Texas Municipal Solid Waste (MSW) Class A Provisional Contractor License

The Municipal Solid Waste (MSW) Class A Provisional Contractor License provides its holder with authorization to:

  • Supervise and manage of MSW facilities dedicated to:
    • Landfill
    • Landfill mining
    • Storage and processing
    • Energy and material recovery
    • Compost and demonstration

A provisional license may be issued to an individual applying for a class “A” License who either has completed the required training, passed the examination and met the minimum education but lacks the required experience, or who has passed the applicable examination, met the education and experience requirements but lacks the necessary training.

Provisional licenses have a validity of two years and are not renewable. To continue to supervise MSW facilities after the expiration date of a provisional license, the holder must complete the missing requirements pertaining to the corresponding license originally applied for, and have been issued the class of license that is required for the type of MSW facilities being supervised.

How to Apply for a Municipal Solid Waste (MSW) Class A Provisional License in Texas?

  1. Confirm the required education and experience background:
    • High School Diploma or General Equivalency Diploma (GED)
    • Four years of work experience for a Class A License and two years of work experience for a Class B License; the candidate must have performed tasks as an Operator, Foreman, Supervisor, or Manager in an appropriate solid waste facility or other solid waste management experience approved by the Executive Director
    • Without High School Diploma or GED, six years of experience for a Class A License or four years of experience for a Class B License
    • High School Diploma or GED may be substituted by completing an additional twenty hours of Municipal Solid Waste (MSW) Training
    • Thirty-two College credit hours may substitute one year of experience, up to a maximum of two years; College credits must be in chemistry, biology, engineering, soil science, geosciences, environmental science, or other similar discipline approved by the Executive Director
  2. Submit an online Application Form for the Municipal Solid Waste (MSW) Class A Provisional License
  3. Send the corresponding fee to the Texas Commission on Environmental Quality
  4. Schedule a Computer-Based Test (CBT)
  5. Expect a response from the Texas Commission on Environmental Quality (TCEQ) after the validation of the process

Texas Municipal Solid Waste (MSW) Class A Provisional Contractor License Exam

Below is the available information related to the Municipal Solid Waste (MSW) Class A Provisional CBT exam. All candidates for licensing must fulfill the pre-approval requirements of the Texas Commission on Environmental Quality, before they can register to present the computer-based test. Following authorization, applicants may take the initial test plus up to three retests over the course of one year at the corresponding Registered Test Center. Access to the license exam will not be granted if the candidate does not qualify to retake the test. Depending on the testing location, applicants who fail the initial test may retake it (once) immediately and on the same day, but they shall return on another date to attempt the other three of the four chances that are given.
