How does House Bill 735 Affect me in Pasco County?

As a licensed specialty concrete contractor how does this affect us in this County ? Will we still be able to do flatwork concrete not requiring engineering ? Will driveway removal and replacement be allowed as this is typically just a Right of Way permit ?

Although this county is still regulating licenses, come July 2023, the county will no longer be able to regulate Specialty licenses. Therefore, you will not need a license anymore. However, if you still need a license to show your customers, insurance companies, and larger contractor that you are a legitimate contractor, we recommend obtaining a Florida Residential Contractor License. As of right now, Pasco County is still regulating its licenses; they have yet to release a statement stating otherwise. We recommend contacting them to follow up on when they will respond to HB 735.

Hello Brian,
On July 1, 2023, the county will no longer be able to regulate Specialty licenses. Therefore, you will not need a license anymore. If you are going to be working in different counties, I do recommend that you obtain the State reciprocal for Tile and Flooring, which would fall under Florida Residential Contractor License. If you have any questions, I recommend contacting Pasco County for more information. From what I am understanding, Governor DeSantis signed an additional bill that extends the specialty contractor licensing through July 1 of 2024, am I correct? Those with a specialty license currently will remain in the individual county systems as is. Please correct me if I am wrong.

There is a New HB 1383 that will impact HB 735; HB 1383 will extend the date for specialty Contractors to hold their licenses till July 2024. As of right now, Pasco County has yet to release a response to HB 1383; we recommend you contact their licensing department directly. Hi: More confusion with this mess. Now my question is: what consists of interior remodeling and is a general contractor license required or specialty licensing? For example, retiling a bathroom, door installation, kitchen cabinet install, flooring, drywall, trim molding / finish carpentry?

The scope of work shall be limited to the interior remodeling only of one-family, two-family, or three-family residential dwelling units, and accessory use structure in connection therewith, all of which shall not exceed two (2) stories in height.

For this we recommend you to obtain a Florida Building Contractor License.
