Volusia County Contractor Licenses

Select a license to view its requirements, definition, exams, books, and classes. If your license is not listed as Volusia County License, please select a Florida License. Applicants desiring to engage in business and receive a certificate of competency in Volusia County are required to achieve a minimum of 75% on the Business and Law exam as stated under the Code of Ordinance.

Volusia County will no longer renew or issue local licenses for masonry, prefabricated shed installation, non-electric signs, concrete, pavers, or stucco. If an applicant's license were renewed before July 1st, 2021, it would continue to be valid until September 30th, 2023. Construction Licenses in Volusia County

Carpentry

Construction of rough framing, trusses, sheathing, metal framing, paneling, trim, cabinetry, doors, windows, stairs and incidental hardware.

Concrete

Installation of concrete driveways, sidewalks, patios and miscellaneous slabs and concrete foundations designed to accept any structure when in the design of that structure, a footer is required.

Demolition

Demolish buildings or other structures or parts thereof and remove the resulting debris.

Electrical

Construction of electrical systems, fire alarm systems, and all appurtenances, equipment, and apparatus used in connection therewith in accordance with the building code.

Garage Door Installation

Installation of residential or commercial garage doors, including all hardware and operating devices.

Hurricane Shutters

Installation of exterior opening protection assemblies, including hurricane shutter assemblies and similar products to protect residential and commercial dwellings.

Journeyman Electrician

Construction of any electrical systems, fire or burglar alarm systems, and all appurtenances, apparatus, and equipment used in connection therewith.

Journeyman Mechanical

Installation of air conditioning, sheet metal, or process piping systems of any size or capacity under the supervision of an Unlimited Mechanical Contractor, Air Conditioning A, Air Conditioning B or Sheet Metal Contractor.

Journeyman Plumber

Installation of any plumbing system, including waste drains, vents, water supply and fixtures and also install, maintain or repair gas piping, appliances, lines, laterals, tanks and other appurtenances in connection therewith under the supervision of an Unlimited Master Plumbing Contractor.

Marine Construction

Construction of seawalls, bulkheads, docks, piers, wharfs, piles, boat lifts, davits, boathouses, and other marine structures.

Masonry

Installation of brick, stone, and masonry products including structural glass brick or block and insulated concrete units, placement of reinforcing steel and any concrete forming and placing incorporated into the masonry work.

Paver

Construction of proper drainage, and selecting, cutting and laying pavers.

Pre-Fabricated Shed Installer

Erection of single story metal buildings up to 500 square feet, including sitework, concrete, masonry, siding, roofing, windows and doors but not including any electrical, plumbing, gas or HVAC work.

Sign Installation (Non-Electrical)

Installation of non-electrical signs.

Stucco

Application of sand or other aggregate, gypsum, plaster, Portland cement or quick lime, and water, or any combination of such material so as to create a permanent surface coating.

Siding, Soffit, Fascia

Installation of siding, window and door installation, including vinyl, wood or aluminum siding, soffit, fascia, gutters and all types of windows and doors, as well as any work necessary to prepare or repair substrate to accomplish proper installation, but not including any structural alterations.

Application Tips

The following content is intended to help you better understand the Volusia county application process.

Application Checklist

Before submitting your application, make sure all the items below are completed.

  • Application filled out, signed and notarized
  • Picture (maximum 2” x 2”)
  • Copy of driver’s license
  • Three (3) letters of character reference notarized (not from relatives)
  • Application fee ($50.00)
  • Verification of time in the trade (letters or form must be notarized)
  • Credit report

Photo

One (1), clear, recent, close-up picture of applicant, (maximum 2" x 2"). A clear photocopy of your Drivers License.

Credit History

As part of this determination, each applicant shall provide a credit report from a nationally recognized credit agency that reflects the financial responsibility of the applicant which provides full, accurate, current, and complete information on the following items in a manner which allows the Contractor Licensing Manager to determine the credit worthiness of the applicant:

  • Payment history;
  • Credit rating;
  • Public filings in county, state and federal courts;
  • Bankruptcies, business history, suits, liens, and judgments, all on a nationwide basis;
  • Location of business, number of years in business,
  • Social security numbers, if available, of all corporate officers, owners and partners, and all federal employer identification numbers, if available, held by the applicant or any business entity that he currently qualifies or is applying to qualify, and
  • UCC filings.

A "nationally recognized credit agency" shall mean a credit agency that:
(a) Obtains credit information both within and outside the State of Florida;
(b) Validates, updates, and maintains the accuracy of credit information obtained, and,
(c) Obtains credit reports from at least two (2) credit bureaus.
All credit reports must be mailed directly to our office or may be mailed to the applicant but remain unopened by the credit reporting agency and be less than three (3) months old from the date of the application .
For purposes of this application, the phrase “financial responsibility” is defined as the ability to safeguard that the public will not sustain economic loss resulting from the contractor’s inability to pay his lawful contractual obligations.
The financial responsibility grounds on which the Contractor Licensing Manager shall refuse to qualify an applicant shall include:

(a) Failure to submit a credit report as provided for in this application;
(b) The existence, within the past five years preceding the application, of an unsatisfied court judgment rendered against the applicant based upon the failure of the applicant to pay its just obligations to parties with whom the applicant conducted business as a contractor;
(c) An unfavorable credit report or history as indicated by any of the documents submitted;
(d) A determination by the Contractor Licensing Manager that the applicant lacks the financial stability necessary to assure compliance with the standard set forth in this application. In determining the applicant’s financial stability, the Contractor Licensing Manager shall consider the applicant’s responses to the questions set forth in this application, and the applicant’s financial statement.

An applicant’s history of bankruptcy is included in the definition of financial responsibility and shall be considered by the Contractor Licensing Manager; however, the fact that an applicant has been or is a debtor in bankruptcy shall not be the sole basis of a determination to deny the issuance of a license or a request for change of status to the applicant.


Contractor Experience Requirements & Application Fees

Master Electrician

Applicant must show satisfactory evidence that he has successfully passed the Journeyman Electrician examination and has worked in the trade as a journeyman electrician engaged in applicable construction activities for a minimum of (2) years. Proof of work experience shall be on the attached Experience Form(s) signed by a state certified or registered electrical contractor he worked for and notarized.
The application fee for a Master Electrician is $50.00 USD.

Local Specialty Contractor

Applicant must show satisfactory evidence that he has been actively engaged in performing the work of a local specialty contractor as his occupation for a period of (3) years and must hold a valid license from another county or municipality as a local specialty contractor or;
Applicant must produce satisfactory evidence that he has had (4) years experience working with a licensed local specialty contractor, a certified or registered General, Building or Residential Contractor, or has engaged in the trade in which he is requesting licensure.
This evidence must be on the attached Experience Form(s) signed by that contractor and notarized for the following trades:

Licenses which Do Not Require Testing in Volusia County
