Citrus County Contractor Licenses

Select a license to view its requirements, definition, exams, books, and classes. If your license is not listed as Citrus County License, please select a Florida License. Citrus County requires all applicants to take the Business & Law examination. Except for the following seven licenses: Journeyman Electrician, Journeyman Plumber, Journeyman Fuel Gas Fitter, Sheet Metal Journeyman, Mechanical Journeyman, Solar Electrical Journeyman, and Journeyman Residential Electrical.

Citrus County only offers Competency cards for Demolition, Windows and Doors, and Structural Steel. For updated information on each county response, visit our Blog on Preemption of local Occupational Licensing in Florida.

Construction Licenses in Citrus County

Carpentry

Installation of any wood product in a structure including, but not limited to rough framing, structural, and nonstructural work, trusses, sheathing, paneling, trim, cabinetry, interior doors and all hardware incidental thereto.

Concrete

Construction of concrete foundations designed to accept any structure when in the design of that structure, a footing is required. The scope of work of such contractor shall also include, but not be limited to, the pouring and finishing of concrete driveways, sidewalks, patios, and miscellaneous slabs.

Demolition

Demolition of steel tanks more than 50 feet in height; towers more than 50 feet in height; other structures more than 50 feet in height; and all buildings and residences.

Journeyman Electrician

A Journeyman Electrician is qualified to install, repair, maintain, fabricate, alter, extend, and more.

Journeyman Fuel Gas Fitter

A Journeyman Fuel Gas Fitter is defined as a person who repairs, maintains, or extends any gas piping system under the supervision of Fuel Gas Contractor.

Journeyman Residential Electrical

The scope of certification includes and is limited to installation, repair, alteration, addition to, or design of electrical wiring, fixtures, appliances, apparatus, raceways, conduit, or any part thereof, in a one-, two-, three-, or four-family residence not exceeding two (2) stories in height.

Journeyman Plumber

A Journeyman Plumber is qualified to install, repair, maintain, or extend any plumbing system, including waste drains, vents, water supply and fixtures and also install, maintain or repair gas piping, and more.

Masonry

Application of masonry block, glass block, rough cut, artificial, or dress cut stone, insulated concrete wall units, brick or other unit masonry products, including the forming and pouring of the beams and lintels incidental to the masonry construction; as well as to pour place and finish concrete flatwork (floors, sidewalks, slabs on grade, etc.), including installation of wire mesh, steel reinforcement, vapor barriers and edge forms incidental thereto.

Master Fuel Gas Fitter

A Master Fuel Gas Fitter is defined as a person who repairs, maintains, or extends any gas piping system.

Master Plumber with Gas Fitting

A Master Plumber with Gas Fitting installs, repairs, maintains, or extends any plumbing system, including waste drains, vents, water supply and fixtures and also install, maintain, extend or repair any gas piping system, including appliances, lines, laterals, tanks and other appurtenances in connection therewith.

Master Plumber

A Master Plumber is qualified to install, repair, maintain, or extend any plumbing system, including waste drains, vents, water supply and fixtures and also install, and more.

Mechanical Journeyman

A Mechanical Journeyman is defined as a person who installs, repairs, maintains, or alters air conditioning, sheet metal, or process piping systems of any size or capacity under the supervision.

Plastering & Stucco

Application of sand or other aggregate and gypsum plaster, Portland cement, quicklime and water or any combination of such materials as to create a permanent surface coating including but not limited to, plaster, stucco, etc. Such contractor may apply and affix gypsum or lath or any other product prepared or manufactured, including the placement of metal studs and runners to which lath is to be applied, to provide key or suction bases for the support of the plaster coating. A plastering and stucco contractor may also apply Marcite to pools, but may not erect wood stud or masonry walls. Such contractor may also apply decorative finishes that are of a non-structural nature to include artificial stone, natural stone, and exterior insulated finish systems when applied as a veneer to an existing structure.

Structural Steel

Construction of steel framework, columns, sheathing, beams, and fabrication of metal buildings.

Sheet Metal Journeyman

Sheet Metal Journeyman means a Journeyman whose services are unlimited in the sheet metal trade and who has the experience, knowledge, and skill necessary for the manufacture, fabrication, assembling, handling, amd more.

Solar Electrical Journeyman

A Solar Electric Journeyman is qualified to install, extend, or service photovoltaic electrical systems.

Window & Door Replacement

Installation of existing windows and exterior doors with others of the same or lesser size, requiring no modification to existing headers/lintels, or any part of any opening, and to install shutters or other protective panels over operable or inoperable glazing, all in accordance with approved engineering and adopted code.

Unlimited Master Electrical

Must demonstrate the skill, knowledge, ability and experience to install, maintain, design, repair, alter, extend and construct electrical systems, fire alarm systems, and all appurtenances.

Checklist for Applicants (Competency Card)

  • Application Fee $100.00 submitted with application (Non-refundable)
  • A copy of your driver’s license
  • Completed Application
  • Information on business to be qualified (If applicable)
  • Current Personal Credit Bureau Report (within last 120 days)
  • Profit, Loss & Balance Sheet of Company (If doing business as)
  • Current Corporate Credit Bureau Report (if doing business as)
  • Required Insurances: General Liability, Workman’s Compensation or Worker’s Comp Exempt
  • Insurance Requirements: All insurance certificates must list Citrus County Building Division as the Certificate Holder. The required insurance policy limits are as follows:
    $50,000 Property Damage
    $100,000 Injury/Death for one person
    $300,000 Injury/Death for more than one person
  • Copy of State Registration Card (if State regulated trade)
  • Copy of Business Tax Receipt (if applicable)
  • Worker’s Compensation Affidavit
  • Permit Agent Authorization
  • Letter of Reciprocity sent from sponsoring County or City showing test scores (required 75% or higher). Test Score for business and law separated since 02/01/1993.
  • If your application is approved, a $200.00 fee will be due to register and activate your competency card. The Citrus County Competency Card will renew on a two-year cycle thereafter. At the time of expiration, a $200.00 fee will be required to renew your card for the next two-year cycle. All competency cards expire on September 30th

Request For a Letter of Reciprocity

Please complete this form to request Citrus County Building Division – Contractor Licensing Department, send a Letter of Reciprocity, stating the applicant’s test scores.

*There is a $25 fee for each Letter of Reciprocity request.

Business Tax Receipt For Handyman

Florida State Law requires regulated construction work to be performed only by a licensed contractor. A handyman is not a licensed contractor and may ONLY perform unregulated specialty work. Please click here.

Please be advised that a business tax receipt is not a license. There is no license for a handyman in the State of Florida.
To perform any trade regulated by the State of Florida or Citrus County you need a license. If at any time you are unsure if you are permitted to perform certain types of work, please contact the Citrus County Contractor licensing department for verification.
If a handyman is found performing work that he/she is not licensed to perform, a citation in the amount of $500.00 will be issued.

Required Documents to Obtain a Competency Card

  1. Proof of Examination:
    Have an approved testing agency, or the County under whose jurisdiction you passed a proctored, and graded examination, send your test results or a Letter of Reciprocity to:
    Citrus County Building Division,
    Attn: Contractor Licensing, 3600 W Sovereign Path,
    Lecanto, FL 34461. (Your grade must be 75% or higher on both the trade section and business law).
    We do not accept grandfathered competency cards.
  2. Citrus County Application for Certificate of Competency:
    Complete all application pages, sign and have notarized where required.
    Be certain to complete the personal financial statement, and submit a credit report (no older than 120 days). For any company you seek to qualify, submit a Company Operating Financial Statement, and a Corporate Credit Report (no older than 120 days).
  3. Certification of Applicant's Experience:
    Have the AFFIDAVIT completed by a person with direct knowledge of your experience, i.e., an employer, supervisor, building inspector, or licensed contractor.
    Be certain they complete the Affidavit indicating the specific type of experience and how they have direct knowledge.

  4. State Registration:
    If your trade is required to register with the State, you must provide a copy of the issued State License.
    No permits will be issued without valid proof of State Registration.
  5. General Liability Insurance:
    Obtain from your Insurance Company a Certificate of Insurance listing the certificate holder as Citrus County Building Division providing a minimum coverage of: Property Damage - $50,000 Public Liability - $100,000 / $300,000
  6. Worker's Compensation:
    Obtain from your Insurance Company a Certificate of Insurance listing the certificate holder as Citrus County Building Division. If you have an exemption from the State of Florida Worker’s Compensation Division, please provide that certificate.

How to Apply for a State Contractor License

  1. Qualifying Contractor Information Sheet, signed and notarized
  2. Permit Agent Authorization, signed and notarized
  3. Affidavit of Worker’s Compensation, signed and notarized
  4. Copy of Current State License
  5. Copy of Worker’s Comp Exempt form, if applicable
  6. Copy of Liability and Worker’s Comp. Insurance -- (Certificate of Insurance must list Citrus County Building Division as the Certificate Holder)
  7. Copy of your Business Tax Receipt, if required by your County.
  8. A copy of the qualifier’s driver’s license. Please black out the driver’s license number, date of birth, and home address before emailing to us.

Experience Eligibility Requirements

All applicants shall meet one of the experience eligibility requirements set forth below:
(Excerpt from the Citrus County Code of Ordinances)

  1. Has received a baccalaureate degree from an accredited 4 year college in the appropriate field of engineering, architecture, or building construction, and 1 year of proven experience in the category in which the person seeks to qualify. For the purpose of this rule, a minimum of 2,000 man-hours shall be used in determining full-time equivalency.
  2. Has at least 4 years of active experience as a workman who has learned his trade by serving an apprenticeship, or as a skilled workman who is able to command the rate of a mechanic in his particular field, and has at least one year of active experience at the level of foreman who is in charge of a group of workman, and who usually is responsible to a superintendent or a contractor or the equivalent.
  3. Has a combination of not less than one year of experience as a foreman and not less than 3 years of credit from any accredited college level courses; or has a combination of not less than 1 years of experience as a skilled workman, one year of experience as a foreman, and not less than 2 years of college or community college level courses. For new applicants who are applying to take the exam please be specific with dates. You must show a total of 4 years experience, along with 1 year of supervisory experience.
