Oregon All Phase Landscape Contractor License

The All Phase Landscape Contractor License allows you to do the following work:

  • Performing removal of:
    • Trees
    • Guy limbs
    • Grind stumps
  • Property preparation for:
    • Planting
    • Artificial turf
  • Planning for, and/or installing:
    • Vines
    • Trees
    • Patios
    • Decks
    • Lawns
    • Arbors
    • Shrubs
    • Fences
    • Walkways
    • Driveways
    • Artificial turf
    • Nursery stock
    • Retaining walls
    • Backflow devices
    • Landscape edging
    • Low voltage lighting
  • Construction, and/or repair of:
    • Water features
    • Drainage systems
    • Irrigation systems
  • May also maintain irrigation systems (compressed air)

Highest level of licensure in the landscaping category, may carry out all the activities associated with landscape contracting work if associated with landscape contracting business.

How to Get the All Phase Landscape Contractor’s License in Oregon?

  1. Meet the exam qualification requirements:
    • Be at least 18 years of age
    • Satisfy at least one of the requirements listed down below:
      • A minimum of 2 years of experience in the landscaping field
      • An associate's, bachelor's, or master's degree in horticulture or a similar field
      • 72 credit hours from an accredited school in horticulture or related fields
      • Hold a Landscape Industry Exterior Technician certification from the National Association of Landscape Professionals
      • A valid Certified Professional Membership with the Association of Professional Landscape Designers
      • Other related individual-certified memberships
  2. Fill out the application. The application can be submitted through the application portal or by filling out the printable form
  3. Schedule the examination with PSI©:
    1. Sign in or register
    2. Take and pass the following portions of the landscape examination:
      • Plants & Turf
      • Hardscaping
      • Design, Grading and Drainage
      • Irrigation
      • Backflow
      • Laws, Rules and Business Practices
    3. Refer to the PSI© Candidate Information Bulletin and the LCB exam resource materials for more information on the test
    4. Schedule and pay for the examination
  4. Wait for an email from the Board notifying you of their decision after passing the exam
  5. Expect an email with the information to activate an account for accessing the individual portal once the application is approved
