Collier county is currently regulating specialty local licenses. As of July 1st, 2023, certain local Certificate of Compentecy's may be affected and expired. Keep an eye out for update information on the Collier Contractor Licensing Board.

For the state, you will require a permit due to only the counties requiring a license and not the state. For more information contact the DBPR.

As of now Collier County has yet to respond to House Bill 735. We recommend you to contact them and explain your situation with your company.

You are correct; although the state has not regulated a trade related to the scope of work you mentioned, We recommend you obtain the State equivalent, which is either Residential, General, or Building.
If you still need a license to show your customers, insurance companies, and larger contractors that you are a legitimate contractor yourself. Driveway & parking lot installation and Sealcoat & Striping fall under the scope of those state licenses.
