Arkansas Contractor Licenses
Different Boards and Divisions issue the contractor's licensing processes in Arkansas. It depends on the disciplines and the type of work to be performed. The specific requirements, examination procedures (if applicable), and testing companies vary for each board.
PSI©, ProV©, and Everblue® are some companies designated by the State to administer the exams for the licenses that require them, and some regulatory entities may even provide the examination services themselves.
The state-established regulatory Departments are the Department of Labor and Licensing (ADLL), the division that protects employers and employees on work-related issues following the AR law; the Department of Health (ADH), responsible for overseeing programs for drinking water, chemical exposure control, and protection of public health; the Department of Energy and Environment (ADE&E) that controls the environmental permits and related certificates; the Department of Agriculture (ADA), which issue the Pesticide Licensing, the Water Well program, the Pest Control and the Landscape trades; and the Department of Public Safety (ADPS), which provides services for the emergency response and law enforcement to guarantee the citizen's safety and security.

The Arkansas Department of Labor and Licensing (ADLL) promotes workplace health and safety through law enforcement and consultation, and protects consumers through occupational licensing. The department has some divisions that issue the licensing for the contractors in the State regarding the following trades: Building, Fire Protection, Electricity, Boilers, HVAC, Elevators, Manufactured Homes, and Home Inspection. The licensing process requirements depend on the license type and the work performed.
Contractors Licensing Board (CLB)
The Contractors Licensing Board (ACLB) oversees the Arkansas State Contractors Bond Law and the issue of licenses to Commercial Contractors in the state (as listed down below). The ACLB-designated testing company is PSI©, and candidates applying for a license issued by the Board must pass the Arkansas Contractor Business and Law Examination.
Arkansas offers a registration certification for Subcontractors; they must work under a licensed Contractor, also known as a Prime Contractor. The Board provides a list of the classifications the subcontractor can work on within the application.
Contractors currently licensed in other states can apply for a temporary license while the Arkansas Contractor application is pending; it will last only 90 days and cannot be reapplied for.
The ACLB has Major Classifications for the following trades: Heavy Construction (HC), Highway, Railroad & Airport Construction (HRA), Municipal & Utility Construction (MU), Building (B), Light Building (LB), Mechanical (M) or Electrical (E). These contractors can perform the work of the specialties associated with the classification selected. On the contrary, Specialty trades can only perform the specific work for which the license is held. In order to be licensed at a commercial level in a Specialty license, candidates must pass the business exam, and there are specific trades that require a previous certification.

How to Get an Arkansas Fire Protection License?
- Submit an application form accompanied by the appropriate fees according to the chosen license
- Attach the corresponding documents according to the type of license
- Take and pass the applicable specific and the Arkansas Rules Exam (if it is an individual license application)
- A score of at least 80% is required in order to pass each examination, except for the Sprinkler Fitter examination which requires a passing score of 70%
- Apprentice Permits do not require an examination
- If the application is for a Company License, each company must have at least one licensed employee

According to the Arkansas Sprinkler Rules and Regulations, the Fire Protection Licensing Board will grant a temporary license to an applicant with a valid license from another state or country that is substantially equivalent to the Arkansas license for which the applicant is applying upon submission of the required fee and documentation.

The HVAC Licensing Board advises regional public health officials, architects, engineers, and other construction-related agencies regarding heating, ventilation, air conditioning, and refrigeration. The Board oversees the inspection program for newly built public and private facilities across the state to ensure compliance with the State Mechanical and Fuel Gas Codes. Air Conditioning Electrician must complete ONE of the following:

Industrial Maintenance Electrician:

- Any combination of training and experience as the board may approve, such as formal apprenticeship programs, on-the-job training, or public or private electrical training programs
- A combination of training and electrical maintenance experience that is determined by the board to be equivalent to the above
Journeyman Electrician must complete ONE of the following:
- Four years (8,000 hours) of electrical work experience approved by the board and four years of training and experience as the board may approve. Such as formal apprenticeship programs, on-the-job-training, public or private electrical training programs, or a combination of training and electrical experience that is determined by the board
- “Notice of Apprenticeship Committee Action Released for Test” form from their training program if applicable and approved by the Department of Workforce Education. As well as maintenance experience in electrical work under the direct supervision of an engineer, licensed master electrician, or licensed journeyman electrician and verified and documented in detail:
- BAT approved construction sponsored apprenticeship program
- Four years (8,000 hours) of verified electrical construction experience or six years (10,000 hours) of electrical maintenance experience with two of those years consisting of electrical construction experience
Master Electrician:
- Three years of experience in the wiring of one or two family dwellings including one year of experience as a licensed residential journeyman OR any combination of training and experience as the board may approve as being equivalent to that
Lifetime Master and Lifetime Journeyman Electrician:
- Have been a licensed master electrician licensed by the Board of Electrical Examiners for not less than twelve years
- Be at least sixty-five (65) years of age
- Have a current license as a master or journeyman electrician issued by the Board of Electrical Examiners at the time of application
Residential Journeyman Electrician:
- Two years of experience in the wiring of one or two family dwellings or any combination of training and experience as the board may approve as being equivalent to that
Residential Master Electrician:
- Three years of experience in the wiring of one or two family dwellings including one year experience as a licensed residential journeyman or any combination of training and experience as the board may approve as being equivalent to that
- Create an account into the ELP System and submit an online application along with the required documents and fees
- Take and pass the applicable exam administered by ProV©
- Expect an answer from the Board of Electrical Examiners regarding the issuance of the license
The Board shall issue a Temporary License as a Master Electrician or Journeyman Electrician for a period of six months, if the applicant holds a current license of the same classification issued by another state or has otherwise met the experience qualifications established in the Arkansas Electrical Rule.

This office works in specific duties and numerous aspects of the local air program and federal obligations under the Clean Air Act and protects air quality to enhance public health, considering the environmental impact of expansion in economic opportunities. How to Become an Asbestos Consultant, Contractor, or Training Provider License Holder in the State of Arkansas?
- Fill out the application form provided by the Asbestos Division and pay the corresponding fees according to the requested License:
- Complete the Disclosure Statement
- Provide certification of insurance issued by an insurance carrier authorized to do business in Arkansas, demonstrating (ONLY for the Asbestos Consultant and Contractor):
- Assurance coverage for the types of provided asbestos services, abatement, and inspection work
- Notification from the insurer to the Division informing any substantive changes made to the policy (failure to renew or reduction of the monetary limits) reduction of the monetary limits, in writing within ten working days
- Fulfill the following requirements:
- Asbestos Contractors:
- The Contractor must have a supervisor qualified as a Contractor/Supervisor by the Division
- Copy of the certificate reflecting the name and license number of the Contract Supervisor and proof that at least one certified contractor supervisor is a full-time employee

Department of Agriculture (DA)
The Department of Agriculture (ADA) is committed to creating and implementing policies and programs to protect Arkansas natural resources, agriculture, and forestry. It maintains the farmers' and rancher's competitiveness in domestic and foreign markets while preserving the environment and ensuring access to food, fiber, and forest products. The Department has two main boards that provide contractor licenses and are divided into programs and sections: The State Plant Board and the Water Well Construction Commission.
State Plant Board
Plant Industries Division’s goal is to serve and protect the people of Arkansas and the agricultural and commercial communities by disseminating knowledge and impartially enforcing the law to ensure superior products and services.
Pest Control Program
The Pest Control Program administers the Arkansas Pest Control Law Rules and Regulations. Pest management tasks include treating buildings for termites, roaches, ants, and turf and lawns for insect and weed pests. The program is in charge of issuing licenses for applicators and technicians, and different licenses or certificates may be needed, depending on the kinds of pest control services:

- Pest Control Agent Registration Applicants must be on-the-job trained by the businesses licensed applicators

Pesticide Section
The Arkansas Department of Agriculture, Plant Industries Division, Pesticide Section is responsible for testing and approving pesticide applicators in the State. This section provides the regulations for the certification and licensing of Commercial and Non-Commercial Applicators and Pesticide Technicians. The University of Arkansas - Cooperative Extension Service, offers the necessary training for the certification. Below is the list of the current trades under the Pesticide Section:

How to Obtain a Firm Applicator License in the State of Arkansas?
- Fill out the Online Firm Commercial Application Form DP-29
- Attach the required documentation:
- Proof of Financial Responsibility in 1 of 4 of the following ways:
- Insurance Form DP-44 minimum requirement of $100,000, deductible must not exceed $5,000
- Surety Bond
- Letter of Credit
- Escrow Account
- Power of Attorney Form (only required if the company is located out of state or if the POA has changed from the previous year)
- Individual Commercial Applicator Application Form DP-30 for each applicator requiring a license (The Individual Commercial Applicators must be indicated on Form DP-29)
- Proof of Financial Responsibility in 1 of 4 of the following ways:
- Complete a Custom Permit Form DP-32 and/or a Tree Injector Applicator Permit Form DP-35. That applies if the company is going to make tree injection or apply any pesticides classified as “E” or “F” under the Arkansas Regulations on Pesticide Classification for hire. (One must first obtain a Commercial Firm License before a Custom Permit or A Tree Injector Permit can be issued):
- Take and pass the Everblue® Pesticide Basic Core, the Custom Applicator (Aerial or Ground) and/or the Tree Injector Exams as applicable
- Pay the examination fees
- Submit the application, documents, and applicable fees online
- Await for the Department of Agriculture, Plant Industries Division, Pesticide Section to issue and email the license once the application review process is complete
How to Acquire an Arkansas Individual Commercial, Non-Commercial, and Technician Applicator License?
- Complete the Approved Training given by the University of Arkansas - Division of Agriculture
- Training is not required for the Individual Commercial and Non-Commercial Applicators Licenses before taking the exams, but it is available and recommended
- Commercial Applicator Technician (CAT) License applicants must take the approved training
- Register for and pass the Everblue® Pesticide Basic Core Exam and the Category Specific Exams (Testing is not required to obtain a CAT License)
- Complete the additional training requirements:
- Training and Certification Program for Non-Crop Use of Dicamba Herbicides
- Training and Certification Program for Enlist One and Enlist Duo Herbicides
- In-Crop Use of New Dicamba Herbicide Formulations In-Person Training
- Fill out a Non-Commercial Applicator Application Form DP-27, a Commercial Applicator Technician Application Form DP-28, or an Individual Commercial Applicator Application Form DP-30 as applicable
- Pay examination fees online
- Expect an email answer from the Department of Agriculture, Plant Industries Division, Pesticide Section once the application review process is complete
How to Get a Private Applicator's Restricted Use Pesticide License in the State of Arkansas?
- Fulfill ONE of the following requirements:
- Attend a Private Applicator Training session provided by the University of Arkansas Cooperative Extension Service
- Complete the Private Applicator Online Certification provided by the University of Arkansas Cooperative Extension Service
- Register and pass the Private Applicator Exam, provided by the Arkansas Department of Agriculture, Plant Industries Division, Pesticide Section

It's the organization in charge of issuing licenses for Landscape Contractors. A landscape contractor installs ornamental or horticultural plants, offers nursery stock for sale, or sells nursery stock in Arkansas by planting nursery stock, depending on their level of expertise:

Water Well Construction Commission (WWCC)
The Arkansas Water Well Construction Commission controls the building of water wells and the installation of pumps to ensure the citizen's general health, safety, and welfare. The AWWCC also issues licenses for water well contractors, installers, drillers, and apprentices, such as:
- Water Well
- Water Well Apprenticeship Certificate
- Water Well Driller Registration Certificate
- Water Well Pump Installer Registration Certificate
How to Obtain an Arkansas Water Well License?
- Be at least 18 years old
- Comply with the experience and education requirements:
- Water Well Driller Registration Certificate and Water Well Pump Installer Registration Certificate must fulfill one of the following experience or education requirements:
- Complete the Arkansas Water Well Construction Commission (AWWCC) Driller Apprenticeship Program or the Pump Installer Apprenticeship Program according to the application and present one of the following documents:
- A letter from the supervisor stating that the apprentice is ready to sit for examination
- The IRS W2 Wage and Tax Statement Form demonstrating three years of employment under a licensed water well or Pump Installer contractor as appropriate
- Hold a valid Arkansas Certificate of Registration and meet the qualifications listed in the Apprenticeship Program Exemption set out in Rule 3.10.10 of the Arkansas Water Well Construction Commission Rules and Regulations
- Hold a registration from another state similar to the type and class for the present application, and the other state’s program must be at least as rigorous as the Commission’s Apprenticeship Program
- Complete the Arkansas Water Well Construction Commission (AWWCC) Driller Apprenticeship Program or the Pump Installer Apprenticeship Program according to the application and present one of the following documents:
- Commercial operators require prior experience of at least one year and/or 2 years of college credits from an accredited college/university with at least one basic course in entomology before being eligible to take the exam
- Water Well Driller Registration Certificate and Water Well Pump Installer Registration Certificate must fulfill one of the following experience or education requirements:
- Complete and notarize the corresponding application form:
- Attach the pertaining documents and a check for the required licensing and permits fees (Make your check payable to the Arkansas Water Well Construction Commission)

Department of Public Safety (DPS)
The Arkansas Department of Public Safety (ADPS) ensures the citizens' safety and security through emergency management, law enforcement, and support services. The DPS is also in charge of issuing Alarm Licenses for contractors in Arkansas. The licensing process includes the submission of miscellaneous documents, a general background check, and a fingerprint information submittal for all the licenses, except for Restricted and Unrestricted Alarm Systems Company Class E Licenses. In addition to the above, the Company Manager must take a course from one of the following organizations: NICET, NESA, Elite CEU or ESA; and pass an examination administered by the Arkansas State Police.
