Texas Extinguisher Type A Fixed System (FEL-A) Contractor License

The Extinguisher Type A Fixed System (FEL-A) Contractor License gives its holder authorization to install, certify, and service the following systems:

  • All Fixed
  • Cooking
  • Residential Range Top
  • Portable
  • Test non-DOT Specification and Test DOT Specification (Per DOT Requirements) fire extinguisher cylinders

“Certify” means that the licensee certifies that the system meets Insurance Code Chapter 6002 requirements. Certification does not mean the licensee can issue a certificate or placard stating that the system meets central station requirements.

A holder of the Extinguisher Type A Fixed System (FEL-A) License can be a designated employee for a business wanting to receive either an Extinguisher Certificate of Registration (ECR) or an Extinguisher Branch Office Certificate of Registration, a mandatory requisite for both application processes.

How to Get the Extinguisher Type A Fixed System (FEL-A) Contractor’s License in Texas?

  1. Revise the Extinguisher License and Test Information document to know the scopes of work, application criteria, and exam clarifications/exemptions
  2. Meet the prerequisite: FEL-B License or Apprentice Permit for a minimum of 6 months
  3. Pass the corresponding examinations:
    • Extinguisher Statute & Rules (TFM01)
    • Extinguisher Type B (TFM02)
    • Extinguisher Type K (TFM03)
    • Extinguisher Type A (TFM04)
  4. Obtain a biometric background check if one is not already on SFMO records
  5. Review, fulfill, and submit the Extinguisher License Application (SF026) or the Extinguisher Apprentice Permit Application (SF027), as corresponds
  6. Provide the name of the company where the employee will be registered
    • The business must apply for an Extinguisher Certificate of Registration (SF025) if the SFMO has not licensed it yet
  7. Fill out the application, any extra documents or paperwork, and pay the fees all at once by submitting them to the Texas Department of Insurance (State Fire Marshal’s Office - P.O. Box 12107, Austin, Texas 78711-2107) or through the Sircon online platform
    • Each application's fee expenses must be combined into a single payment to cover all costs
  8. Await an answer from the Office after the application for Extinguisher Type A Fixed System (FEL-A) Contractor has been accepted
    • The registered licensee will receive the Individual Licenses via email; paper licenses and pocket cards are no longer provided

TMF02 Extinguisher Type B, TMF03 Extinguisher Type K and TMF04 Extinguisher Type A technical exams can be waived if an applicant holds current certifications to demonstrate the knowledge and expertise required for this license. In this case, it is necessary that all certifications have been issued either by the International Code Council (ICC) or by the National Association of Fire Equipment Distributors (NAFED).
