City Permits

In the Village of Key Biscayne, the following is a list of forms and approvals that must be attached to the permit application (as required by the scope of work):

  • Contractor’s registration – $25.00 fee paid annually to the Village of Key Biscayne
  • Condominium Association letter of approval for work to be applied for
  • Owner-Builder form
  • H.R.S. approval for septic tank permits
  • Structural calculations
  • Energy calculations
  • Village of Key Biscayne Fire Department approval for all commercial construction
  • DERM Sewer allocation approval. Concurrency fee
  • Road and School Impact Fees for new construction
  • Swimming Pool Certification form
  • Current Survey of Property
  • Permit fees only payable by Company check of the Company pulling the permit

Permit Applications

The village of Key Biscayne has two permit applications:


Specialty Contractor Registration

A Contractor must be registered with the Village of Key Biscayne before applying for a permit for the first time. The following instructions are also included in the Village's Building Permit Application form.

The Contractor is responsible for submitting copies of the following:

  • County Contractor's License
  • County Business Tax Receipt
  • State of Florida Contractor's License or Registration
  • Village of Key Biscayne Business Tax Receipt (Except State-certified Contractors)
  • Certification of General Liability Insurance (made out to: The Village of Key Biscayne) and Workman's Compensation or State issued letter/card of Workman's Compensation Exemption
