Construction Licenses in Flagler County

General

Construction of any building or structure. Does not include electrical, mechanical, or plumbing work.

Aluminum Structures & Specialties

Construction of aluminum structures, including screen rooms with solid or screen roofs, metal siding, soffits, gutters, and awnings.

Building

Construction of commercial and single-dwelling or multiple-dwelling residential buildings which do not exceed three stories in height. A building contractor can remodel, repair, or improve any size building if the services do not affect the structural members of the building.

Burglar/Fire Alarm

Erection of intrusion detection, fire detection, and signaling systems.

Carpentry

Construction of any wood products and their modern replacement products in or on a building including, but not limited to, rough framing, structural and nonstructural trusses, conventional rafters and metal framing.

Concrete

Construction of concrete piers, foundations, walls, structures, slabs, curbs, sidewalks, and driveways.

Drywall (Commercial)

Installation of Ac refrigeration, piping vessels, warm air heating, low and high pressure boilers, ventilation systems, duct systems, insulation & related appurtenances within a complete system unlimited in horsepower or tonnage.

Drywall (Residential)

Installation of drywall products to wood and metal studs, wood and steel joists, and metal runners in buildings of an unlimited area and height. Also includes the preparation of the surface over which the drywall product is to be applied, including the placing of metal studs and runners and all necessary trim, joint compound, taping, spraying of drywall products, knock-down and popcorn finishes.

Fence Installation

Installation of fencing, including wood, pre-cast concrete and pre-fabricated fences and automatic gates, in compliance with safety, zoning and building codes.

Garage Door Installer

Erection of residential or commercial type garage doors, including all hardware and operating devices.

Glass/Glazing

Installation of all makes and kinds of glass and glass work, aluminum and glass curtain walls, window walls and the glazing frames, panels, sash and door and holding metal frames.

Hurricane Protection

Installation of shutters and awnings that are designed to protect residential and commercial dwellings from hurricane and storm force winds and windborne debris.

Irrigation Sprinkler

Installation of piping, sprinkler heads, control system components, pumps, and chemical injectors for irrigation of lawns and plant materials.

Marine

Construction of seawalls, bulkheads, revetments, docks, piers, wharfs, groins, boat lifts, davits and other marine structures, including pile driving.

Masonry

Installation of the units or any other unit masonry products, lay brick and other baked clay products, rough cut and dress stone, artificial stone and pre-cast blocks, structural glass brick or block, but shall not place or finish concrete.

Master A/C "A"

Installation of air conditioning, refrigeration, heating, ventilation, duct systems, piping vessels, insulation, and related appurtenances within a complete system. Limited to 25 tons cooling and 500,000 BTU heating.

Master A/C "B"

Construction of Ac refrigeration, piping vessels, warm air heating, low and high pressure boilers, ventilation systems, duct systems, insulation & related appurtenances within a complete system unlimited in horsepower or tonnage.

Master Electrician

Installation of any electrical wires, fixtures, appliances, apparatus, raceways, conduit or any part thereof; which generates, transmits, transforms or utilizes electrical energy in any form for light, heat, power or communications, all in compliance with applicable plans, specifications, codes, laws and regulations

Master Mechanical

Installation of central air conditioning, refrigeration, heating and ventilation (including duct work in connection with a complete system only to the extent such duct work is performed by the Contractor necessary to make complete an air distribution system) boiler and unfired pressure vessel systems, lift stations, equipment and piping and all appurtenances, apparatus, or equipment used in connection therewith; also piping, insulation of pipes, vessels and ducts, pressure and process piping, pneumatic control piping, gasoline tanks and pump installation and piping for same, fire sprinkling systems and standpipes, air piping, vacuum line piping, oxygen lines, nitrous oxide piping, ink and chemical lines, fuel transmission lines and installation of a condensate drain from an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system,

Master Plumber

Erection of plumbing, sanitary drainage or storm drainage facilities, venting systems, public and private water supply systems, septic tanks, drainage and supply wells, swimming pool piping; irrigation systems; or solar heating water systems and all appurtenances, apparatus, or equipment used in connection therewith, including boilers and pressure process piping and including the installation of water and storm and sewer lines, water and sewer plants and substations.

Master Sheet Metal

Installation of sheet and rolled metal of any kind or combination and all other materials used in lieu thereof, and including all air-veyor systems and air handling systems regardless of materials used including all equipment and all reinforcements in connection therewith.

Paving/Pavers

Construction of roads, airport runways and aprons, parking lots, sidewalks, curbs and gutters, property line walls, storm drainage facilities, residential driveways, paver brick/paver systems and to perform the excavating, clearing and grading incidental thereto.

Residential

Construction of one-family, two-family, or three-family residences not exceeding two (2) habitable stories above no more than one uninhabitable story and accessory use structure in connection therewith.

Roofing

Installation of roof deck insulation, roof coating, painting, covering, use of sheet metal products incidental to roofing work or other related material, and installation of nonstructural decking and siding.

Shed Installers (Pre-Fab)

Erection of single story metal buildings up to 500 square feet, including site work, concrete, masonry, siding, roofing, windows and doors but not including any electrical, plumbing, gas or HVAC work.

Siding, Window, and Door Installer

Installation of said components including vinyl, wood or aluminum siding, soffit, fascia, gutters and all types of windows and doors. This includes the work necessary to prepare or repair the substrate to accomplish proper installation. The scope of this license does not include any structural alterations.

Sign (Electrical)

Installation of any electrical wires, apparatus, raceways, conduit or any part thereof on interior or exterior electrical signs and is qualified to erect signs. Shall not include the provision of or any electrical work beyond the last disconnect mean or terminal points.

Sign (Non-Electrical)

Installation of interior or exterior non-electrical signs according to the building code.

Solar Heating

Installation of any solar heating system including swimming pool applications, storage and expansion tanks, heat exchangers, piping, valves, pumps, sensors, and low voltage controls that connect to existing plumbing and electrical circuits.

Stucco (Plaster and Lath)

Application of sand, gypsum plaster, quick-lime or hydrated lime and water, or sand and cement and water, or a combination of such other materials that create a permanent coating, including coatings for the purpose of soundproofing and fireproofing; installs lath (including metal studs) or any other material prepared or manufactured to provide a base or bond for such coating, wood and metal lath, or any other material prepared or manufactured to provide key or suction bases for the support of plaster coatings.

Swimming Pool/Spa - Commercial

Construction of any swimming pool or hot tub or spa, whether public or private or otherwise, pumps for dewatering purposes, steelwork, light niches, floors, guniting, fiber glassing, installation of tile and coping, installation of all perimeter and filter piping, all filter equipment and chemical feeders of any type, plastering of the interior, decks (slabs incidental to the pool), construction of equipment rooms or housing for pool equipment, and installation of package pool heaters.

Swimming Pool/Spa - Maintenance

Installation of both public and private pools, spas and hot tubs, both public and private, make minor repairs to existing pool masonry, such as patching cracks in pool bottoms and walls, reline the walls, bottoms of pools and resurface pool decks, install Child-Proof Barrier (Kiddie) Fences, and perform preventive maintenance to equipment such as filters and chlorinators, and to replace pigtailed equipment or identical controls and motors that are incidental to the operation of the swimming pool.

Swimming Pool/Spa - Residential

Construction of residential swimming pools, sanitary sewer system nor to potable water lines, nor the grounding and bonding of metal surfaces, nor the making of any electrical connections.

  • Set up w/Prov Business Law--(Exemption Course B/L on your own)
  • Let us know when you take exam so we can get results---need 75%
  • Business and Certificates (2) or exemption or 75%
  • Passing Grade of 75%-- we get from Prov
  • File Corporation or fictitious name with - Florida Department of State Division of Corporations (www.Sunbiz.org)
  • Pay $100 for Inactive License card
  • File with DBPR - Department of Business and Professional Regulation for State registration
  • Workers Compensation Insurance
  • Liability Insurance
  • Copy of State registration issued by DBPR
  • Activate Flagler County License
  • Contact Tax Collector for your BTR - Business Tax Receipt

Reciprocity Checklist

  • Application must be filled out completely
  • $50 Application fee
  • Letter of reciprocity from jurisdiction which you tested with passing grade of 75% which can be mailed, faxed or emailed to Flagler County.
  • Copies of Business & Law Certificates (in class course & online course) or 75% tested.
  • Florida Department of State Division of Corporations (Sunbiz.org)
  • Workers Compensation or Workers Comp. Exemption
  • Liability Insurance (Flagler County Building Department will be the Certificate Holder)
  • Pay $100 for Active License card

Reciprocity Applicant Information

  1. Request letter of reciprocity from the jurisdiction in which you took your trade examination. Letter may be mailed, emailed or faxed to Flagler County.
  2. Complete application.
    All blanks must be filled in and completed to prevent application being returned for completion. Yor picture must be attached to the application; copy of your driver's license is NOT acceptable.
  3. Return with fees.
    All trades application fee $30.00 plus Active License fee $100.00 or inactive license fee $30.00

State-Certified Contractors

Registering your State-Certified license in Flagler County
A state-certified contractor must provide the following:

  • A copy of your actual current State Certified License
  • A copy of your Workers Compensation insurance or an Exemption (for the license holder only)
  • Liability insurance certification (Naming Flagler County Building Department as the Certificate Holder)
  • Department of Corporation document verifying the company name at Sunbiz.org
  • Business phone number(s), fax number, address, and email address
  • Contractor Licensing Information Sheet

Obtaining licensure after examination:

(Passing grade of 75% or above)
You will receive test score from Prov after you have completed exam.

  1. File Corporation or fictitious name with - Florida Department of State Division of Corporations (www.Sunbiz.org)
  2. Pay $100 for Inactive License Card
  3. File with DBPR - Department of Business & Professional Regulation for State registration
  4. Workers Compensation Insurance

Handyman Tax Receipts

"Handyman" is a term used by the Tax Collector for individuals paying a tax to have a place of business in Flagler County. The handyman trades are not construction regulated trades licensed by County or State Contractor Licenses. TAX RECEIPTS ISSUED BY THE TAX COLLECTOR ARE NOT CONSTRUCTION CONTRACTOR LICENSES.


Licensing & Insurance Requirements

Importanct of Licensing:

Qualified tradesmen may easily become licensed contractors by submitting the Flagler Contractor Application. Advertising to do building work without a contractor license in advance is as illegal as actually doing such work, and all illegal operators are prosecuted to the fullest extent prescribed in the adopted contractor licensing ordinance. Ordinance 2007-10 applies to the unincorporated areas of Flagler County.

Insurance Requirements:

$300,000/$50,000 (General/Building) General Liability
$100,000/$25,000 (All other) General Liability
Worker's Compensation or an exemption

Class II Licenses build major components.

The Class II license covers:

Specialty Licenses

Licenses perform work requiring permits. The Specialty License covers:

  • Fence Installation
  • Paving/Pavers
  • Stucco (Plaster and Lath)
  • Drywall (Residential)
  • Shed Installers (Pre-Fab)

State Registered Trades (Class I):

  • Active license applicants must provide current State registration, Liability, Worker's Compensation or Exemption and Corporation documents when applicable.

Specialty Structural Trades (Class II):

  • Active license applicants must provide Liability and Workers Compensation or Exemption and Corporation documents when applicable.

Proof of Insurance Required-Authorized Contractors

  1. Each authorized contractor shall furnish the county licensing administrator evidence of valid worker's compensation insurance or provide proof of a legal exemption thereto.
  2. Each authorized contractor shall furnish proof of contractor's liability insurance provided by an insurance companu authorized to do business in the state. Insurance coverage shall be as follows:

a. General & building contractors-
Three hundred thousand dollars ($300,000.00) bodily injury per accident and not less than fifty thousand dollars ($50,000.00) for one (1) person and fifty thousand dollars ($50,000.00) for property damage;

b. All other license categories-
One hundred thousand dollars ($100,000.00) bodily injury per accident and not less than fifty thousand dollars ($50,000.00) for one (1) person and twenty-five thousand dollars ($25,000.00) for property damage.

  1. In the event that the insurance requirements of this section expire or are cancelled, the authorized contractor's license issued and permitting rights given to the insured shall be immediately and automatically suspended and it shall be unlawful thereafter for the contactor to engage in any business unil insurance coverage and the license is reinstated.
