Lead-Based Paint Program

The Arkansas Lead-Based Paint-Hazard Regulation, specifies certification, licensing, and training criteria for individuals and businesses doing lead-based paint abatement operations and training in the State of Arkansas. It was adopted by the Arkansas Department of Health and is currently administered by it. The lead-based paint program of ADH is still subject to federal regulatory control by the U.S. Environmental Protection Agency (EPA).

How to Get an Individual Lead License in the State of Arkansas?

      • The contractor or consultant and its employees will adhere to the Arkansas State Board of Health's rules regarding lead-based paint activities in terms of work practices
      • The contractor or consultant will keep a supervisor on-site at all times when working on lead-based paint activities

How to Acquire an Arkansas Lead-Based Paint Trainer License?

  1. Complete and submit a Lead-Based Paint Trainer application form
  2. Attach the following information:
    • Completed disclosure statement form provided by the ADH
    • Description of the facilities and equipment to be used for lecture and hands-on training
    • Copy of the course test blueprint for each course
    • Description of the activities and procedures that will be used for conducting the assessment of hands-on skills for each course
    • Copy of the quality control plan
    • Statement signed by the manager to certify that the program:
      • Meets the requirements established in the Arkansas State Board of Health's rules Section III(b)(3)
      • Use model training materials recommended by the EPA or approved by a state or Indian Tribal program approved by EPA
        • If a training program does not use EPA-recommended model training materials or training materials approved by an authorized state or Indian Tribe, its application shall include the following:
          • Copy of the student and instructor manuals or other materials to be used for each course
          • Copy of the course agenda for each course

The Arkansas Department of Health (ADH) is in charge of conducting training programs for plumbers and gas professionals and producing codes, rules, and regulations for licensure. They provide testing and certification for a variety of plumbing-related licenses, such as Master/Journeyman, Plumbing Inspectors, and Gas Fitters (as listed down below). They also oversee the inspection program for newly constructed public and private facilities throughout the state to ensure compliance with Plumbing and Fuel Gas Codes.

How to Get a Plumbing & Natural Gas License in the State of Arkansas?

  1. Take a course given by an accredited provider (If applicable)

The ADH Plumbing and Natural Gas Section offers the possibility to postpone a Master or Journeyman Plumber License for a fixed time through a Deferment Application. An application fee must be submitted, and the pause period must be less than five years to avoid further processes. Additionally, a Master Plumber, Journeyman Plumber, Apprentice Plumber or Restricted Plumber whose License has expired for non-payment of renewal fees may make a Reinstatement Application.

Water Operator Licensing Program

The certification of water operators guarantees that all public water systems in Arkansas provide the residents with enough clean and potable water. A water operator must complete a series of tests and have a minimum level of experience to be hired. The size of the community being serviced by the water system and the type of treatment being offered determine the level of experience and the difficulty of the tests:
