How does House Bill 735 Affect me in Collier County?

Collier county contractors are wondering how they will be impacted by the passage of House Bill 735 in Florida. Due to House Bill 735, after July 1st, The Painting Contractor Licenses will no longer be regulated. Although the County might not require you to obtain a license for that scope of work. However, we recommend obtaining a State License if you are working in more than one County. The State License would fall under a Florida General, Building, or Residential Contractor License. How does HB735 affect hurricane shutter/awning contractors including glass and glazing contractors? Will Collier County require permits for this trade, shutter and window permits after July 2023? Will collier county still honor existing licensing? The State contractor licensing has no customer service with a long waiting period for examination. This will impact local business and consumers .

Hello Al, according to Collier County they are going to still issue Certificate of Competency for Hurricane Shutter/Awning and Glass and Glazing trades. In the following document, you can see the list of trades that Collier County has stated with the amount of experience required.

Hello Al, as of now Collier County has not given any other information standing that those two licenses will be affected by the Bill. You go to Collier County Licensing Division Department if getting a hold of them over the phone is not working.

The following link is what the county provides. They have not given any document stating that on 7/1/23 Certificate of Competency will no longer be accepted. You can contact the county if you have any concerns about when they will make a decision.

Hello Anthony, Collier County has yet to respond to House Bill 735. Our recommendation is to contact them and explain your situation with your company. If they were to say that you will need to obtain a State License, a Residential Contractor License would allow you to do minor renovations. How does House bill 735 affect driveway & parking lot installation and Sealcoat & Striping of commercial & residential driveways or commercial parking lots? State has never regulated anything asphalt related and as of 2pm today no plans to start. If we already have our business and law passed and Collier has that what should we do to ensure come July 2023 we can still work legally in Collier?

You are correct; although the state has not regulated a trade related to the scope of work you mentioned, We recommend you obtain the State equivalent, which is either Residential, General, or Building.

If you still need a license to show your customers, insurance companies, and larger contractors that you are a legitimate contractor yourself. Driveway & parking lot installation and Sealcoat & Striping fall under the scope of those state licenses.

Hello Andrea, The county may no longer require you to obtain a Contractor License, but you would still need a license to show your customers, insurance companies, and larger contractor that you are a legitimate contractor yourself. You can get a Residential, Building, or General contractor license in Florida.

In Collier county you will no longer need a contractor license to do Gutter, Soffit and Fascia installations. To demonstrate to your clients, insurance providers, and larger contractors that you are a legitimate contractor, you would still need a license. We recommend obtaining the Florida Specialty Structure Contractor License. This license will allow you do the following scope of work at the state level:
Fabric Coverings on:
-Screened porches
-Screened enclosures
-Metal substructures
-Preformed panel-post and Beam roofs
-Pool enclosures
-Manufactured housing roof-overs
-Acrylic or Vinyl panel window enclosures
-Aluminum and vinyl fences
-Replacement or Installation of windstorm-protective devices
-Residential glass window and Door enclosures
-Guardrails
-Handrails
-Sunrooms
-Fascia
-Siding
-Soffit
-Gutters
-Single story self-contained aluminum utility storage structures (cannot exceed 720 sq. foot)

We recommend that you go for a State Contractor license if you are looking to work in different counties. If you do not already have a Tile and Marble license in Collier County, you cannot obtain one after July 1, 2023, due to House Bill 735; Collier County will no longer issue specialty licenses. The licenses that fall under that scope of work would be General, Building, or Residential Contractor License. It seems like Collier County is not going to change the way they are dealing with contractors at the local level. I say this because all your answers say to get a license of one type or another. I would like to be able to do part time light painting and/or pressure washing, but if I need a license I won't bother.
