A paving engineering contractor is an engineering contracttor who has a qualifying agent qualified and certified to construct roads, airport runaways, and aprons, parking lots, sidewalks, curbs and gutters, property line walls, storm drainage facilities and to perform the excavating, clearing, and grading incidental thereto. A paving engineering contractor may not excavate  for canals and lakes.
