Monroe County Contractor Licenses

Select a license to view its requirements, definition, exams, books, and classes. If your license is not listed as Monroe County License, please select a Florida License. Monroe County requires all applicants to take the Business & Law examination. Except for the following three licenses: Journeyman Electrical, Journeyman Plumbing, and Journeyman Mechanical.

The local licenses currently accepted by Monroe county are the trades offered at the State level. For example, Monroe county has a class license, and at the state level, you can also obtain that license. All applicants with a current local license will expire in July 2023. Acoustical Ceiling (Business Exam Only)

Installation of any acoustical ceiling material.

Aluminum, Vinyl, and Plastic (Business Exam Only)

Erection of aluminum, vinyl and plastic products such as metal, vinyl, or plastic sidings, awnings, window frames, railings, screen and screen enclosures, and canopies, including canopy frames for canopies fabricated from materials other than aluminum, vinyl or plastic.

Asphalt Seal and Coating (Business Exam Only)

Prometric©

Application of existing asphaltic paving material with a sealer, which may be applied by squeegee, broom or mechanical applicator, including incidental striping, pavement markings, and painted pavement signage, and to repair deteriorated asphalt pavement through infrared technology or, up to a maximum of 100 square feet of patch work on a site, by cold patch technology, with no increase in the foot print of the paved area.

Building

Construction of commercial buildings and single- or multiple-dwelling or residential buildings, neither to exceed three stories in height, and accessory use buildings in connection therewith.

Burglar Alarm

Installation of any system electrically energized in whole or in part, for the detection, prevention or control of burglary, raceways, radio frequency carriers, laser beams, light beams, sonic beams, any other means of signal transmissions, as well as all apparatus pertaining to burglar alarm systems.

Cabinet & Millwork (Business Exam Only)

Installation of cabinets of all kinds, prefabricated or on-site fabricated of a non-structural nature; to apply paneling to the interior of the structure, which paneling shall be of wood or synthetic products or a combination of both; and to set door jams, hang doors, and apply trim molding to the interior of a structure.

Class A Air Conditioning

Installation of central air conditioning, refrigeration, heating, and ventilating systems, including duct work in connection with a complete system only to the extent such duct work is performed by the contractor as is necessary to make complete an air-distribution system, boiler and unfired pressure vessel systems, and all appurtenances, apparatus or equipment used in connection therewith, and piping, pipes, vessels and ducts, pressure and process piping, pneumatic control piping, and installation of a condensate drain from an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system.

Class B Air Conditioning

Limited to 25 tons cooling and 500,000 BTU heating (in any one system) in the execution of contracts requiring the experience, knowledge and skill to perform the following: installation of central air conditioning, refrigeration, heating and ventilating systems, including duct work in connection with a complete system only to the extent such duct work is performed by the contractor as is necessary to make complete an air distribution system being installed under this classification; and installation of pipes, vessels and ducts, and installation of a condensate drain from an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system, all in such a manner as to comply with all plans, specifications, codes, laws and regulations applicable thereto.

Drilling Auger (Business Exam Only)

To drill auger holes.

Excavating & Grading Engineering Class II (e)

Construction of canals, lakes, levees, roadways, including land clearing, filling and excavating and grading engineering contractor may do the work of a land clearing and grubbing contractor. Auguring is allowed under excavating and grading engineering contractor except in cases where the auguring is controlled by FDEP for well drilling.

Fence Erector

Erection of fences of wood, chain link or prefabricated materials, may auger and pour concrete for fence post anchorages.

Fire Alarm

Installation of any system, electrically energized in whole or in part, for the detection and prevention of fire, noxious gases, liquids or atomic radiation. The scope of these systems shall include conductors and raceways, radio frequency carriers, laser beams, light beams, sonic beams, and any other means of signal transmissions as well as all apparatus pertaining to fire alarm systems.

Flooring - All types of floors including carpet, except cementitious products, marble, or terrazzo (Business Exam Only)

Installation of all types of flooring except cementitious products, marble or terrazzo.

Garage Door Opener/Installation (Business Exam Only)

Installation of automatic garage door openers in residential and commercial buildings.

Glazing

Installation of glass of all kinds, and metal and wood window frames.

Gypsum Drywall Specialty

Construction of any gypsum drywall products to wood or metal studs, wood or steel joints and metal runners in the buildings.

Insulating (Business Exam Only)

Placing approved insulation in any type structure.

Journeyman Electrical

Construction of any electrical systems, fire or burglar alarm systems, and all appurtenances, apparatus, and equipment used in connection therewith while under supervision of a Master.

Journeyman Mechanical

Erection of air conditioning, sheet metal, or process piping systems of any size or capacity under the supervision of an Unlimited Mechanical Contractor, Air Conditioning A, Air Conditioning B or Sheet Metal Contractor.

Journeyman Plumbing

Installation of any plumbing system, including waste drains, vents, water supply and fixtures and gas piping, appliances, lines, laterals, tanks and other appurtenances in connection therewith under the supervision of an Unlimited Master Plumbing Contractor.

Landscaping (Business Exam Only)

Installation of landscaping, planting of decorative vegetation, and of irrigation systems.

Landscaping Curb (Business Exam Only)

Construction of trimming trees, grass, shrubbery and plants, as well as clearing, grubbing and pruning of trees, and the spreading of pea rock less than one inch in diameter and top soil, but not including the alteration of the grade by the placement of fill.

Lawn Sprinkler

Construction of lawn sprinkling systems and appliances and devices used in connection with such systems; except that such systems shall not include the drilling of wells or the connection of such systems to potable water.

Low Voltage Electrical (TV & Antenna)

Installation of any low voltage electrical construction less than 50 volts or equivalent root mean squared.

Masonry Specialty (includes Brick Pavers) (Business Exam Only)

Installation of block, pavers and bricks in a building.

Master Electrical

Construction of electrical systems, fire alarm systems, and all appurtenances, equipment, and apparatus used in connection therewith in accordance with the building code and all other applicable codes and regulations, and to supervise and direct other persons who engage in such activities.

Master Plumbing

Installation of any plumbing system, including waste drains, vents, water supply and fixtures and gas piping, appliances, lines, laterals, tanks and other appurtenances in connection therewith.

Master Sign (Electrical)

Erection of any sign as defined in the part II of this Code. They may construct meter centers or services for individual or a series of signs, and install transformers and any device for and pertaining to illumination of signs. They may not connect a circuit to a panel, except for a sign.

Mechanical

Installation of central air conditioning, refrigeration, heating and ventilating systems, including ductwork in connection with a complete system only to the extent such ductwork is performed by the contractor as is necessary to make complete and air-distribution system, boiler and unfired pressure vessel systems, lift station equipment and piping, and appurtenances, apparatus or equipment used in connection therewith; piping insulation of pipes, vessels and ducts, pressure and process piping, oxygen lines, nitrous oxide piping, ink and chemical lines, fuel transmission lines, and natural gas fuel lines within buildings; to disconnect or reconnect power wiring on the load side of the disconnect switch and low-voltage heating, ventilating and air conditioning control wiring; and to install as condensate drain form an air conditioning unit to an existing safe waste or other approved disposal other than a direct connection to a sanitary system.

Painting & Decorating (Business Exam Only)

Application of paint on buildings, interior and exterior, and signs, with brushes, rollers or spray.

Pavement Painting Only (Business Exam Only)

Application of painting pavement, including parking lot and street striping with brushes, rollers or spray.

Paving Engineering Class II (d)

Construction of roads, airport runways, and aprons, parking lots, sidewalks, curbs and gutters, property line walls, storm drainage facilities and to perform the excavating, clearing and grading incidental thereto.

Pile Driving and Foundation Engineering

Construction of piling including sheet piling and the construction, formation and excavation for foundations, the placing of reinforcing steel therein, and all concrete work necessary.

Plastering/Stucco (Business Exam Only)

Plaster interior or exterior of any structure, and in addition, may finish concrete.

Residential

Construction of one-, two- or three-family unit residences not exceeding two stories in height and accessory use structures in connection therewith.

Roofing

Installation of all kinds of roofing and waterproofing, all in such manner as to comply with all plans, specifications, codes, laws and regulations applicable thereto.

Seawall & Small Dock (Marine Const.) Eng. Class II (c)

Construction of seawalls and small docks. A seawall and small dock engineering contractor may drive piling for one-story building construction, seawalls and small docks.

Sign Erection (Non-Electrical)

Erection of signs of all classes and do repairs of such signs; however, if electrical signs are installed or repaired, a master electrician, a sign electrician specialty contractor, or master sign contractor shall be required.

Sign Painting (Business Exam Only)

Painting of interior and exterior signs, with brushes, rollers or spray. This provision does not require a certificate of competency for the painting of signs only at the sign painter's shop.

Solar Products

Installation of solar panels for potable solar water heating systems, and swimming pool solar heating systems and any appurtenances, apparatus, or equipment used in connection therewith; in connection with one-family, two-family, or three-family residences not exceeding two stories in height.

Solar Window Tinting (Business Exam Only)

Installation of solar window tinting products.

Steel Reinforcing and Iron (Business Exam Only)

Erection of reinforcing steel in forms built by others and forms built by said contractor to repair spalling concrete only.

Structural Steel Erection

Erection of structural steel in place, by riveting, bolting or welding, including metal towers and rigging.

Thatched Roofing – Non-structural (Business Exam Only)

Installation of thatched roofing on "chickee" and "tiki" huts. A thatched roofing specialty contractor cannot place or erect the support poles and beams for "chickee" and "tiki" huts.

Tile, Terrazzo, and Marble including brick pavers (Business Exam Only)

Installation of pavers, tile, marble and terrazzo.

Underground Utility

Erection of public or private property, whether accomplished through open excavations or through other means, including, but not limited to, directional drilling, auger boring, jacking and boring, trenchless technologies, wet and dry taps, grouting, and slip lining, of main sanitary sewer collection systems, main water distribution systems, storm sewer collection systems, and the continuation of utility lines from the main systems to a point of termination up to and including the meter location for the individual occupancy, sewer collection systems at property line on residential or single-occupancy commercial properties, or on multioccupancy properties at manhole or wye lateral extended to an invert elevation as engineered to accommodate future building sewers, water distribution systems, or storm sewer collection systems at storm sewer structures.

Unlimited Swimming Pool (Commercial/Residential)

Installation of existing equipment, any cleaning or equipment sanitizing which requires at least a partial disassembling, excluding filter changes, and the installation of new pool/spa equipment, interior finishes, the installation of package pool heaters, the installation of all perimeter piping and filter piping, and the construction of equipment rooms or housing for pool/spa equipment.

Waterproofing and Roof Painting (Business Exam Only)

Application of waterproof sealants and to paint roofs.


Renewal of Expired Certificate of Competency For Monroe County

In order to apply for and be considered for renewal or reinstatement of an expired, suspended, or revoked certificate of competency, certificate holder shall:

  1. Not have any unpaid fines or administrative fees including license fees, permit fees, fines and/or administrative fees issued by the contractors' examining board and/or citation issued by the department of code compliance. Please visit our website to check for any citations at egov.monroecounty-fl.gov, “I Want To, Search, Code Enforcement” (http://egov.monroecountyfl.gov/eGovPlus/entity/login_main.aspx) webpage. If you do not have any outstanding citations, you may file your application.
  2. Complete Application for Renewal of Expired License
  3. Submit a $200.00 application fee. This fee is independent from the licensure renewal fee.
  4. Check or money order made payable: Monroe County Building Department
  5. Submit completed application and check/money order to any of our three Offices (address listed above) or mail in to the Marathon Address provided.
  6. Once we receive it, it will be reviewed. If all is in order, it will be processed and you will be placed on the next available CEB meeting agenda.
  7. Once you find your name on the agenda for that particular meeting, please plan on attending that meeting and be there by 9:30 A.M.
  8. If application is incomplete, application will be returned with an explanation.

What to expect at the CEB Meeting

If you are approved, as a pre-requisite to the initial issuance of an active certificate, or the renewal of an active certificate, or a change in the status of an active certificate, after the meeting, you shall mail to the address listed above:

  1. Proof that your company is currently ACTIVE with the State of Florida Division of Corporations, if applicable. (Obtained from www.sunbiz.org);
  2. Current-issued Certificate of Insurance* from an insurance company authorized to do business in the state for specialty contractors not subject to F.S. 489, Pt. I & II, public liability insurance in the amount of $100,000.00 and property damage in the amount of $50,000.00 (MCC 6-241.(c); or
  3. Current-issued Certificate of Insurance* from an insurance company authorized to do business in the state for contractors subject to F.S. 489 Part I & II, public liability insurance and property damage in the amount set for in the Florida Administrative Code (FAC) 61G4-15.003.(2)(h) or 61G6-5.008 in licensee’s respective license category/discipline and list licensee’s correct license number; and
  4. Current-issued Certificate of Insurance* from an insurance company authorized to do business in the state for workers’ compensation insurance and/or executed workers’ compensation exemption card in license holder’s correct discipline/trade
  5. Please note that if you wish to act as the qualifying agent for a firm that you are not an officer / authorized representative (AR) / authorized person (AP) / or authorized member (AMBR) of the company, in addition to the above requirements, you must submit the completed Acting Qualifying Agent Authorization Form with your completed application
  6. For individuals currently registered with DBPR pursuant to F.S. 489.117(1)(a), Part I, or F.S. 489.513, Part II, a copy of your current registered with DBPR is needed, if applicable.
  7. The Certificate of Insurance shall include:
    • a. Name of Insured must reflect the exact name of the business organization qualified by the applicant, and the insured’s fictitious name or d/b/a, if any.
    • b. The insurance shall, at all times, be carried in the name of the licensee or the business name appearing on the licensee’s certificate or registration.
    • c. State license number for those contractor subject to FS 489 Pt I or II.
    • d. Monroe County Building Department,
      2798 Overseas Highway, Suite 300,
      Marathon, Florida 33050 as the Certificate Holder.

Monroe County Request Letter of Reciprocity

Instructions:

  2. Mail or drop off completed form to any of the offices listed above. Please allow up to five business days for processing.

Application For a Company Name Change of Status

  1. Completed Change of Status Application
  2. Surrender your current, original certificate of competency. If you do not have the original, you must submit a notarized affidavit stating so.
  3. Legible copy of a valid driver’s license or some other form of valid government approved identification;
  4. Proof that your company is currently ACTIVE with the State of Florida Division of Corporations (obtained from www.sunbiz.org);
  5. Current-issued Certificate of Insurance* from an insurance company authorized to do business in the state for specialty contractors not subject to F.S. 489, Pt. I & II, public liability insurance in the amount of $100,000.00 and property damage in the amount of $50,000.00 (MCC 6-241.(c); or
  6. Current-issued Certificate of Insurance* from an insurance company authorized to do business in the state for contractors subject to F.S. 489 Part I & II, public liability insurance and property damage in the amount set for in the Florida Administrative Code (FAC) 61G4-15.003.(2)(h) or 61G6-5.008 in licensee’s respective license category/discipline and list licensee’s correct license number; and

  8. Please note that if you wish to act as the qualifying agent for a firm that you are not an officer/managingmember/member of, in addition to the above requirements, you must submit the completed Acting Qualifying Agent Authorization form with your completed application.
  9. Current Monroe County Local Business Tax Receipt (This is obtained AFTER the certificate of competency is issued)
  10. Certificate of Insurance Name of Insured must reflect the exact name of the business organization qualified by the applicant, and the insured’s fictitious name or d/b/a, if any The insurance shall, at all times, be carried in the name of the licensee or the business name appearing on the licensee’s certificate or registration.

  12. For individuals that currently hold a valid state-registered license with Department of Business and Professional Regulation (“Department”) in one of the contractor categories defined in Florida Statute Section 489.105.(3)(a)-(o), a change of status is also required with the Department within 30 days after obtaining the certificate of competency license pursuant to F.S. 489.117.(1)(c)/F.S. 489.513. State Certified Contractor Registration Instructions

A State Certified Contractor wanting to register or update a registration in un-incorporated Monroe County must submit a completed State-Certified Contractor Registration Application with the following:

    1. Legible copy of driver’s license or some other valid form of government approved identification.
    2. Copy of Contractor License; qualifying agent’s name must match the name on driver’s license and all documentation.
    3. The corporation and/or fictitious name you qualify must be registered and in ACTIVE status with the Florida Division of Corporations (www.sunbiz.org). You must provide the document number or registration number for company on application.
    4. Copy of current local business tax receipt (f/k/a occupational license) for your discipline from where your permanent business location or branch office is maintained for contractors licensed by DBPR. Otherwise, you must obtain a Monroe County Local Business Tax receipt.

NOTE: Qualifying Agent’s Name, Company Name, and License Number must be noted.

    1. Copy of current-issued Certificate of Insurance from an insurance company authorized to do business in the state for the proper aggregate amount of public liability and property damage insurance for your discipline.
    2. Copy of current-issued Certificate of Insurance from an insurance company authorized to do business in the state for workers’ compensation insurance and/or a valid executed workers’ compensation exemption for your discipline.

PLEASE NOTE:
The Certificate of Liability Insurance and Workers Compensation Insurance shall be prepared by an insurance agency and must contain the following:
a. Proper aggregate amount of public liability and property damage for your discipline
b. Name of Insured must reflect the exact name of the business organization and DBA name, if applicable.
c. Licensee’s State license number(s)
d. Certificate Holder: Monroe County Building Department, 2798 Overseas Highway, Suite 300, Marathon, Florida 33050

    1. An original Monroe County Agent Authorization Form required if anyone other than the licensee will be dropping off and/or picking up a permit. NOTICE: The licensee, no exceptions, must sign all Building Permit applications.
    2. Registration fee of $50.00 for each new license being registered required; check or money order payable to Monroe County Building Department. NOTE: No Credit Card Payments at this Time.
    3.     4. Registration may take 3-5 business days NOT including the day of submission, so please plan accordingly; a separate visit will be required to submit your building-permit application.

Elevator Contractor Registration Requirements & Application

You will need to provide the following items along with the completed application:

    1. Legible copy of driver’s license or some other valid form of government approved identification.
    2. Copies of Elevator Technician license and Elevator Company licenses.
    3. The corporation and/or fictitious name you qualify must be registered and in ACTIVE status with the Florida Division of Corporations (www.sunbiz.org). You must provide the document number or registration number for company on application.
    4. Copy of current local business tax receipt (f/k/a occupational license) for your discipline from where your permanent business location or branch office is maintained for contractors licensed by DBPR. Otherwise, you must obtain a Monroe County Local Business Tax receipt pursuant to F.S. 205.065. NOTE: Qualifying Agent’s Name, Co Name, and License Number must be listed. Pursuant to FS 489.119.(4).
    5. Copy of current-issued Certificate of Insurance from an insurance company authorized to do business in the state for the proper aggregate amount of public liability and property damage insurance for your discipline for the safety and welfare of the public per Rule 61C-5.007, FAC.
    6. Copy of current-issued Certificate of Insurance from an insurance company authorized to do business in the state for workers’ compensation insurance and/or a valid executed workers’ compensation exemption for your appropriate discipline.
    7. The COI shall be prepared by an insurance agency and shall contain the following pursuant to Rule 61C-5.007, FAC,:

a. Proper aggregate amount of public liability and property damage for your discipline
b. Name of Insured must reflect the exact name of the business organization qualified by the applicant, if applicable
c. Licensee’s correct license number and registered elevator company’s license numbers
d. Certificate Holder: Monroe County Building Department, 2798 Overseas Highway, Suite 300, Marathon, Florida 33050

  1. Leasing Company: Pursuant to Rule 69L-6.032, FAC, a leasing company shall supply an employee roster listing ALL employees and date-of-hire with the Certificate of Insurance, if applicable. Qualifier must be covered by insurance or provide an exemption.
  2. Submit an original Monroe County Agent Authorization Form if anyone other than the licensee will be dropping off and/or picking up a permit. NOTICE: The licensee, no exceptions, must sign all Building Permit applications.
  3. Submit registration fee of $50.00 for each new license being registered per BOCC adopted Fee Resolution 420-2007. Check or money order payable to Monroe County Building Department.
    NOTE: NO CC PAYMENTS AT THIS TIME.
  4. New Registrations: Submit completed application and all supporting materials (items 1 – 10) including payment to one of our offices.

  5. YOU WILL NOT BE CONTACTED UPON COMPLETION OF YOUR REGISTRATION.
    It is the contractor’s responsibility to check the status of application by going to our website and searching for either the qualifier name or company name at Egov.monroecounty-fl.gov, “I Want To, Search, Permits, Contractor Records” webpage (http://egov.monroecountyfl.gov/eGovPlus/entity/login_main.aspx). Once you have confirmed your account has been registered, and it is current, you may apply for your permit.

Monroe County Application Requirements

In order to apply for and be considered for a contractor license in Monroe County, applicant shall submit items 1-7:

  1. Completed Contractor Construction Trades Application; one trade per application.
  2. Legible copy of a valid driver’s license or some other form of valid government approved identification.
  3. One (1) recent color photograph full frontal view of the face and 2x2 inches in size. NO EXCEPTIONS!
  4. Résumé must be submitted and it must account with years of employment and correspond with Affidavit of Trade Experience.
  5. Affidavit of Trade Experience. This form must be furnished to substantiate the minimum experience required in the category for which the applicant is applying, and it is to be completed by past or present employer(s), or sub-contractors licensed in the appropriate construction service field verifying that applicant has the necessary experience in the area covered by the certificate of competency applicant is seeking. Proof of licensure by other jurisdictions, without additional experience verification, will not satisfy this requirement. Self-verifications alone are not accepted.
  6. Copy of contracting license corresponding to each Affidavit of Trade Experience must be provided.
  7. W-2s verifying employment in the trade/company, which must correspond with the Affidavit of Trade Experience form and résumé NOTE: If your W-2s are from a staff leasing or payroll company, please provide additional documentation verifying that the staff leasing company administers payroll functions for the company you were or are presently employed. Example:
    A letter from the leasing company on letterhead stating that you were/are employed by said company and that they provide payroll services for said company.
  8. COMPLETED APPLICATION AND SUPPORTING MATERIALS MUST BE RECEIVED 25 DAYS PRIOR TO THE NEXT AVAILABLE CEB MEETING.

  12. YOUR ATTENDANCE AT THE MEETING IS RECOMMENDED as the board may have questions about your application. However, it is not required to attend unless you feel it necessary for the approval of your application.
  13. Once your application is reviewed, you will be notified in writing by e-mail or by mail of approval or denial detailing the reason(s) for denial and correction action to be taken within ten (10) working days of meeting. If you wish to appeal the decision of the board, you may request a hearing in writing. The date your appeal is received will determine the date you will go before the board.
  14. If you are approved, you will to take the required examination(s) for your particular trade. Please refer to the first and second pages of this handout to locate your category and type of exam(s) you will need to take.
  15. Pursuant to MCC Sec 6-237.(a)(1), an applicant has two years from the date the application is approved by the CEB to pass and obtain licensure. Otherwise, a new application packet will have to be re-submitted for approval and re-testing provided the code does not change.
  16. Monroe County does not give these examination(s). The examination(s) is/are given through outside-approved vendors Prometric© and Gainesville Independent Testing Services, LLC (GITS©, LLC).
  17. Monroe County considers a 70% or higher as passing.
  18. Examination Fees: Administrative exam is $100.00 and technical exam is $155.00 payable to Monroe County Building Department. Check or money made payable to Monroe County Building Department must accompany the application. You must write your name and indicate the testing agency you are using on your check.   19. If you decide to test with GITS©, LLC, you will need to send in appropriate payment. Once payment is received, we will send them an e-mail authorizing you to test.   28. If you decide to test with Prometric©, you will need to complete their registration form and return with appropriate fee. You can obtain this form by visiting Prometric© Exam References, Schedule, and Registration Form. You will need to complete and return ONLY page 2 (Exam Registration Form) to our office for authorization. Once we approve you, we will return page 2. Once you receive it, you will then need to complete page 3 (Application Payment by Credit Card) and submit to Prometric© for processing.
  29. You will be able to locate your Bulletin for your discipline according to the disciplines found on pages one (1) and two (2).
    You will need to choose your bulletin from the appropriate FLBC Column. For example, all Construction Trades are under FLBC-14 with the exception of some engineering licenses that will be under Common Column. Moreover, all Electrical Trades are under the NEC-11 Column. Certificate of Competency Instructions

Monroe County requires that all applicants, with the exception of journeyman and masters, take the administrative examination, and when required, the respective Trade examination.

MASTERS ARE NOT CONTRACTORS. Anyone holding a master (electrical, mechanical, or plumbing) certificate of competency only needs to take the administrative examination if they wish to act in the capacity of a contractor. If the administrative examination is not taken, the applicant is PROHIBITED from contracting, and the applicant shall only perform work in their trade while under the supervision and direction of a licensed contractor of same category.

JOURNEYMEN ARE NOT CONTRACTORS. Anyone holding a journeyman (electrical, mechanical, or plumbing) certificate of competency is PROHIBITED from contracting, and shall only perform work in their trade while under the supervision and direction of a licensed contractor of same category.

Monroe County certificate of competency holders are limited to certain local jurisdictions and only allowed to work in a county or municipality with which the county has a reciprocal agreement.

NOTICE: Contracting shall only be done under the qualified business name. This license does not belong to a Company and may not be renewed or used by another individual or company other than the license holder named herein for any construction purposes.

Applicant must have the minimum field experience for their desired trade / discipline as indicated below and pass the administrative and technical examination.

Reciprocity Application & Requirements For Monroe County

Mail or drop off completed form to any of the offices listed above. Please allow up to five business days for processing.

  1. Completed Contractor Construction Trades Application with the top half (up to number 4) of page 1 and page 3 signed and notarized.
  2. Copy of the current, active certificate of competency issued by the sponsoring reciprocal municipality or county;
  3. One (1) clear, recent, close-up picture of applicant (Maximum 2” x 2” – Passport Style);
  4. Legible copy of a valid driver’s license or some other form of valid government approved identification;
  5. Copy of State Registration for contractors registered with DBPR pursuant to F.S. 489.117(1)(a), Part I, Construction Contracting, or F.S. 489.513, Part II, Electrical and Alarm System, if applicable:
    • a) Part I Contractors need to register their Monroe County Certificate of Competency with the State of Florida (DBPR) Construction Industry Licensing Board before engaging in business as a contractor and within 30 days of obtaining such certificate pursuant to F.S. 489.117.
    • b) Part II Contractors need to “Add” their Monroe County Certificate of Competency with the State of Florida (DBPR) Electrical Contractors Licensing Board before engaging in the business as a contractor pursuant to F.S. 489.513.
  6. Applicant must make arrangements with the reciprocating municipality or county in Florida that sponsored his/her original Block & Associates or its equivalent examination(s) to obtain an original reciprocity letter verifying (1) the requirement criteria for issuing applicant’s certificate of competency; (2) the name of the agency that administered, proctored and graded the examination(s); (3) the type of examination(s), (4) verifying that you obtained at least 70%, (5) provide copy of the license category definition, and (6) whether the applicant has ever been charged with any violations of state or local construction licensing and/or permitting laws and any disciplinary actions that may have resulted as an outcome of those charges.
  7. Submit the original Reciprocity Letter in a sealed envelope with application.
  8. Proof (Detail by Entity Name page) that company is currently ACTIVE with the State of Florida Division of Corporations (obtained from www.sunbiz.org);
  9. Current-issued Certificate of Insurance from an insurance company authorized to do business in the state for specialty contractors not subject to F.S. 489, Pt. I or II, public liability insurance in the amount of $100,000.00 and property damage in the amount of $50,000.00 in the certificate holder’s respective category/discipline;
  10. Current-issued Certificate of Insurance from an insurance company authorized to do business in the state for contractors regulated by F.S. 489 Part I or II, public liability insurance and property damage in the amount set for pursuant to Rules 61G4-15.003 or 61G6-5.008, F.A.C., in certificate holder’s respective category/discipline, and contractor’s correct license number must be listed.
  11. Current-issued Certificate of Insurance from an insurance company authorized to do business in the state for workers’ compensation insurance and/or executed workers’ compensation exemption card from the Workers’ Compensation in the certificate holder’s respective category/discipline. Workers' compensation insurance for all non-exempted officers must be provided as required by F.S. 440 including the qualifier and all officers/members if not exempted.
  12. Officers Exclusion Endorsement Schedule page must be submitted with Certificate of Liability Insurance for workers' compensation if any officers/members are excluded from workers' compensation.
  13. If using a leasing company: Pursuant to Rule 69L-6.032, FAC, a leasing company shall supply an employee roster listing ALL employees and date-of-hire with the Certificate of Insurance, if applicable. Qualifier must be covered or provide valid workers' compensation exemption.
  14. The Certificate of Insurance shall be prepared by an insurance agency and must contain the following information:
    • a. Correct proper aggregate amount of liability and property damage for your discipline
    • b. Full company name including DBA Name, if applicable
    • c. Licensee’s correct license number – ONLY for contractors registered with DBPR.

  15. If you wish to act as the qualifying agent for a business that you are NOT an officer/managing member/ member of, in addition to the above requirements, you must submit the completed Acting Qualifying Agent Authorization Form (obtain from our website at www.monroecounty-fl.gov).
  16. All completed applications must be received 15 days prior to the next scheduled Contractors Examining Board (“CEB”) meeting date.
  17. The date your application is received will determine the date your application will be reviewed. In-complete applications will not be accepted.
