Escambia County Contractor Licenses

Escambia County requires all the categories (Except Journeymen) to take the Business and Law exam, as stated by the Escambia County Letterhead on the County Contractor Licensing page.

Escambia has not made any decisions on how they will respond to House Bill 735 which will be into effect on July 2023. Demolish and remove structures, such as dwellings, commercial buildings, and foundations.

Fuel Tank and Pump

Specialty mechanical contractor qualified and certified to install, maintain, repair, alter or extend any system used for storing and dispensing of gasoline, kerosene, diesel oils, and similar liquid hydrocarbon fuels and mixtures to be used solely in connection with gasoline filling stations dispensing fuel to mobile vehicles or marine equipment; provided, however, bulk plants shall not be a part of the scope of such work

Marine

Specialty contractor whose scope of work is to perform any work involving the construction, repair, alteration, extension and excavation for fixed docks, floating docks, boathouses, mooring devices, mooring fields, seawalls, bulkheads, revetments, piers, wharfs, boat lifts, boat ramps, cofferdams, wave attenuators, dune crossovers and other marine structures, including pile driving, framing, concrete, masonry, dredge and fill, and wood shingle, wood shakes, or asphalt or fiberglass shingle roofing on a new structure of his or her own construction. All work shall be done in such a manner as to comply with all plans, specifications, codes, laws and regulations applicable thereto.

Pressure and Process Piping

Specialty mechanical contractor qualified and certified to install, maintain, repair, alter or extend any systems of piping, tubing, vessels, containers, pumps, apparatus and appurtenances, in connection with such pressure piping used for circulation, transporting, holding or processing of any gas, vapor, fluid, liquid, semi-liquid or any combination thereof; provided, however, that boilers and boiler piping, as defined by the Boiler and Pressure Vessel Code of the American Society of Mechanical Engineers, piping used to convey potable water, sanitary sewage, liquified petroleum, manufactured or natural gas or refrigeration, air conditioning, and comfort heating piping shall not be a part of the scope of such work.

Roofing Unlimited

Install and maintain all types of roofs.

Sign (Non-Electric)

Limited to the construction, repair, and servicing of signs of 15 feet or higher. This work shall include, but not be limited to design, layout, excavation of any work incidental thereto, erection of steel as it pertains to the installation of signs, all in such a manner as to comply with all plans, specifications, codes, laws and regulations applicable thereto. The scope of work of such a contractor shall include the installation of lighting as it pertains to signs, but shall not include direct connection to any source of electrical energy. Such connection work shall be subcontracted to a licensed electrical contractor.

Solar

Specialty mechanical contractor whose contracting business consists of the execution of contracts requiring the skill, knowledge, ability and experience to size, install, alter, repair, maintain, relocate, replace or use residential domestic potable solar water heating systems to include heating panels and all appurtenances, apparatus or equipment used in connection therewith. The scope of work of such contractors is limited to solar domestic hot water systems for one-family, two-family, or three-family residences, not exceeding two stories in height and solar swimming pool heaters for residential swimming pools. The residential solar water heating contractor must subcontract any work for which a local certificate of competency is required unless such contractor is state certified in the respective trade category or is licensed in such category by the appropriate local authority.

Specialty structure

Services are limited to the execution of contracts requiring the experience, knowledge and skills necessary for the fabrication, assembling, handling, erection, installation, dismantling, adjustment, alteration, repair, servicing and design work, when not prohibited by law, in accordance with accepted engineering data and/or according to manufacturers' specifications in the aluminum, metal, vinyl and fiberglass screening material construction trade. The scope of such work includes masonry concrete work and is limited to foundations, slabs and block knee walls incidental to the aluminum and allied materials construction work. The specialty contractor, whose services are limited, shall not perform any work that alters the structural integrity of the building including, but not limited to roof trusses, lintels, load bearing walls and foundations. The specialty contractor shall subcontract, with a licensed qualified contractor in the field concerned, all other work incidental to that which is defined in this subsection but which is the work of a trade other than that of a specialty structure contractor.

Steam Generating Boiler and Boiler Piping

Specialty mechanical contractor qualified to install, maintain, repair and service steam boilers and boiler piping, including the boiler auxiliary equipment, controls and steam actuated machinery such as, but not limited to: engines, pumps, prime movers, pressing machinery and dryer rolls but excluding comfort heating systems.

TV Antenna Master

Scope of work is unlimited in the construction, repair and servicing of towers, in excess of 35 feet in height. This work shall include, but not be limited to design, layout, excavation of any work incidental thereto, erection of steel as it pertains to the installation of towers, installation of lighting on the tower, but shall not include direct connection to any source of electrical energy. All work shall be done in such a manner as to comply with all plans, specifications, codes, laws and regulations applicable thereto. No examination, registration or certification is required under this subsection for the sale, service or installation of towers under 35 feet in height.

Lawn Sprinkler Plumber

Scope of work shall include and be limited to the installation, maintenance, repair, alteration, and extension of lawn sprinkler systems and the equipment, appliances, and apparatus used in connection therewith. A lawn sprinkler plumber may connect a sprinkler system to potable water sources. The scope of work and connections to any water source shall be in accordance with the Standard Plumbing Code.

Garage Door Installer

Limited to the installation of garage doors, entry doors, windows, storm shutters, soffits and fascia and siding pursuant to all applicable building and wind codes. None of these may include structural modifications to any building or electrical wiring of any appliance other than a factory-installed electrical cord and plug to an existing outlet, or the low voltage controls and wiring for the safety shut-off and the operator control. For a period of six months following the effective date of this ordinance, a contractor who has performed this work may be granted a license upon application to, and approval of the contractor competency board. During this six month period, such application must show at least two years of experience in the trade, and all other applicable requirements of division 3 of this article concerning contractor licensing. Following this six-month period, all requirements of division 3 of this article must be met.

Retaining Wall

Limited to the construction of retaining walls. This work shall include, but not be limited to, design, layout, excavation of any work incidental thereto, erection of any material used as a retaining wall, all in such a manner as to comply with all plans, specifications, codes, laws and regulations applicable thereto. Until such time as testing is available for this specialty, applicants may substitute proof of certification from at least two independent agencies, one of which shall be the National Concrete Masonry Association, as noted in Chapter 1806 of the Florida Building Code. The other agency shall be approved by the Escambia County Contractor Competency Board. All other applicable requirements of division 3 of this article concerning contractor licensing shall still apply. For a period of six months following the effective date of this ordinance, a contractor who has performed this work may be granted a license upon application to, and approval of the contractor competency board. Such application must show at least two years of experience in the trade, and all other applicable requirements of division 3 of this article concerning contractor licensing.

Master Gas

Design, installation, maintenance, repair and extension of natural gas piping, gas mains, lines, laterals appliances and related appurtenances. The scope of work shall also include any work such as liquefied petroleum or natural gas fuel lines within buildings, disconnecting or reconnecting change-outs of liquefied petroleum or natural gas appliances within buildings. The scope of work shall apply to private property and public property, and shall include any excavation work incidental thereto. Such contractor shall subcontract with a qualified contractor in the field concerned, all other work incidental to, but which is specified herein as being the work of the trade other than that of a master gas contractor.

Siding, Windows & Doors

The scope of a siding, window and door contractor includes the installation of components such as vinyl, wood or aluminum siding, soffit, fascia, gutters and all types of windows and doors. This includes the work necessary to prepare or repair the substrate to accomplish proper installation. The scope of this license does not include any structural alterations.

Escambia County Application Form

The following information is for all applicants at least Eighteen (18) years of age, who wish to submit an application for the General Contractors Licensing & Examining Board or the Electrical Contractors Licensing & Examining Board. This information is provided for information purposes only. Contractor Campus is a private company and has no relationship with Escambia County.

Examination Application

The following application covers all construction trades. All of the following documents must be original.

Required Documents

  • Application must be complete, signed by applicant; notarized.
  • Copy of valid driver’s license or other current picture identification.
  • Trade Experience Verification Form completed, signed by current and/or previous licensed contractor, for whom you have worked, and signature must be notarized. The form can not be self verified. ORIGINALS ONLY

Examination Application fees are due at application submission. Prior to issuance of the license, proof of Current General Liability, Workers’ Comp Insurance and/or Workers’ Comp Exemption and proof of current Continuing Education requirements must be provided. Upon issuance of the license, the initial Licensing fee of $150 must be paid. All payments are to be payable to Escambia County. Licensing fees are renewed annually.

Testing Information

  • Passing score of 75% for Trade Exam
  • Passing score of 75% for the Business & Law Exam
  • After passing both of the required examinations and the Initial Certificate of Competency fee has been paid, the applicant may work as a licensed electrical contractor. The applicant’s license cannot be fully issued until the required insurances and state registration documents are received per Escambia County Code of Ordinances. Once issued, the license is good for a year and renewal of the license is required prior to the expiration date to avoid delinquency and/or penalties.

Board Meeting

  • Applications must be received by the close-of-business Wednesday prior to the board meeting. Once the Application for Examination~ Electrical fee has been processed, you will be placed on the next Board of Electrical Examiners (BOEE) meeting agenda. Applications received after the original deadline will be placed on a subsequent BOEE agenda once requirements are met and payment has been processed.
  • At the meeting, the BOEE will review all of the applicant’s submitted documentation and there will be a determining vote for examination approval. Once approved, there are two (2) mandatory exams required for a contractor license here in Escambia County, Florida:1) Electrical-specific exam and 2) Business & Law exam. The minimum passing score is 75% for each exam; exams may be taken individually or combined. All testing will be administered through Prov.

Escambia County Reciprocity Application Form

Escambia County will consider reciprocity from counties within Florida, depending upon the similarities of County Building Codes and testing requirements.

Forms, and Fees for Escambia Reciprocities

Please Provide The Following Original Documents:

  • Completed, signed and notarized application. Please check the category for which you are applying
  • Copy of valid driver’s license or other current picture identification.
  • Applicants applying to reciprocate from another Florida County must provide a copy of their current County license where registered; a letter from the sponsoring County that the Applicant has taken the current licensing examination and the grade on it.
  • The Applicant must also provide verification to the County from the testing company of his or her score.
  • Certificate of Insurance for General Liability Insurance, if applicable. Certificates must be issued in the exact name as the Contractor’s license Workers’ Compensation Certificate or Qualifiers Exemption Card, if applicable. . Certificates issued in names other than the state license cannot be used.
  • Workers’ Compensation Certificate or Qualifiers Exemption Card, if applicable
  • Application fee is $150, due at the time application is submitted.

Escambia County Licensing Requirements

For experience qualifications, please refer to the following. Any person wishing to obtain a license shall apply in writing. A person shall be eligible for licensure by examination and/or reciprocity if the person meets one of the following:

Work Experience Requirements:

  • 18 years of age
  • Has received a baccalaureate degree from an accredited four-year college or university in the appropriate field of engineering, architecture, or building construction and has one year of proven experience in the category in which the person seeks to qualify. For the purpose of this part, a minimum of 2000 person-hours shall be used in determining full-time equivalency.
  • Has a total of four years experience as a worker who has learned the trade by serving an apprenticeship as a skilled worker who is able to command the rate of mechanic in the particular trade or as a foreman who is in charge of a group of workers and usually is responsible to a superintendent or a contractor or his or her equivalent, provided, however that at least one year of active experience shall be as a foreman.
  • Has a combination of not less than one year of experience as a foreman and not less than three years of credits for any accredited college-level courses, or has a combination of not less than two years of experience as a skilled worker, one year of experience as a foreman; and not less than one year of credits for any accredited college-level courses shall be considered accredited college-level courses.

Experience

If your work experience is outside the State of Florida, you will need to provide the following:

  • If you were self-employed, we will need a copy of your license that covers a 4-year period;
  • If you were employed by someone who held a license, we will need a copy of their license that covers a 4-year period and the Verification of Experience form included in this packet signed by the license holder;
  • If no license was required for that particular trade, we will need a letter from a local government official where the experience was obtained, stating that no license required for that specific type of work. The letter will need to be signed by a government official, on letterhead and notarized. The letter must be an original document.

Degree in Lieu of Experience
In accordance with F.S. § 489.111, a four-year college degree may be substituted for three years of experience if the degree is in the field of engineering, architecture, or building construction. Please provide a copy of the diploma and/or transcript with your application.

Experience qualifications for Electrical Trades

Any person wishing to obtain a license shall apply in writing. A person shall be eligible for licensure by examination and/or reciprocity if the person meets one of the following:

Business & Law Examination Is Required For Trades (Except Journeymen)

Master Electrician (Electrical Contractor) & Alarm I, II and Residential

  • Satisfactory proof of at least four years related working experience in the electrical or alarm construction trade by providing a completion certificate from a four-year apprenticeship program.
  • A notarized affidavit from an employer certifying related electrical or alarm experience.
  • Submitted an equivalent Master Electrician’s/Electrical Contractor’s or Alarm System Contractor from a jurisdiction acceptable to the Board and certification of four years related working experience in the electrical or alarm system trade as outlined in this subsection.
  • A degree in Electrical Engineering or Electrical Technology and two years of related work experience in the electrical trade.
  • In lieu of an examination, the Alarm Contractor’s license may be issued in an appropriate category as provided for in F.S.§ 489.537.

Maintenance Electrician

  • Experience references to show a four-year background in the electrical trade.
  • A list of the employers for the last four years with whom employed, giving specific job description and titles held, etc.

Journeyman Electrician

  • Satisfactory proof of at least two years related working experience in the electrical construction trade by providing a completion certificate from a four-year apprenticeship program consisting of one of the following:
    • A notarized affidavit from an employer certifying related electrical experience.
    • Submission of an equivalent Journeyman Electrician Certificate from a jurisdiction acceptable to the Board and certification of two years related working experience in the electrical trade as outlined in this subsection.
