Oregon Residential Locksmith Services (RLSC) Contractor License

The Residential Locksmith Services (RLSC) Contractor License allows you to do the following work:

  • Operate a business that offers locksmith services, such as:
    • Servicing
    • Installing
    • Repairing
    • Rebuilding
    • Rekeying
    • Adjusting locks or hardware peripheral to locks
    • Safes
    • Vault or safe deposit boxes
    • Security systems

How to Get the Residential Locksmith Services (RLSC) Contractor’s License in Oregon?

  1. Be at least 18 years of age
  2. Complete a minimum of 16 hours of pre-license training with one of Oregon’s approved providers
  3. Take and pass the trade examination with PSI©:
    1. Sign in or register on PSI©’s examination website
    2. Pay and schedule the examination
    3. Refer to PSI©’s Residential Locksmith Services (RLSC) Exam Candidate Information Bulletin for more information on the test
  4. Register the business, applying for the license; for more information on how to set up a business, refer to Oregon Start a Business Guide
  5. Fill out and submit a residential surety bond form, meeting Construction Contractors Board’s requirements. The amount of the bond is determined as follows:
    • Residential Locksmith Services Contractor: $10,000
  6. Give proof of liability insurance. The amount of liability insurance needed is determined as follows:
    • Residential Locksmith Services Contractor: $100,000 per occurrence
  7. Get workers' compensation insurance if planning to hire employees
  8. Obtain other employer account numbers and state and federal tax numbers by the Oregon’s Department of Revenue and the Internal Revenue Service
  9. Fill out the form that corresponds to your application type:
  10. Submit the application, including the original surety bond, the insurance certificate, and the fee for a two-year license to:
