  • What is the intent of the Contractor Licensing Program?
    • The purpose is to protect the public welfare by assuring that those undertaking the construction, alteration, repair, or demolition of structures are qualified to perform such services. click here to view the resolution.
  • Who should get a license?
    • Any contractor that will construct, alter, repair, or demolish any structure or any portion, thereof. In general, if your company has to pull a permit to operate your business then you have to be licensed. This includes ALL contractors, General Contractor, Building Contractor, Residential Contractor, Mechanical, Plumbing, Electrical, Fire Sprinklers, and Swimming Pool Contractors. If your company has any questions, please call the city that you are doing business to see if they require a license.
  • I do not have a degree, how would I take the nationally recognized test in order to qualify?
    • This office will sponsor individuals for the Prometric test or provide information for the ICC (International Code Council) exams. Johnson County does not have a journeyman program therefore at this time we do not sponsor individuals for journeyman exams. If one would like to take a journeyman exam we recommend you contact one of the following jurisdictions.

You can apply online to take the test and buy study material. You can obtain the Building Code Reference Material from ICC Book Store at 11711 West 85th Street, Lenexa, Kansas 66215.   • Can I have more than one qualifying individual per company?
    • Yes. Each qualifying individual must provide qualifying documentation. There is no additional fee for additional qualifying individuals unless they are applying for a new license the company does not currently hold.
  • Could a company use the same individual to qualify for more than one license?
    • Yes. The qualifying individual must complete a license application for each license. Registration costs for a company are $100.00 and each license is $225.00.

  • How do I know if I need a license?
    • It is up to the city where the permit will be applied for. City Phone Numbers. Contact the correct jurisdiction and determine which license, if any is required. Each city may differ.
  • Is anyone excluded?
    • a) An employee or agent working for and under the supervision of a contractor licensed for the type of construction, alteration, repair, or demolition being undertaken; and
    • b) A homeowner who personally occupies or will occupy and undertakes the construction, alteration, repair, or maintenance of such homeowner's single-family residence or an accessory structure thereto. Notwithstanding the foregoing, for purposes of this section, any homeowner who undertakes the construction of a new residence for such homeowner's personal occupancy more than 3 times in any 5-year period shall be deemed to be a "contractor." - click here to view resolution.
  • Who is responsible for the work?
    • Upon issuance of a building permit to a licensed contractor, such licensed contractor shall be responsible for all work undertaken pursuant to such building permit, including work done by the licensed contractor's employees, agents, and subcontractors - click here to view resolution.
  • Does the Contractor have to be insured?
    • Yes, every licensed contractor with an "active license" must keep in force a policy of general liability insurance including completed operations coverage.   • What type of licenses are available?
  • Who is allowed to sign building permits?
    • A licensed company may appoint one or more individuals who shall be authorized to obtain building permits on behalf of the licensed company. Such individuals are not required to be licensed, however, they must be registered as "Permittees" for the licensed company.
  • Do I need continuing education to keep my license?
    • Yes. Every qualified individual must complete a minimum of 8 hours of continuing education per license class as required by the Contractor Licensing Review Board each calendar year. The costs of Contractor Licensing sponsored classes are covered by the annual license fee, for licensed qualified individuals. The Contractor Licensing program will offer classes, free of charge to all qualified individuals, throughout the year. Classes offered through other organizations may qualify for continuing education credit if approved by the CLRB.
  • What is the Contractor Licensing Review Board, CLRB?
  • Are my employees required to be qualified contractors?
    • No, an employee or agent working for and under the supervision of a qualified licensed company for the type of construction, alteration, repair, or demolition being undertaken does not have to be licensed. Companies are required to employ a qualified individual before they can be licensed.
  • As a homeowner, do I have to be licensed?
    • A homeowner who personally undertakes the construction, alteration, repair, or maintenance of his single-family residence, in which he will reside, or, an accessory structure on his property does not have to be licensed. Notwithstanding the foregoing, any homeowner who undertakes the construction of a new residence for his personal occupancy more than 3 times in any 5-year period shall be deemed to be a “contractor” and must obtain a license.
