Texas State Board of Plumbing Examiners (TSBPE)
The organization in charge of granting licenses, endorsements, and registrations to plumbers in Texas is the Texas State Board of Plumbing Examiners (TSBPE), whose primary goal is to ensure that its inhabitants' drinking water, air, and medicinal gasses are free from contaminants so that they can live and work in a secure environment. On the other hand, the licensing process ensures that Plumbing Professionals are educated about technical advancements in the field, updated on changes to Plumbing Codes, and actively seeking to advance their craft through ongoing education. In addition, the industry's expansion depends on registering Plumber Apprentices since it establishes a clear path for getting a license by providing the requirements for qualifications for four types of Plumber Licenses.
Plumbing Licenses and Registrations
The candidate must fulfill all eligibility conditions, take and pass an exam, and pay a fee to be granted a License (Registration does not require an exam). The License is renewed yearly, and when it is received for the first time, a random expiration date will be given, which might be anywhere between 6 and 18 months from the day the licensing exam was completed. Each license holder is required to complete six hours of CPE (Continuing Professional Education) before they can renew.
Some endorsements can be added to a Journeyman, Master, or Plumbing Inspector License, which will serve as an optional certification. To obtain one, the candidate must fulfill all eligibility conditions, take and pass an exam, and pay a fee. Once every three years, endorsements are renewed. An expiration date that coincides with the license you added the endorsement to is automatically allocated when you receive it for the first time.
The three types of Texas Endorsements are:
- Medical Gas Piping Installation
- Multipurpose Residential Fire Protection Sprinkler Specialist
- Water Supply Protection Specialist
Before beginning to record the number of hours worked in the plumbing industry, the candidate must register as a Plumber’s Apprentice. The hours needed to pass the Journeyman Plumber or Tradesman Plumber - Limited exams do not include said criteria for registering as an Apprentice.

Texas State Fire Marshal Office (SFMO)
The State Fire Marshal Office (SFMO) is the regulatory body in control of the licensing issuance and registration processes for fire-related industry trades in Texas. It preserves life and property by enforcing behavioral codes, reviewing plans, conducting fire inspections, and determining the cause of fires. It also checks commercial establishments, high-risk operations, and fire protection systems around the State. The Office has been an active component of the Texas Department of Insurance (TDI) since 1997 (SB 371 of the 75th Legislature). The TDI supervises the management of the Texas workers' compensation system, controls the State's insurance industry, fulfills the responsibilities of the SFMO, and provides administrative support to the Office of Injured Employee Counsel. On the other hand, the Office aims to reduce casualties and damage to property through prevention, awareness, and security.
Anyone who sells, installs, certifies, or services Alarms, Extinguishers, Fireworks, or Sprinklers is subject to the regulation frameworks; each of the four categories has pre-established requirements and processes depending on the area of profession. Examinations may also vary, but PSI© is the conducting provider for most tests, where the candidate must complete and choose the portion of the exam to be taken in one setting.
According to the State Fire Marshal Office, registrations are given to businesses, whereas licenses are given to individuals. When the company and the individual are new, applications for the corresponding titles must be filed together. A licensure application must be sent with a fingerprint receipt unless this information is already on file with the Office. A renewal notice is sent 90 days before the license expiration date; after initial renewal, notifications are to be expected every two years.

Texas Department of State Health Services (DSHS)
To narrow its focus on public health, the Texas Department of State Health Services (DSHS) has undergone restructuring to improve and develop a better system that includes prevention, intervention, and successful collaborations. The (DSHS) is responsible for promoting and protecting the health of people and the communities where they are constantly interacting.
The Department provides a variety of regulatory initiatives to fulfill this purpose, including the Asbestos and Environmental Lead Programs, which have specific requirements and application procedures to attain the desired trade title. The following information provides applicants thorough descriptions, guidelines, and valuable resources.
Asbestos Program
The Asbestos Program identifies, assesses, and manages asbestos health risks to directly assist in the prevention of environmental and occupational diseases. Around 50% of the public buildings contain asbestos, which is especially concerning when it's found in educational facilities. To ensure that public exposure is kept to a minimum, the Asbestos Program has Regional Inspectors on hand to oversee the removal of asbestos from buildings and address community concerns.
Persons and businesses who conduct asbestos-related activities in a public building in Texas must be Licensed or Registered with the Department. This process also applies to the laboratories that examine asbestos samples, the transporters that move asbestos-containing materials from public buildings, and the organizations that educate people to become licensed in Texas.

Besides the licensing process through the different State Boards, over 40 cities in Texas require a separate registration process for Contractors to authorize them to perform their job on the territory. Some jobs this city-level resolution pertains to are General, Handyman, Home Improvement, Right of Way, Roofing, and Specialty.
A sole proprietorship, partnership, corporation, or other legal entity is referred to as a General Contractor if it participates in the building, renovating, modifying, or repairing process of a facility or structure at a contracted price. The General Contractor will be in charge of overseeing the construction project on behalf of the owner in cases where there are multiple Contractors involved. Through agreements/contracts with Subcontractors, Suppliers, or Laborers, their primary responsibility is to directly or indirectly oversee the development of the building initiative and the performed improvements to the property.
A worker who handles certain materials and performs minor repairs or renovations on buildings, fixtures, and fittings is referred to as a Handyman, distinct from an Apprentice or Trainee. A Handyman engages in minor construction tasks and cannot affect any work usually performed by higher ranks within the industry.
Someone dedicated to Home Improvement sells goods and services to a retail buyer under a home improvement installment contract or sells goods and services to a retail buyer under a home improvement charge agreement but not in connection with the building of new homes. The individual may also manage or supervise reconstruction, alteration, renovation, repair, modification, improvement, removal, and demolition projects.
Right of Way refers to the area owned and controlled by the City. It typically includes the street surface, sidewalks, alleys, and grassy areas between pavement and property lines. The boundaries of the ROW will vary depending on the physical conditions at any given location. It encompasses any construction work done on, above, below, or across a right-of-way that involves installing, repairing, or keeping utility pipes, ducts, lines, poles, wires, cables, conduits, etc.
A person is referred to as a Roofing Contractor if they build, modify, repair, or are involved in the business of installing and remodeling roofs, whether these are minted for residential or for commercial use. Currently, the Texas Department of Licensing & Regulation does not administer Roofing Licensing, hence, education, insurance, licenses, nor State registrations are required. The Roofing Contractors Association of Texas (founded in 1975) is the organization that focuses on the administration, regulation, and legalization of Roofing & Waterproofing Contractors, as well as the primary entity concerning these two sectors. The RCAT Program was created to improve customer protection and to maintain public trust in the industry by enhancing the expertise and professionalism of this type of Contractors through voluntary self-regulation.
Specialty work includes those whose primary function involves using specialized building trades or crafts to conduct, as the name implies, specific construction skills and knowledge; this occupation may apply to a wide range of areas and industries depending on the options offered by the cities.
Additionally, depending on the candidate's scope, different policies and requirements about the paperwork may exist due to some cities' restrictions on the sort of work being performed and the authorization to work within the municipality.
Contractors could register online through platforms/portals or by completing and mailing the pertinent paper forms; in some cases, fees could apply. Below is the list of cities that requires the registration process with its requisites and relevant information:
