State Licenses

Concrete

Concrete Contractor means the scope of the certification includes and is limited to the execution of contracts requiring skill, knowledge, ability, and experience to install, repair, maintain, and replace, concrete foundations designed to accept any structure when in the design of that structure, a footer is required.

Master Plumbing with Gas

Tests a candidate’s knowledge of the installation, repair, maintenance, and extension of any plumbing system, including drains, waste, sanitary vents, water supply, fixtures, and indirect wastes; installation, repair, and maintenance of gas piping systems, including gas piping, appliances, vents, flues, tanks, and other related appurtenances.

Master Plumber with Gas Fitter

A Master Plumber/Gas Fitter is qualified to install, repair, maintain, or extend any plumbing system, including waste drains, vents, water supply, and fixtures, and also install, maintain, extend or repair any gas piping system, including appliances, lines, laterals, tanks and other appurtenances in connection therewith.

Standard General Building

The general building contractor is unlimited as to the type of construction work that may be performed and shall include the construction, repair, alteration, remodeling, addition to, subtraction from, improvement, and demolition of any building or structure, including related improvements to real estate, and excluding electrical, mechanical, plumbing, and liquefied petroleum gas work relating thereto.

Standard Building

A Building Contractor means a contractor whose services are limited to the construction of commercial buildings and single-dwelling or multiple-dwelling residential buildings, which do not exceed three stories in height, and accessory use structures in connection therewith or a contractor whose services are limited to remodeling, repair, or improvement of any size building if the services do not affect the structural members of the building.

Standard Residential Building

Residential building contractor shall include and be limited to the construction, remodeling, repair, alteration, and improvement of one (1), two (2), and three (3) residential dwelling units, and accessory use structures in connection therewith, all of which shall not exceed two (2) stories in height.

Standard Roofing

A Roofing Contractor means a contractor whose services are unlimited in the roofing trade and who has the experience, knowledge, and skill to install, maintain, repair, alter, extend, or design, if not prohibited by law, and use materials and items used in the installation, maintenance, extension, and alteration of all kinds of roofing, waterproofing, and coating, except when coating is not represented to protect, repair, waterproof, stop leaks or extend the life of the roof.

Standard Master Electrician

In order to be eligible to receive certification from the board as a master electrician and/or electrical contractor, the applicant shall demonstrate possession of the experience, knowledge, and skill to install, repair, alter, add to, or design electrical wiring, luminaries, appliances, apparatus, raceways, conduits, fire alarm systems, or any part thereof, which generate, transmit, transform, or utilize electrical energy in any form, including the electrical installations and systems within plants and sub-stations, all in compliance with applicable plans, specifications, codes, laws, and regulations.

Standard Master Mechanical

Includes the design, installation, maintenance, repair, alteration, and extension of air conditioning, refrigeration, warm air heating, low and high-pressure boilers, ventilation systems, duct systems, unfired pressure vessels, fuel transmission lines, and related appurtenances.

Standard Journeyman Electrician

In order to be eligible to receive certification from the board as a journeyman electrician, the applicant shall demonstrate possession of the skill, knowledge, and experience to install, repair, alter, add to, or design, in compliance with law, electrical wiring, luminaries, appliances, apparatus, raceways, conduits, fire alarm systems, or any part thereof, which generate, transmit, transform, or utilize electrical energy in any form, including the electrical installations and systems within plants and sub-stations, all in compliance with applicable plans, specifications, codes, laws, and regulations.

Standard Journeyman Mechanical

In order for an applicant to be certified as a mechanical journeyman or specialty journeyman by the board, the applicant must demonstrate possession of the knowledge, ability and skill to perform mechanical work in accordance with the plans and specifications therefor and in compliance with the building code and other applicable codes and regulations.

Standard Journeyman Plumber with Gas

A Journeyman Plumber can engage in the installation, repair, maintenance, and extension of any plumbing system, including drains, waste, sanitary vents, water supply, fixtures, and indirect wastes; installation, repair, and maintenance of gas piping systems, including gas piping, appliances, vents, flues, tanks, and other related appurtenances.

Standard Residential Electrician

Includes the planning, installation, repair, alteration, and maintenance of electric conductors, raceways, and equipment for light, heat, and power in one-, two and three-family dwellings.

Standard Drywall

Drywall Contractor means any person or firm qualified and certified by the board whose scope of work is limited to the installation of drywall and all necessary and incidental metal accessories, including non-load bearing studs, runners, hangers, channels, drywall metal suspension accessories, and prefabricated ceiling materials; and the preparation of the surface over which drywall product is to be applied.

Standard Framing

Framing Contractor means any person or firm qualified and certified by the board whose scope of work is to install any wood products in a building including, but not limited to, rough framing, structural and nonstructural trusses, sheathing and metal framing; and the work of the finish carpentry contractor.

Unlimited Swimming Pool

Tests a candidate’s knowledge of the construction, service, and repair of all types and kinds of residential and commercial swimming pools. Includes excavation and grading, construction, appurtenances, and installation of all equipment. Does not include direct connections to a sanitary sewer system or to potable water lines, nor the grounding and bonding of metal surfaces, nor the making of any electrical connections.

Apply for a License in Overland Park County

Overland Park is located in Johnson County, Kansas, meaning that, to get a contractor's license in Overland Park, you will have to obtain a Johnson County contractors license.

Johnson/Overland Park license contractors and firms and there are seven steps to obtaining a license. If you have any questions, please call staff by dialing (913) 715-2233.

  • Provide a completed the Application. There is a one‐time $100 application fee and a $225 fee per license. We need to have an original of the signed application, so applications must be submitted at the office or mailed to the office.
  • Provide proof of General Liability and Worker’s Compensation Insurance. Every company except a company with an “inactive license” shall keep in force a policy of general liability insurance including completed operations coverage meeting the program’s mandatory standards and, when required by the laws of Kansas, worker’s compensation insurance. The insurance policy must be written with an insurance company licensed to do business in Kansas. A certificate of insurance or other satisfactory evidence of the insurance coverage is required.
  • Establish the Qualifying Individual. Every licensed entity must have at least one responsible individual who will be known as the Qualifying Individual. The contractor can be the Qualifying Individual. Firms must have at least one Qualified Individual who is a full-time employee (full time is defined as working 30 hours per week or more) of the company. The Qualifying Individual must possess either “1” or “2”, as follows:
    • A Bachelor of Science degree in Architecture, Engineering, Construction Science, or Construction Management from an ABET or ACCE accredited program. Landscape Architecture degrees do not qualify. An official transcript establishes proof of degree qualification.
    • A certified test score 75% or higher, on a standard examination as defined by Kansas Statutes Annotated (K.S.A.) or as approved by the Contractor License Review Board. Standard examination agencies are defined as the International Code Council (ICC), the International Association of Plumbing and Mechanical Officials (IAPMO), and Prometric or past subsidiaries of Educational Testing Services (ETS). For license types DM (mechanical) and DE (electrical) we recognize only Master level tests and for the license type DP (plumbing) we recognize only the Master Plumber with the Gas test, except as allowed by Kansas law. DF (fire protection) license Qualifying Individuals must possess a current National Institute for Certification in Engineering Technology (NICET) Automatic Sprinkler System Layout Level III or IV Certification, or NICET Water Based Sprinkler Layout Level III or Level IV. No ICC exam is approved for DF licenses.
  • Provide documentary evidence of the Qualifying Individual’s experience. This varies by license type. The experience requirements for Class DE, DM, and DP licenses have been established by the State of Kansas while the other license types have been established by the Contractor Licensing Review Board. Contact staff for information and to discuss documentation.
  • Confirm the identity of Qualified Individual and company owner with a government-issued photo I.D.
  • Provide a digital photo of the Qualified Individual. In addition to the government-issued photo ID of the owner and Qualifying Individual, we need a digital photo of the Qualifying Individual for the license card.   • If the firm is a corporate entity, provide evidence that the entity is in good standing. All corporate entities must provide proof of good standing from the Secretary of State of the state in which they are registered.

Contractor Testing and Sponsorship Information

  • The recognized standard examinations for plumbing, electrical, and mechanical contractors are those promulgated or administered by the International Code Council (ICC), Prometric or past subsidiaries of Educational Testing Service (ETS), or the International Association of Plumbing and Mechanical Officials (IAPMO). Master Plumber with Gas, Master Electrician, and Master Mechanical examinations and tests are accepted with a minimum passing score of 75%. Sponsorship: All Prometric exams require sponsorship. The sponsorship fee is $50.

License Renewal in Johnson/Overland Park County

  • Renewal or Reinstatement of License. (a) Every contractor license shall be issued on a calendar year basis to expire on December 31st of each year. (License(s) run the calendar year from January 1 to December 31). A contractor shall be entitled to renew such contractor's license upon satisfaction of the requirements. A license renewal application may be submitted to the county beginning on December first through and including the last day of January without a late fee.
  • LICENSE FEE: $225 License Fee (Each License Not Each Qualified Individual) Fees are Non-Refundable. Applications postmarked or received at the counter after January 31, 2018, will be subject to a $75.00 late fee. Unless an expired license is renewed within one year of its expiration, the contractor shall be required to make a new application and satisfy all of the then-existing contractor licensing requirements. License renewal applications shall be mailed by Johnson County Contractor Licensing no later than November first of each year to every licensed contractor at the address provided by the contractor. The failure to receive an application shall not excuse untimely license renewal.

Licensing Fees

  • Application Fee: $100.00 (NON-TRANSFERABLE & NON-REFUNDABLE). An application fee of $100.00 shall accompany each original application. All application and license fees shall be paid without proration.
  • License Fee: $225.00 (as of January 1, 2017). The annual Class A, B, C, and D License fee shall be $225.00 for each different type of license being applied for.
  • Renewal Fee: $225.00 (as of January 1, 2017. The annual Class A, B, C, and D License renewal fee shall be $225.00 for each different type of license being renewed.
  • Late Fee: $75.00 late fee for each license if license(s) are not renewed on or before January 31 of the following year.

  • Who should get a license?
    • Any contractor that will construct, alter, repair, or demolish any structure or any portion, thereof. In general, if your company has to pull a permit to operate your business then you have to be licensed. This includes ALL contractors, General Contractor, Building Contractor, Residential Contractor, Mechanical, Plumbing, Electrical, Fire Sprinklers, and Swimming Pool Contractors. If your company has any questions, please call the city that you are doing business to see if they require a license.
  • I do not have a degree, how would I take the nationally recognized test in order to qualify?
    • This office will sponsor individuals for the Prometric test or provide information for the ICC (International Code Council) exams. Johnson County does not have a journeyman program therefore at this time we do not sponsor individuals for journeyman exams.   • Can I have more than one qualifying individual per company?
    • Yes. Each qualifying individual must provide qualifying documentation. There is no additional fee for additional qualifying individuals unless they are applying for a new license the company does not currently hold.
  • Could a company use the same individual to qualify for more than one license?
    • Yes. The qualifying individual must complete a license application for each license. Registration costs for a company are $100.00 and each license is $225.00.

  • How do I know if I need a license?
    • It is up to the city where the permit will be applied for. City Phone Numbers. Contact the correct jurisdiction and determine which license, if any is required. Each city may differ.
  • Is anyone excluded?
    • a) An employee or agent working for and under the supervision of a contractor licensed for the type of construction, alteration, repair, or demolition being undertaken; and
    • b) A homeowner who personally occupies or will occupy and undertakes the construction, alteration, repair, or maintenance of such homeowner's single-family residence or an accessory structure thereto.   • Who is allowed to sign building permits?
    • A licensed company may appoint one or more individuals who shall be authorized to obtain building permits on behalf of the licensed company. Such individuals are not required to be licensed, however, they must be registered as "Permittees" for the licensed company.
  • Do I need continuing education to keep my license?
    • Yes. Every qualified individual must complete a minimum of 8 hours of continuing education per license class as required by the Contractor Licensing Review Board each calendar year. The costs of Contractor Licensing sponsored classes are covered by the annual license fee, for licensed qualified individuals. The Contractor Licensing program will offer classes, free of charge to all qualified individuals, throughout the year. Classes offered through other organizations may qualify for continuing education credit if approved by the CLRB.
