New Mexico Fixed Works (GF-98) Contractor License

The Fixed Works (GF-98) Contractor License allows you to do the following work:

  • Construct, alter or repair fixed or public works facilities
  • Fixed works licensees may not construct buildings primarily for the general public's use and occupancy but may bid and contract for such buildings when they are incidental to a fixed works project; however, such work must be subcontracted pursuant to Subsection B of 14.6.6.8 NMAC
  • Incidental storage buildings used exclusively for storage and not for occupancy are allowed within these classifications
  • All work from classifications GF-1 through GF-9 is allowed:
    • Airports (GF-1):
      • Construct, alter and repair airports
      • Work on surfaces for aircraft traffic, landing, take-off, and taxi
      • Excavating
      • Grading
      • Compacting
      • Sub-surfacing
      • Surfacing (dirt or bitumen and concrete)
      • Marking
    • Bridges (GF-2):
      • Overpass or underpass, culvert or ramp, generally used for vehicular traffic
      • Erect, construct, alter, repair, or demolish any bridge
    • Canals, Reservoirs, or Irrigation Systems (GF-3):
      • Excavate, ditch, fill, compact, and place pre-cast components, waterproof membranes and liners, concrete reinforcement, abutments, and buttresses in connection therewith
      • Install tanks, pumps, pipelines, and substations incidental to the project
      • Irrigation activities and piping, when applicable solely to the production of agriculture or maintenance of livestock on a farm or ranch, without electrical work, are exempt from licensing requirements
      • Construct, erect, alter, repair, or demolish:
        • Canals
        • Dams
        • Reservoirs
        • Irrigation systems
    • Drainage or Flood Control Systems (GF-4):
      • About flooding control systems or drainage:

      • Shade and rain shelters and foot bridges relative to recreation areas
      • Public campgrounds and parks or similar facilities
      • Including toilet facilities and lean-tos
    • Railroad and Tunnel Construction (GF-6):
      • Concerning railroad lines:
        • Construct
        • Clearing
        • Filling
        • Shaping
        • Compacting
        • Placing rip-rap
        • Stabilizing
        • Setting roadbeds
        • Ties
        • Tie plates
        • Rails
        • Rail connectors
        • Frogs
        • Switch plates
        • Switches
        • All appurtenances necessary for an operational railroad line
        • Bridges
        • Culverts
        • Tunnels
        • Retaining walls
        • Dikes
        • Gates
        • Tool sheds and landing or parking platforms for equipment
        • Includes welding operations necessary for rail construction
    • Tanks and Tower (GF-7):
      • Construct or fabricate on-site and install tanks for the storage of solids or liquids, above or below ground, and towers such as:
        • Radio
        • Television and telecommunications towers
        • Including all necessary site work
      • Excavation and construction of concrete tanks
      • Pads and foundations
      • Cutting
      • Welding
      • Placement of structural members
      • Engineered structural support systems for elevated tanks
      • Engineered or prefabricated towers
      • Repair and placement of liners in tanks
      • Incidental storage buildings
    • Transmission Lines, Tanks, and Substations (NonElectrical) (GF-8):
      • Construct, build, and place lines for the transmission or conveyance of:
        • Natural gas
        • Petroleum
        • Water
        • Other fluid substances
      • Application of protective coatings
      • Trenching
      • Boring
      • Shoring
      • Backfilling
      • Compacting
      • Compacting, paving, and surfacing necessary and incidental to the completion of the installation of such facilities
      • Incidental buildings
      • Tanks
      • Substations
      • Construct, alter, or repair industrial plants, including, but not limited to, refineries and power generation plants
    • Utility Lines (GF-9):
      • Construct, install, alter or repair utility lines and utility systems for the transmission of sewage, natural gas, and water
      • Excavating
      • Grading
      • Trenching
      • Boring
      • Shoring
      • Backfilling
      • Compacting
      • Paving and surfacing
      • Tanks
      • Pumps
      • Lift-stations and substations
      • Construct, alter, or repair treatment plants and facilities incidental to that
      • Install direct burial communications cable by trenching
      • Direct plowing or pulling direct burial cable through existing raceways and installation vaults as directed by the telecommunications utility
      • Associated excavating

How to Get the Fixed Works (GF-98) Contractor License in New Mexico?

  1. Meet the experience requirement:
    • At least four years of documented experience in the Fixed Works (GF-98) Contractor field.
  2. Apply for eligibility through PSI©.
  3. Send these documents via mail with the corresponding application fee to:

  4. Once the documents and the eligibility have been approved, schedule and pay for the examination.
  5. Take and pass the following New Mexico contractor trade exams:
    • CORE (GF)

    • Bridges (GF-2)
    • Canals, Reservoirs, or Irrigation Systems (GF-3)
    • Drainage or Flood Control Systems (GF-4)
    • Recreation Areas (GF-5)
    • Railroad and Tunnel Construction (GF-6)
    • Tanks and Tower (GF-7)
    • Transmission Lines, Tanks, and Substations (NonElectrical) (GF-8)
    • Utility Lines (GF-9)
    • Business and Law Examination (PSI©)
  6. After passing the examination, complete the Application for Contractor License and the Construction Industries Division Contractor License Code Bond.
