalent to that
    • Residential Master Electrician:
      • Three years of experience in the wiring of one or two family dwellings including one year experience as a licensed residential journeyman or any combination of training and experience as the board may approve as being equivalent to that
  2. Create an account into the ELP System and submit an online application along with the required documents and fees
  3. Take and pass the applicable exam administered by ProV©
  4. Expect an answer from the Board of Electrical Examiners regarding the issuance of the license

The Board shall issue a Temporary License as a Master Electrician or Journeyman Electrician for a period of six months, if the applicant holds a current license of the same classification issued by another state or has otherwise met the experience qualifications established in the Arkansas Electrical Rule.

Boiler Inspection Division

The Boiler Inspection Division was created to safeguard the public from the inherent risks of building, setting up, using, and maintaining steam boilers and other related pressure vessels. The Division is in charge of licensing and examining boiler operators, conducting quality assurance assessments, and licensing boiler and vessel installation and maintenance companies.

How to Obtain a Boiler Operator License in the State of Arkansas?

  1. Fulfill the experience requirements stated by the Administrative Rules of the Boiler Inspection Division:
    • Six months of training under the supervision of a licensed boiler operator, which shall be confirmed by the applicant’s employer and submitted to the division with the application
  2. Complete and submit an application form

An applicant who has passed the test but hasn't completed the required six months of training may be given a Restricted License. It is valid for one year from the date of issuance and allows the license holder to work under the guidance and supervision of a licensed Boiler Operator.

Elevator Safety Division

The Elevator Safety Division is in charge of ensuring that every elevator complies with all relevant regulations, granting permits, employing elevator inspectors, issuing certificates of operation for every elevator. It also establishes safety requirements and other guidelines for the installation and use of elevators and escalators in the State of Arkansas. The Department also issues licenses for Elevator Contractors. To obtain an Elevator License, applicants must pass an examination and comply with specific experience and education requirements. How to Become an Arkansas Elevator License Holder?

  1. Comply with the education and experience requirements:
    • Elevator Contractor must comply with ONE of the following:
      • Maintain current registration with the Secretary of State with a designated agent for service of process who is also authorized to receive notices on behalf of the contractor
      • Have a permanent office situated in the State of Arkansas with an individual designated by the contractor to receive notices on the contractor's behalf
    • Elevator Inspector: At least four years verified experience in designing, installing, maintaining, or inspecting conveyances
    • Elevator Mechanic: At least three years of verified work experience in constructing, maintaining, servicing, or repairing conveyances and eight contact hours or continuing education hours every two years in a course of training or instruction approved by the Elevator Safety Board
  2. Complete and submit the corresponding application form along with the required documents and fees
  3. Take the applicable examination:
    • Elevator Contractor License doesn’t need an examination
    • Written examination approved for Elevator Mechanics by the Elevator Safety Board
    • Written examination for Elevator Inspectors administered by an accredited ASME testing facility and evidenced by certification of the applicant as a Qualified Elevator Inspector

Manufactured Home Commission (MHC)

The Arkansas Manufactured Home Commission is in charge of certifying and licensing all manufacturers, retailers, installers, and salespersons engaged in the manufactured housing industry in the State. To obtain a Manufactured Home License, applicants must submit an application form and some documents required by the Division, this applies to:

Home Inspector Registration Board (HIRB)

Home inspectors, abstractors, and appraisers are all regulated by the Arkansas Home Inspector Registration Board (AHIRB). It promotes a business environment that will protect consumers of home inspection services. It also administers and enforces the Arkansas Home Inspectors Registration Act terms, oversees a continuing education program to help home inspectors gain high-level skills, and guarantees a thriving home inspection sector in Arkansas. How to Get a Home Inspector License in the State of Arkansas?

  1. Attend an approved home inspector training school with a curriculum of at least 80 hours of classroom training
