Virginia Accessibility Services – LULA (ASL) Contractor License

The Accessibility Services – LULA (ASL) Contractor License allows you to do the service that provides for all work in connection with the constructing, installing, altering, servicing, repairing, testing, or maintenance of:

  • Wheelchair lifts
  • Incline chair lifts
  • Dumbwaiters with a capacity limit of 300 pounds
  • Private residence elevators
  • Limited use-limited application (LULA) elevators

The scope must be in accordance with the Virginia Uniform Statewide Building Code (13 VAC 5-63).

Applicants who selected Class A are required to take and pass the General, Virginia, and Advanced portions. Class B applicants are not required to take the Advanced portion but must complete and pass the General and Virginia examination portions. As for Class C applicants, they are only required to pass the trade exam.

How to Get the Accessibility Services – LULA (ASL) Contractor’s License in Virginia?

  1. Have a business
  2. Choose the desired classification:
    • Class A: No monetary limitations
    • Class B: Limited to contracts/projects of less than $120,000, with the total amount of all contracts/projects performed in a twelve-month period remaining below $750,000
    • Class C: Limited to contracts/projects of less than $10,000, with the total amount of all contracts/projects performed in a twelve month period remaining below $150,000
  3. Meet the classification requirements:
    • Be at least 18 years old
    • Be a full-time employee or manager of a business
    • Complete a basic business course approved by the board
    • Be approved for the examination or have been exempt from the exam required by § 54.1-1106 of the Code of Virginia
    • A Class A license requires a minimum of five years of experience, Class B requires a minimum of three years, and Class C requires two years in the chosen classification or specialty
    • Provide the following information about the firm: the members of the responsible management, the designated employee, and the qualified individual for the firm:
      • Send financial information. Aside from any property owned as tenants by the entity, the firm shall state a net worth or equity of $45,000 for Class A and for Class B, any property with a net worth or equity of $15,000 or more
      • Submit information on outstanding tax obligations, past debt, defaults on bonds pending, or past bankruptcies for the past five years
      • Report any monetary penalties, suspensions, fines, revocations, or surrender of a license in connection with disciplinary action
      • Inform all non-marijuana misdemeanor convictions within three years of the date of application
      • Inform of all felony convictions ever occurred in life
  4. Complete a pre-licensure education course from one of the DPOR-approved providers. For more information on the pre-approval process, contact the Virginia Board of Contractors:

  5. Fill out and submit a Limited Use/Limited Application Endorsement application, and send it to the DPOR with the corresponding fee
  6. Expect a response from the department, which can take up to 30 days
  7. Be approved and register for the PSI© exam by mail or online

  8. Take and pass the Limited Use/Limited Application Elevator Endorsement examination.
  9. Upon successful completion of examination and issuance of Accessibility Mechanic Certification with the LULA Endorsement, submit a Contractor’s License application or Additional License Classification/Specialty Designation application along with fee to DPOR (if applicable).

Note that this endorsement requires the individual to already hold an Accessibility Mechanic Certification.
