Texas Department of Licensing and Regulation (TDLR)

The Texas Department of Licensing and Regulation (TDLR) oversees the activities within State territory associated with occupations, businesses, facilities and equipment that need to be regulated in order to guarantee the quality and safety of its execution, conduction and/or usage. Once the TDLR receives an application and confirms that an individual or business complies with the standards, requirements and procedures set by the board, it will grant a State-level license for the trade or practice in question, which would need to be renewed once its validity expires. Among the trades licensed or supervised by the department an applicant can find are: Air Conditioning and Refrigeration, Boiler Safety, Electricians, Elevator Safety, Mold Assessors and Remeadiators, Water Well Drillers and Pump Installers.

How to Apply for an Air Conditioning and Refrigeration Contractor License?

  1. All applicants must be over the age of 18
  2. For new applicants, the first step will be to verify the experience required for the trade license of interest. In the case of Air Conditioning and Refrigeration, the experience required is either:
    • 48 months of practical experience in related work under licensed supervision over the last 72 months
    • or 12 months as a registered technician (this certificate can also be obtained through the TDLR), plus 36 months of practical experience in related work under licensed supervision over the last 48 months
    • This experience should be documented on an Experience Verification Form by the licensed supervisor or supervisors the work was conducted with, not by the applicant. This form should be sent in with the rest of the application documents
    • An exception can be made if the applicant meets either of the following criteria:
      • Holding a degree, diploma or certificate in Air-Conditioning and Refrigeration
      • Being a licensed engineer, or having a degree in mechanical engineering
      • Working with an industrial operation dedicated to cooling or heating processes
  3. Fill out the Application Form and turn it in with the corresponding fee. On this form, the applicant must select the Class and Endorsement of choice. These criteria will determine the scope of the license to be granted
    • Each license will be granted with only one endorsement, but multiple licenses can be applied for at the same time, with the same business information and address
  4. Once the application and supporting documents are turned in, the TDLR will review and decide whether the applicant is eligible for the next step, which is examination. After the board has determined the applicant’s eligibility, PSI© will reach out with instructions for scheduling an exam

    • If the applicant were to fail the exam, a retake can be scheduled with PSI© within 24 to 48 hours after failing it. This process can be repeated as long as the application is current (one year from turning in the application)
  5. After passing the licensing exam, the applicant must submit a Certificate of Insurance
    • The applicant must maintain commercial liability insurance as long as the license is active. Liability insurance needs to be obtained from a Texas provider, authorized by the Texas Department of Insurance
    • In the case of multiple licenses, a single policy can cover them as long as it meets the minimum requirements for the most demanding one

  7. For renewals of Air Conditioning and Refrigeration Licenses, the TDLR offers an online renewal process. The Contractor must complete 8 hours of continuing education courses each year in which their License is active. As only certificates from this selection will be accepted, the applicant must review the list for approved course providers

Air Conditioning and Refrigeration Technician

Any person who participates in maintenance or repair work alongside a Licensed Air Conditioning and Refrigeration Contractor needs to be licensed as a Technician.

  1. All applicants must be over the age of 18
  2. A Technician Registration Application can be sent either online or by filling out the corresponding Air Conditioning and Refrigeration Technician Form. Additionally, an application fee must be paid

Technician Registrations will be valid for one year from the date of issue.

Boiler Safety

The scope of the License granted for this program encompasses equipment for commercial and public use dedicated to producing high and low-pressure steam, hot water heating for comfort air heating systems, and hot potable water supply systems for domestic facilities.

  • Texas Commission (Licensed Boiler Inspector)

How to Apply for a Texas Commission (Licensed Boiler Inspector) in Texas?

Inspectors in Texas must be “Commissioned” to conduct inspections of boiler equipment within State territory. In order to be eligible for being Commissioned as a Boiler Inspector with the Texas Department of Licensing and Regulation, an Inspector must:

  1. Be employed with the TDLR or with a registered Authorized Inspection Agency. The department has made available for the public a List of Registered Authorized Inspection Agencies (AIA)
  2. Submit a filled out Boiler Inspector Commission Application Form with the corresponding non refundable fee
  3. Pass a TDLR background check according to the Guidelines for License Applicants with Criminal Convictions
  4. Pass the Boiler Examination with PSI©. Once the application has been submitted, reviewed and approved, the testing vendor will reach out to the applicant to schedule the appointment, the associated fee will need to be paid directly to PSI© before the exam date
  5. Attend a Department-approved Boiler Orientation Program

Electricians

To ensure the highest possible standard for Contractor Licensing on such a hazardous trade as electric works, the NFPA 70 - NEC 2017 modified how these certifications are provided, effective January 1st of 2020. Since then, local or county-level governmental entities can no longer grant Contractor Licenses. Instead, now they must be given on a State-level and issued exclusively by the TDLR.

How to Apply for an Electrical Apprentice License in Texas?

A Licensed Electrical Apprentice is allowed to conduct electrical work as long as it is under on-site supervision of any Licensed Master Electrician, Journeyman Electrician or Residential Wireman.

  1. There are no specific educational or experience qualifications that an Electrical Apprentice candidate needs to meet, the applicant must be over the age of 18
  2. An online Application Form must be filled out, and a non-refundable fee must be covered
  3. Once the application is turned in, if the candidate has no criminal convictions, a license will be automatically issued with a validity of one year
  4. Renewal of the Electrical Apprentice License can be completed online

How to Get an Electrical Contractor License (Business) in Texas?

Electrical Contractor work is defined as the design, erection, repairing, or altering electrical wires or conductors related to lighting, heating, powering, or signaling purposes.

The TDLR offers the possibility for businesses to be registered and licensed as Electrical Contracting providers. In order to obtain this license, an organization must:

  1. Employ and designate a Licensed Master Electrician, who can be the business owner
    • If the Master Electrician designated leaves the employment of the organization, this change must be notified to the department as soon as possible, and a new Master Electrician must be selected within the following thirty days
    • A single Master Electrician can be assigned to only one Electrical Contractor unless they own more than fifty percent of a later Electrical Contracting business
  2. Ensure the organization meets the required limits of business liability insurance and provide proof of this according to the TDLR standards by filling out and turning in an Electrical Contractor Certificate of Insurance Form alongside the license application
  3. Define the business’s stand regarding Worker’s Compensation insurance, either with proof of having obtained it, a certificate of authority to self-insure or a statement affirming that the choice has been made to not have Worker’s Compensation insurance pursuant to Subchapter A, Chapter 406, Labor Code
  4. Submit an Electrical Contractor or Electrical Sign Contractor License Application Form with the payment of the corresponding non-refundable fee to the Texas Department of Licensing and Regulation P.O Box 12157 in Austin, Texas 78711-2157

Steps to Obtain an Electrical Sign Apprentice License in Texas

A Licensed Electrical Sign Apprentice is allowed to conduct electrical sign work under on-site supervision of a Master Electrician, Master Sign Electrician or Journeyman Sign Electrician.

  1. There are no specific educational or experience qualifications that an Electrical Sign Apprentice candidate needs to meet, the applicant must be over the age of 18

How to Acquire an Electrician Sign Contractor License (Business) in Texas?

Electrical Sign Contractor work is defined as the design, manufacturing, installing, connecting, reconnecting or servicing electric signs, cold cathode, neon gas tubing, or outline gas tubing, or altering electric sign wiring or conductors either inside or outside of a building.

The TDLR offers the possibility for businesses to be registered and Licensed as Electrical Sign Contractors. In order to obtain this license, an organization must:

  1. Employ and designate a Licensed Master Electrician or Master Sign Electrician, who can be the business owner
    • A single Master Electrician or Master Sign Electrician can be assigned to only one Electrical Contractor unless they own more than fifty percent of a later Electrical Contracting business
    • If the Master Electrician or Master Sign Electrician designated leaves the employment of the organization, this change must be notified to the TDLR as soon as possible and a new Master Electrician or Master Sign Electrician must be selected in the following thirty days
  2. Ensure the organization meets the required limits of business liability insurance and provide proof of this according to the TDLR standards by filling out and turning in an Electrical Sign Contractor Certificate of Insurance Form alongside the license application

A Licensed Journeyman Electrician is allowed to perform electrical work under general supervision of a Master Electrician. In order to apply for this license, a candidate must:

  1. Have completed at least seven thousand verified hours of on-the-job training under the supervision of a Master Electrician. This experience must be documented on an Experience Verification Form by the supervisor and sent alongside the Application Form

How to Complete a Journeyman Industrial Electrician Application in Texas?

A Licensed Journeyman Industrial Electrician is allowed to engage in electrical work exclusively at the industrial level, not commercial or residential. Industrial operations include chemical, petrochemical, natural gas and natural gas treating plants, refineries, pipeline, or oil and gas exploration businesses.

This is a Limited License, not equivalent to the Journeyman Electrician License. The experience obtained with this trade is not valid for use towards a Master Electrician License.

To obtain a Journeyman Industrial Electrician License, a candidate must:

  1. Have completed at least eight thousand verified hours of on-the-job training under the supervision of a Master Electrician
    • This experience needs to be documented on an Experience Verification Form that must be sent with the Application Form by the supervisor
    • If the direct Master Electrician under whose supervision the work was conducted is not able to fill out the form, the candidate may contact the Electrical Contractor organization, or use the License Search to locate them

How to Submit a Journeyman Lineman License Application?

A Licensed Journeyman Lineman is allowed to perform electrical work that is related to the maintenance and operation of equipment involved in the transmission and distribution of electricity from the source to a substation for further distribution.

This is a limited license, not equivalent to the Journeyman Electrician License.

In order to obtain a Journeyman Lineman License, a candidate must:

  1. Have completed seven thousand hours of training with an United States Department of Labor approved apprenticeship program. The validity of the program can be verified on the approved providers list
    • As an alternative, the candidate has the possibility to apply demonstrating three and a half years of experience as a Journeyman Lineman for an electric utility, electric cooperative, municipally owned, or Electrical Contractor in Texas

How to Get a Maintenance Electrician License?

A Licensed Maintenance Electrician is allowed to conduct electrical sign work under the general supervision of a Master Electrician.

An applicant who wants to apply for the Maintenance Electrician License, must meet the following criteria:

  1. Have completed at least eight thousand verified hours of on-the-job training under the supervision of a Master Electrician or Texas licensed Maintenance Electrician
    • This experience must be documented on an Experience Verification Form by the supervisor and sent in attached to the Application Form

How to Apply for a Master Electrician License?

A Licensed Master Electrician is allowed to perform installations, maintenance, or extensions of electrical wiring systems and the related appurtenances, apparatuses, or equipment used for connection with electrical energy in, on, outside or attached to a building, residence, structure, property, or premises, including service entrance conductors.

In order to apply for a license on this trade, a candidate must:

  1. Have held a Journeyman Electrician License for at least two years
  2. Be able to demonstrate twelve thousand Texas-licensed Master Electrician supervised hours of on-the-job training
    • This experience must be documented on an Experience Verification Form that must be sent in alongside the Application Form
    • If the direct Master Electrician under whose supervision the work was conducted is not able to fill out the form, the candidate may contact the Electrical Contractor organization, or use the TDLR License Search to locate them

How to Obtain a Master Sign Electrician License?

A Licensed Master Sign Electrician is allowed to work for an Electrical Sign Contractor conducting activities related to manufacture, installation, maintenance, extension, connection or reconnection of electrical wiring systems and its associated appurtenances, apparatus or equipment used in connection with signs, outline lighting, awnings, signals, light emitting diodes, and the repair of existing outdoor electric discharge lighting, including parking lot pole lighting. Additionally this license’s reach includes the installation of electrical services integral to an isolated sign and/or outline lighting installation.

In order to apply for a license on this trade, a candidate must:

  1. Be able to demonstrate twelve thousand Texas-licensed Master Electrician or Master Sign Electrician supervised hours of on-the-job training

Licensed Residential Appliance Installation Contractor organizations are allowed to perform electrical installation and maintenance of residential appliances including pool-related ones.

In order to obtain this license, an organization must:

    • If the Appliance Installer designated leaves the employment of the organization, this change must be notified to the department as soon as possible and a new Appliance Installer must be selected within the following thirty days
    • A single Appliance Installer can be assigned to only one Residential Appliance Contractor unless they own more than fifty percent of later electrical contracting business
  2. Ensure the organization meets the required limits of business liability insurance and provide proof of this according to the TDLR standards by filling out and turning in an Residential Appliance Installation Contractor Certificate of Insurance Form alongside the License application

A Licensed Residential Wireman is only allowed to conduct electrical installations on single-family and multifamily facilities that do not exceed four stories.

In order to apply for a license on this trade, a candidate must:

  1. Demonstrate four thousand hours of supervised on-the-job training
    • This experience must be documented on an Experience Verification Form that must be filled out by the Texas-licensed Master Electricians or Residential Wiremen under whose supervision the hours were completed. Once filled out, the form must be sent in alongside the Application Form
    • If the direct Master Electrician or Residential Wiremen are not able to fill out the form, the candidate may contact the Electrical Contractor organization, or use the TDLR License Search to locate them

Elevator Safety

The Texas Department of Licensing and Regulation does not provide Contractor Licenses for any trade related to Elevator Safety itself, however, every Contractor individual or business that performs the labor of inspection, planning or plan reviewing for devices of this nature has to be registered with the department in order to conduct their activities within the State of Texas

The Qualified Elevator Inspector Certification can be obtained with the National Association of Elevator Safety Authorities International (NAESA) or with the Qualified Elevator Inspector Training Fund previous to the registration with the TDLR.

The Elevator Contractor and Elevator Inspector are the two registrations that the Texas Department of Licensing and Regulation (TDLR) offers to the public.

How to Apply for an Elevator Contractor Registration in the State of Texas?

  1. A business dedicated to the inspection, planning and review of elevator/escalator plans should be registered with the Texas Department of Licensing and Regulation. The person in charge can fill out and submit an Elevator Contractor Registration Form alongside with the corresponding fee
  2. Aside from the application, proof of insurance in accordance with the quantities specified on the Application Form must be acquired from an authorized insurance provider. The certificate of insurance must contain a provision or an endorsement that gives the TDLR 30 days prior written notice of cancellation
  3. At least one but no more than two Responsible Parties must be designated
    • These individuals will be the ones in charge of meeting the experience requirements mentioned on the 82 (R) HB 2643 Act, being “a minimum of three years of elevator contractor experience related to elevator installation, repair and maintenance”, and also will be the ones to attend the Continuing Education courses that are mandatory to sustain the registration with the department
    • The designation of these individuals must be completed by filling out and sending it the Elevator Contractor - Responsible Party Designee Form
    • If this employee were to leave the company after the registration is done, the organization should send in a written notice to the department as soon as possible and consequently add a new person to this position within the next thirty days by repeating the regular process mentioned above
  4. This registration will be valid for one year from the date it is completed
    • The TDLR will reach out with a renewal reminder sixty days before the expiration date, but it is the organization’s responsibility to complete the renewal process by filling out and sending in a Request to Executive Director for Expired License Renewal Form within the following eighteen months after the registration has expired
    • No contracting activities may be performed with an expired registration. However, if more than three years pass without a registration renewal, the process will be closed and a new application should be submitted

  1. A Certified Elevator Inspector within the State of Texas can submit a Elevator Inspector Form alongside with the required fee in order to be allowed to conduct trade related activities in compliance with the law
  2. Attached to the application for registration, evidence of the Elevator Inspector License or certification must be sent in
  3. The application package should also include proof of completed orientation conducted by the department
  4. This registration will be valid for one year from the date it is completed
    • The Texas Department of Licensing and Regulation will reach out with a renewal reminder sixty days before the expiration date, but it is the Inspector’s responsibility to complete the renewal process by filling out and sending in a Request to Executive Director for Expired License Renewal Form within the following eighteen months after the registration has expired

  1. An organization must submit a completed Mold Assessment Company Initial License Application Form or a Mold Remediation Company Initial License Application Form according to the trade of interest. This process can also be completed online
  2. Alongside with the application form, the corresponding fee must be paid
    • All company owners who own ten percent or more of the business should be listed on the application
  3. The organization must have a physical in-state location and the address for it has to be included on the application. P.O Boxes are not acceptable addresses
  4. Additionally to the application, the organization should provide evidence of commercial general liability insurance in the amount of at least one million per occurrence, this policy must be maintained for the duration of the registration. For this purpose, the TDLR has created the Certificate of Insurance Form
  5. Each company must designate at least one Licensed Contractor in the trade of choice, either Mold Assessment or Mold Remediation to act as the Responsible Party for its business according to the definitions on the Mold Assessors and Remediators Administrative Rules

How to Apply for a Mold Assessment Consultant License?

  1. Applicants must be 18 years of age
  2. Having completed an initial Mold Assessment Consultant course, proof of this should be sent in alongside the Application Form. The certification of this course should come from a department accredited training provider, which can be confirmed on the Mold Training provider list
  3. All applicants must provide evidence of at least one of the following:
    • Bachelor’s or graduate degree from an accredited college or university with a major in natural or physical science, engineering, architecture, building construction, or building science and at least one year of field experience
    • At least sixty college credit hours graded C or higher in natural, physical, environmental or building sciences, plus at least three years of field experience
    • A highschool diploma or a GED certificate plus at least five years of field experience
    • Evidence of being either an industrial hygienist, professional engineer, professional registered sanitarian, certified safety professional, or registered architect with at least one year of field experience
  4. Fill out and send in the Application Form with the required fee. The application can be completed with the Initial License Application Form or directly on the TDLR website through the online application
  5. In case the applicant is employed by a Mold Assessment company or individual at the time of the application, the employer must have an office in the State of Texas and, if applicable, also a license to perform such work. Information for both these details should be included in the application

A Mold Remediation Worker is limited to perform activities of this trade under the supervision of a Licensed Mold Remediation Contractor.

An applicant might use the receipt from the online application as a temporary registration, which allows them to conduct mold remediation activities while the background check is completed. This temporary registration is good for the following twenty-one days after the complete application is turned in, and it can not be renewed. Any mold remediation work must be stopped if the worker registration has not been received once the temporary registration expires.

Water Well Drillers and Pump Installers

This Program consists of two related but different trades: Water Well Drilling, which refers to a person who drills, bores, cores, or constructs a water well, without excluding Owner, Operator, Contractor, or Drilling Supervisor; and Pump Installers, which includes the installation and/or repair of well pumps and equipment.

How to Submit an Application for a Texas Pump Installer License?

  1. Applicants must have a minimum of two years of relevant experience under the supervision of a Licensed Pump Installer and provide evidence of employment history alongside the Application Form by asking all supervising Pump Installers involved to fill out the Well Driller/Pump Installer Experience Verification Form. Multiple copies of this form can be used
  2. At least one endorsement for the license of choice must be selected. Applicants must also demonstrate completion of fifteen installations under supervision of a Licensed Pump Installer for either of the listed endorsements:

How to Apply for a Pump Installer Apprentice in Texas?

Pump Installer Apprentice form is not mandatory for performing pump installation work if the applicant can demonstrate they meet the following requirements:

  • The applicant is not the primarily responsible for the installations' operation
  • The applicant will conduct the work in question under direct supervision of a Licensed Pump Installer who has held their State License for at least two years at all times
  • The applicant does not contract, bid, advertise or accept payment for pump installation services

If the above conditions are not met, a Pump Installer Apprentice Application must be sent in. Below are the necessary steps and requirements:

  1. All applicants must be over the age of 18 and work under direct supervision of a Licensed Pump Installer who has held their Texas License for at least two years
  2. Fill out and send in a Well Driller/Pump Installer Apprentice Form with the corresponding non-refundable fee

How to Apply for a Master Well Driller/Pump Installer License in Texas?

A Licensed Well Driller or Pump Installer may apply to upgrade their certification by adding additional endorsements to the one they chose when they applied for their current license. This upgrade can be obtained by sending a new Well Driller/Pump Installer License Application Form with proof of meeting the corresponding qualifying number of installations or drillings for the new endorsement or endorsements of their choice, plus the fee for each one of these new certifications.

In order to achieve the Master Certification, whether it is for Pump Installation or Well Drilling, an applicant must have first achieved all the available endorsements for the trade of choice and, only then, submit a new Well Driller/Pump Installer License Application Form selecting the Master endorsement and paying the corresponding fee.
