Osceola County Contractor Licenses

Select a license to view its requirements, definition, exams, books, and classes. If your license is not listed as Osceola County License, please select a Florida License. Osceola County requires all applicants (Except Journeyman) to take the Business & Law examination.

Osceola has not made any decisions on how they will respond to House Bill 735 which will be into effect on July 2023. General

Construction of any building or structure. Does not include electrical, mechanical, or plumbing work.

Aluminum Construction

Installation of aluminum structures, including screen rooms with solid or screen roofs, metal siding, soffits, gutters, and awnings.

Aluminum Erection

Installation of screened porches, screened enclosures, pool enclosures, pre-formed panel-post and beam roofs, mobile home panel roof-overs, residential glass window and door enclosures, vinyl panel window enclosures, single story self-contained aluminum utility storage structures (not to exceed500 sq. ft.), siding, soffit, fascia and gutters. It shall be limited to the construction of wood incidental to the aluminum construction work.

Building

Construction of commercial and single-dwelling or multiple-dwelling residential buildings, which commercial or residential buildings do not exceed three stories in height, and accessory use structures in connection therewith or a contractor whose service are limited to remodeling, repair, or improvement of any size building if the services do not affect the structural members of the building.

Burglar Alarm

Installation of burglar alarm circuits and equipment.

Burglar & Fire Alarm

Installation of intrusion detection, fire detection, and signaling systems.

Class “A” Air Conditioning

Installation of central air conditioning, refrigeration, heating, and ventilating, including ductwork in connection with a complete system only to the extent such ductwork is performed by the contractor necessary to make complete and air distribution system, boiler and unfired pressure vessel systems, and all appurtenances, apparatus, or equipment used in connection therewith; also piping, insulation of pipes, vessels and ducts, pressure and process piping, pneumatic control piping, and installation of a condensate drain from an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system, all in such a manner as to comply with all plans, specifications, codes, laws, and regulations applicable thereto.

Class “B” Air Conditioning

Limited to twenty-five (25) tons cooling and five hundred thousand (500,000) Btu heating (in any one (1) system) in the execution of contracts requiring the experience, knowledge, and installation of central air conditioning, refrigeration, heating and ventilating, including ductwork in connection with a complete system only to the extent such ductwork is performed by the contractor necessary to make complete an air distribution system being installed under this classification; also, piping, insulation of pipes, vessels and ducts, and installation of a condensate drain from an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system, all in such a manner as to comply with all plans, specifications, codes, laws, and regulations applicable thereto.

Drywall

Construction of gypsum drywall products to wood and metal studs, wood and steel joists, and metal runners, including the preparation of the surface over which the drywall product is to be applied, and the placement of metal studs, runners, and all necessary trim.

House Mover

Construction of moving structures.

Hurricane Protection Installation

Installation of exterior opening protection assemblies, including hurricane sgutter assemblies and similar products.

Irrigation Sprinkler

Erection of all piping and sprinkler heads for the irrigation of lawns including incidental connections to a water pump (but not direct connection to potable water lines).

Journeyman Electrician

Installation of electrical devices under the direction of a master electrician.

Journeyman Electrician/Residential

Erection of electric conductors, raceways, and equipment for light, heat, and power in one-, two- and three-family dwellings. This work can only be performed under the supervision of a licensed contractor.

Journeyman Limited Air Conditioning

Installation of air conditioning, refrigeration, heating, ventilation, duct systems, piping vessels, insulation, and related appurtenances within a complete system, limited to 25 tons cooling and 500,000 BTU heating.

Journeyman Plumber

Installing plumbing under the direction of a master plumber.

Journeyman Plumber W/ Gas

Construction of any plumbing system, including drains, waste, sanitary vents, water supply, fixtures, and indirect wastes, gas piping systems, including gas piping, appliances, vents, flues, tanks, and other related appurtenances.

Journeyman Sheet Metal

Construction of ferrous and non-ferrous ducting in ventilation and exhaust systems. Journeyman can engage in this type of work as long as the work is performed under the employment of a licensed contractor.

Journeyman Unlimited Air Conditioning

Installation of air conditioning, refrigeration systems, piping vessels, warm air heating, low pressure boilers, ventilation systems, duct systems, insulation, and related appurtenances within a complete system unlimited in horsepower or tonnage.

Limited Refrigeration

Construction of refrigeration systems and related appurtenances intended to be used for the purpose of food and product preservation, and limited to five tons.

Low Voltage Electrical

Installation of any electrical wiring, fixtures, appliances, thermostats, apparatus, raceways and conduit, or any part thereof, not to exceed ninety-eight (98) volts, which generates electrical energy, when those items are for the purpose of transmitting any form of light, heat or communications, including but not limited to telephone, radio, computer and data; may connect to an existing separate circuit of approved capacity, which is terminated in an approved outlet, junction box or fused disconnect within six (6) feet of the equipment to be energized.

Marine

Construction of seawalls, bulkheads, docks, piers, wharfs, piles, and other marine structures.

Master Electrician

Installation of electrical wiring and devices.

Master Mechanical

Installation of central air conditioning, refrigeration, heating and ventilation (including duct work in connection with a complete system only to the extent such duct work is performed by the Contractor necessary to make complete an air distribution system) boiler and unfired pressure vessel systems, lift stations, equipment and piping and all appurtenances, apparatus, or equipment used in connection therewith; also piping, insulation of pipes, vessels and ducts, pressure and process piping, pneumatic control piping, gasoline tanks and pump installation and piping for same, fire sprinkling systems and standpipes, air piping, vacuum line piping, oxygen lines, nitrous oxide piping, ink and chemical lines, fuel transmission lines and installation of a condensate drain from an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system,

Master Plumber

Installation of plumbing.

Master Plumber W/ Gas

Installation of plumbing, sanitary drainage or storm drainage facilities, venting systems, public and private water supply systems, septic tanks, drainage and supply wells, swimming pool piping; irrigation systems; or solar heating water systems and all appurtenances, apparatus, or equipment used in connection therewith, including boilers and pressure process piping and including the installation of water and storm and sewer lines, water and sewer plants and substations; to install apparatus, piping, vents, flues, tanks, tubing, appliances, equipment & L.P. and/or Natural gas systems, unlimited with regards to residential or commercial systems.

Master Sheet Metal

Installation of sheet and rolled metal of any kind or combination and all other materials used in lieu thereof, and including all air-veyor systems and air handling systems regardless of materials used including all equipment and all reinforcements in connection therewith.

Refrigeration Unlimited

Installation of refrigeration systems and related appurtenances intended to be used for the purpose of food and product preservation, unlimited in tonnage or horsepower.

Residential

Construction of one-family, two-family, or three-family residences not exceeding two habitable stories above no more than one uninhabitable story and accessory use structure in connection therewith.

Roofing

Installation of all kinds of roofing and waterproofing, all in such manner as to comply with all plans, specifications, codes, laws, and regulations applicable thereto.

Siding, Windows & Doors Installation

Erection of siding, window and door installation including vinyl, wood or aluminum siding, soffit, fascia, gutters and all types of windows and doors.

Sign Electrical

Erection of electrical signs and outline lighting. Does not include any electrical work beyond the last disconnect mean or terminal points.

Sign Non-Electrical

Installation of non-electrical signs.

Swimming Pool / Commercial

Construction of any swimming pool or hot tub or spa, whether public or private or otherwise, regardless of use, pumps for dewatering purposes, steelwork, light niches, construction of floors, guniting, fiber glassing, tile and coping, all perimeter and filter piping, installation of all filter equipment and chemical feeders of any type, plastering of the interior, construction of decks (slabs incidental to the pool), equipment rooms or housing for pool equipment, and package pool heaters.

Swimming Pool / Maintenance

Erection of treat water in all swimming pools, spas, hot tubs, pumps, filters, chemical feeders, and minor repairs to pool masonry, patching cracks, and repainting and resurfacing pool walls and bottoms.

Swimming Pool / Residential

Construction of residential swimming pools.

Underground Utility

Installation of sewer and water in mobile home parks and travel trailer parks up to and including the sewer riser pipe and the water service pipe through the hose bibb.


Applications For Contractor's License

Osceola County uses Prometric.com as its assessment service. On their website, you may obtain information on what references you need for your exam using FLBC04 and NEC 2002 for electrical. Osceola County requires a passing score of 75%.

Contractor's Licensing Requirements

State Certified Contractors

  • Copy of State Certification
  • Copy of Local Business Tax Receipt (from the jurisdiction where business is located)
  • Certificate of Insurance indicating Workers’ Compensation & General Liability policy.
  • Insurance Certificate Holder must be:

  • Application for Certified Contractors must be completed, and signed by the License Holder
  • NOTICE: Local Business Tax Receipt fka Occupational License, Workers Compensation and General Liability must match company name on State License or if “individual” with no dba, it must match the license holder’s name only.

State Registered Contractors

  • Letter of Reciprocity from the county/city that sponsored the applicant for the Thomson Prometric examination. Note: The letter cannot be hand-carried by the applicant but may be faxed directly from the county/city, on their letter head with a cover sheet. The original hard copy must be mailed. Minimum score required 75.0%. IMPORTANT: Effective February 1, 1993, Osceola County requires the Business and Law Examination. If your examination was taken prior to said date, this requirement does not apply. Upon receipt of said letter, the following is required.
    • a) $5,000 Contractors’ Surety Bond. Bond must be on an original Osceola County form in the License Holders’ name; the bond must include the 2nd page which is the power of attorney.
    • b) Copy of State Registration (License)
    • c) Copy of Business Tax Receipt (where business is located)
    • d) Certificate of Insurance indicating Workers’ Compensation & General Liability policy. MUST BE FAXED FROM INSURANCE COMPANY. Certificate Holder must be made out to:

    • The Application for competency card must be completed, signed by the License Holder and have the appropriate fee paid. (Photo taken at time of issuance)

    Eligibility Requirements For Prov

    APPLICANTS MAY ONLY TEST “THREE” TIMES TO PASS FOR BOTH THE TECHNICAL AND BUISNESS & LAW PORTION.
    If you do not pass after three times, you must wait a year to re-test.

    • Has received a baccalaureate degree from an accredited 4 year college in the appropriate field of engineering, architecture, or building construction and 2 years of proven experience in the category in which the person seeks to qualify. For the purpose of this act, a minimum of 2,000 man-hours shall be used in determining full-time equivalency, OR:
    • Has at least 3 years of active experience as a workman who has learned his trade by serving an apprenticeship or as a skilled workman who is able to command the rate of a mechanic in his/her particular trade, and has at least 1 year of active experience at the level of foreman who is in charge of a group of workmen and usually is responsible to a superintendent or a contractor or his/her equivalent, OR:
    • Has combination of not less than 1 year of experience as a foreman and not less than 3 years of accredited college-level courses in Building Construction, Architecture or Engineering; or has a combination of not less than 2 years of experience as a skilled workman, 1 year of active experience as a foreman, and not less than 1 year of credits for any accredited collegelevel courses in Building Construction, Architecture or Engineering. All junior college or community college-level courses shall be considered accredited college-level courses, OR:
    • Minimum four (4) years in the particular field in which applying.
      Minimum eight (8) years for Master Electricians
      Minimum two (2) years for Irrigation Specialty
      Minimum three (3) years for Roofing.
    • EXCEPTIONS to the following contracting fields: roofing, aluminum specialty, hurricane protection installation, underground utilities, residential swimming pool, swimming pool service and drywall; is a minimum of 1 year of proven experience in the classification in which he/she is applying.

    NOTE: Proof of field experience is to be submitted in the form of a notarized letter from licensed contractors/sub-contractors that the applicant has worked for. For those applicants that were self employed, notarized letters from inspection authorities are acceptable. In the event the applicant is unable to furnish the letters required above because he/she has not carried on any contracting business within six (6) months immediately preceding this application, the applicant shall submit three (3) notarized letters from contractors or subcontractors he/she worked with on various jobs. They must know the particular field of work the applicant was performing, and not related by blood or marriage to the applicant.
