St.Johns County Contractor Licenses

Select a license to view its requirements, definition, exams, books, and classes. If your license is not listed as St.Johns County License, please select a Florida License.

St. Johns County is no longer licensing the trades that don’t require an exam, such as Trim Carpentry, Painting, and Cabinetry but will continue to regulate the licenses that are in the Contractor Licensing Ordinance until July 2023. General Contractor

Construction is unlimited to the type of building.

Aluminum Concrete

Installation of metal siding, soffits, gutters, awnings and prefabricated rooms, reinforcing steels and miscellaneous steel and finish concrete to an aluminum accessory structure only, on grade only.

Aluminum Construction

Construction of metal siding, soffits, gutters, awnings and prefabricated rooms, excluding screening.

Aluminum Structure

Installation of aluminum, vinyl and fiberglass screen material. The aluminum contractor may work on foundation, slabs on grade and block knee walls, wood decks (self-standing) and utility sheds (wood studs only) less than 501 square feet.

Building Contractor

Construction of commerical buildings and single family dwelling or mutiple-family dwelling residential buidlings, which do not exceed three (3) stories in height.

Building Maintenance

Construction of existing buildings and structures to include drywall, plaster, non-structural wood and paint.

Burglar & Fire Alarm

Installation of burglar and fire alarm systems.

Cabinet Installation

Installation of cabinets and millwork. It includes kitchen cabinets, bathroom vanities, accessory cabinets, countertops, office furniture, and millwork items.

Carpentry

Installation of any wood products in a builing including, any framing, trusses, sheathing and finish trim materials.

Ceramic Tile & Marble

Construction of tile in concrete, clay or other material, applied to floors or walls, and shall include the application of base courses.

Class A Air Conditioning

Installation of central air conditioning, refrigeration, heating, ventilating, duct work in connection with a compete system, boiler, unfired pressure vessel systems, piping, process piping, pneumatic control piping, connecting power wiring on the load side of the dedicated existing electrical switch, low voltage heating, air conditioing wiring and condensate drain from an air conditioning unit to an existing safe water.

Class B Air Conditioning

Limited to twenty-five tons cooling and five hundred thousand B.T.Us heating; installation of central air conditioning, refrigeration, heating, ventilating, duct work with a compete system, piping, insulation of pipes, vessels, duvts and condensate drain from an air conditionung unit to an existing safe waste.

Commercial Drywall

Installation of gypsum drywall products to wood and metal studs, wood and steel framing and metal runners in buildings of unlimited area and height.

Concrete

Installation of concrete piers, foundations, walls, structures, slabs, curbs, sidewalks and driveways.

Decorative Stone

Construction of concrete block or any other unit masonry products, or clay products, rough cut and dress stone, artificial stone and precast blocks, structural glass brick or block, decor block and veneer, laid at random or in course with or without mortar, or to do any part of any combination thereof and shall include the application of tile to floors and exterior wall surfaces.

Demolition

Demolish and remove structures, such as dwellings, commercial buildings and foundations.

Electrical Journeyman

Perform work in the electrical trades while employed by a Master Electrician.

Electrical Sign

Installation of any electrical wires, apparatus, raceways, conduit or any part thereof on electrical signs.

Finish Carpentry

Installation of finish wood products including paneling, trim cabinetry, doors, windows (including metal), stair treads and handrails adn all hardware incidental thereto.

Floor Covering

Application of of laminate, parquet, wood strips, nail and non-nailed wood flooring and prefinished flooring which is prefabricated or cast-in place.

Garage Door Installer

Erection of residential or commercial garage doors, including all hardware and operating devices.

Glass/Glazing

Construction of all kinds of glass and glasswork and execute the glazing of frames, panels, sash and door and holding metal frames, ornamental decoration, mirrors, tub and shower enclosures.

HVAC / Installer Journeyman

Installation of HARV systems or any part thereof. Must work under a contractor.

HVAC / Mechanical Journeyman

Installation of HARV fixtures or systems or any part thereof. Must work under a contractor.

Hurricane Shutters

Erection of awnings or canopies of metal including other materials, incidental thereto.

Insulation

Installation of control the gain or loss of heat from all sources in buildings, rooms, pipes, vessels, ducts, process equipment, refrigerated rooms, boxes and acoustical insulation.

Irrigation Sprinkler

Installation of lawn sprinkler irrigation systems.

Marine Construction

Construction of seawalls, bulkheads, revetments, docks, piers, wharfs, groins, boat lifts, davits and other marine structures, including pile driving.

Masonry

Construction of brick and concrete block, rough cut and dress stone, artificial stone, precast blocks, structural glass brick or block.

Master Electrician

Installation of any electrical wires, fixures, raceways, transmits electrical energy in any form any for light, heat, power or communications.

Master Mechanical

Installation of central air conditioing, refrigeration, heating, ventilation, piping, insulation of pipes, vessels, ducts, pressure and porcess piping, pneumatic control piping, gasoline tanks, pump installation, fire sprinkling systems, sandpipes, air piping, vaccum line piping, oxygen lines, nitrous oxide piping, ink and chemical lines, fuel transmission lines and of condensate drain from an air conditioning unit to an existing safe waste.

Master Plumber

Installation of plumbing, sanitary drainage or storm drainage facilities, venting systems, public and private water supply systems, septic tanks, drainage and supply wells, swimming pool piping; irrigation systems; or solar heating water systems, boilers, pressure piping, water and storm and sewer lines, water and sewer plants and substations.

Painting

Application of paint and related liquids or viscous products by brush, roller or spray methods to all surfaces including roofs as well as cleaning, sandblasting, caulking and sizing surfaces in preparation for, and to apply waterproofing products in the same manner to the inside or outside of vertical surfaces.

Plumbing Journeyman

Must work under a contractor. Installation of plumbing.

Prefab Building Installation

Erection of single story metal buildings up to 500 square feet, including site work, concrete, masonry, siding, roofing, windows and doors but not including any electrical, plumbing, gas or HVAC work.

Prefab Fireplace Installer

Description

Residential Contractor

Construction of one-family, two-family, or three family residences not exceeding two (2) habitable stories.

Residential Drywall

Installation of gypsum drywall products to wood and metal studs, wood and steel joists, and metal runners, including the preparation of the surface over which the drywall product is to be applied, and the placement of metal studs, runners, and all necessary trim.

Roofing Contractor

Construction of all kinds of roofing and waterproofing.

Sheet-Metal Journeyman

Must work under a contractor. Installation of sheet metal fixtures or systems or any part thereof.

Siding, Window & Door

Installation of vinyl, wood or aluminum siding, soffit, fascia, gutters and all types of windows and doors.

Sign Non-Electrical

Installation of non-electrical signs.

Solar Contractor

Installation of solar panels for potable solar water heating systems, swimming pool solar heating systems and photovoltaic systems.

Structural Steel Erection

Erection of steel joists, steel decking and siding, and communication towers, and including riveting, welding and rigging only in connection therewith.

Stucco

Application of coat surfaces with a mixture of Portland cement, sand and water, or a combination of such other materials that create a permanent exterior finishing system.

Swimming Pool/Spa Commercial

Construction of pumps for dewatering purposes, steelwork, light niches, floorsm guniting, fiberglass, tile and coping, perimeter and filter piping, chemical feeders of any type, plastering of the interior, decks, equipment rooms or housing pool equipment and installation of package pool heaters.

Swimming Pool/Spa Maintenance

Erection of water in all swimming pools, spas, and hot tubs. Includes equipment, pumps, filters, chemical feeders, and minor repairs to pool masonry, patching cracks, pool walls and bottoms.

Swimming Pool/Spa Residential

Construction of pumps for dewatering purposes, steelwork, light niches, floors, guniting, fiberglassing, tile and coping, filter piping, filter equipment and chemical feeders of any type, plastering of the interior decks, housing for pool equipment and package pool heaters.

Underground Utility

Installation of main sanitary, sewer collection systems, main water distribution systems, storm sewer collection systems, continuation of utility lines, sewer collection systems at property line on residential or single-occupancy commerical properties, or on multi-occupancy commerical properties at manhole or wye lateral extended to an invert elevation as engineered to building sewers, water distribution systems, storm sewer collection systems.

License Information & Applications

Persons already licensed as a contractor in many other Florida jurisdictions may find simple reciprocity in St. Johns County. For more information, please visit the reciprocity page.

St. Johns County has there licenses distributed into three different Classes. Below you will find information regarding the Application and Procedures for each class.

Class I

Licenses which fall under the Class I category are as follows:

Steps & Procedures for Application & Testing

Step 1:

  1. Obtain the Application: All blanks must be filled in and completed.
    *Prequalifications for Master Exams ONLY (Master Electricians, Plumbers, Mechanical & HVAC)*
    • A. At least a minimum of two years verifiable working experience as a licensed Journeyman OR,
      B. Have four years verifiable journeyman like experience with test (per Ordinance) OR,
      C. Hold a Master’s license in another county or state. (We will need a copy of license and proof in writing.)

Step 2:

  1. Return completed application to Licensing Department with the $55.00 application fee and proof of experience.
  2. The Licensing Department will prepare the testing registration Voucher or form. St. Johns County allows exams through two testing providers, Prov and Prometric. Prometric lists dates and deadlines for testing in their bulletin as well as testing locations. Each examination provider has different book lists. You cannot buy the books listed on a Prov book list and schedule a test with Prometric or buy books on a Prometric book list and test with Prov.
  3. Follow the directions for the exam provider you have chosen so you will be scheduled for the correct test.

Step 3:

** You may be Exempt in St. Johns County only from this requirement if you have held an occupational license or contractor’s license in the construction field between 1993 & 1995. You must submit qualifying proof. **

  • Obtaining license after Passing exam and obtaining Business & Law: (Passing grade of 70% or above)
  • Preparation for Final Licensure
    • Return to the Licensing Department and pay an inactive license fee of $35.00.
    • Submit Corporation and / or Fictitious name documentation.
    • Submit Certificate of Liability Insurance. (Certificate of Liability must be made out to SJC as the certificate holder and come directly from your insurance company.)
    • Submit Worker’s Compensation Certificate of Insurance or Construction Exemption. (Certificate of Worker’s Compensation Insurance must be made out to SJC as the certificate holder and come directly from your insurance company)
    • Schedule date to appear before Contractor Review Board.
    • Once you have been approved through the Contractor Review Board and you have registered your license with DBPR you will then receive an Active Registered State License.
    • Bring Your State Registered License to our office and pay a $71.00 Active Fee. You will then receive your Active St Johns County Contractors License.
    • Contact the Tax Collectors office regarding your need for a business tax receipt (formerly “occupational license”) at (904) 209-2250

Active Contractor Insurance Requirements

General Contractors and Building Contractors liability requirement is $300,000 bodily injury; $50,000 for one person and $50,000 property damage; Liability for all other Class I Contractor categories is $100,000.00 bodily injury, $50,000.00 for one person and $25,000.00 for property damage.

Workers Compensation is also required as per Florida Statute. If you are exempt from Workers Compensation we will need a current Construction Exemption Certificate.

**Insurances MUST be in the name of the company the license holder will be qualifying and must have their name listed on the certificate. He/she must be included in the policy. It is the individual with the license that is the responsible party.**

Steps & Procedures for Application & Testing

    1. All blanks must be filled in and completed. Incomplete applications will be returned to applicant. In order to have a complete application, Applicants must submit all documentation listed below and fees at time of Application submittal:
      • Pay Application fee $55.00
      • Pay License fee $106.00
      • Submit Certificate of Liability insurance. (Certificate of liability must be made out to SJC as the certificate holder and come directly from your insurance company.)
      • Submit Worker’s Compensation insurance or Construction Exemption. (Certificate of worker’s compensation must be made out to SJC as the certificate holder and come directly from your insurance company.)
      • Submit corporation and or fictitious name documentation
      • Three letters of reference – (Verifiable name, address and phone numbers of reference along with reference’s signature must be on all letters submitted.)
      • Schedule date to appear before the Contractor Review Board to obtain License.

      Active Contractor Insurance Requirements

      Liability for all categories $100,000.00 bodily injury, $50,000.00 for one person and $25,000.00 for property damage
