When is a Builing Permit Required?

Listed below are examples of work that require a building permit. The list does not include all types of work that may require a permit. if the work you would like to do is not listed, please contact the community development department at 772-646-6314 and ask to speak with the permit clerk.

A Permit is Required for:

  • Re-roof
  • New fences or replacemt of existing fences
  • Driveway and patios
  • Culvert Pipes (Under Driveway)
  • Water heatres
  • Air conditions
  • New siding or stucco
  • Additions to homes or mobile homes including porches
  • Electrical of any kind
  • Plumbing for new lines or fixtures such as sinks and toilets
  • New interior walls
  • All sheds and other outbuilding, including steps.

If you wish to do any work on a mobile home, please contact the permit clerk for mobile homes' special requirements.

Permits

A Permit is required for each of the following:

Re-Roofing

  • Building Permit Application 2 copies of all materials are required
  • Application for building permit
  • $65,000 plan review fee
  • Notice of commencement, if over $2,500
  • Owner-builder affidavit, if applicable
  • Valuation of work and size of structure to be re-roofed
  • notice of acceptance for the underlayment and top surface ((shingles, tile, or metal roof

New Signle-Family Home

A permit is required to construct a single-family home or construct an addition thereto

  • Building Permit Application 2 copies of all materials are required
  • Application for building permit
  • $65,000 plan review fee
  • owner builder affidavit, if applicable
  • Tree inventory
  • Survey annotated to show location of the proposed structure, setbacks to property line and nearest existing structures
  • Deed
  • Unity of title, if applicable
  • Septic permit from health department or acceptance of use of existing system, if applicable.
  • Confirmation of water service availabilty from utility department
  • Engineered blueprintsand engineers calculations for wind laod criteria
  • Engineered tuss plans
  • Energy calculations if no A/C provided, Applicant must demonstrate method of heating as required by Code.
  • A/C and duct layout (A/C must be installed by a licensed A/C contractor)
  • Plumbing schematic
  • Electrical diagram including location of smoke detectors, interconnections and battery backup.
  • Notice of commencement
  • Valuation of work and size of structure
  • Notice of acceptance for
  • Roof cover and underlayment
  • Exterior doors and windows
  • Exterior siding

Sheds and other Accessory Structures

A permit is required to construct or install any accessory structure. An accessory structure is any structure on a lot that is not structurally connected to the main home. These include sheds, carports, decks, porches, etc. The sale, delivery, assembly, or tie-down of prefabricated portable sheds that are not more than 250 square feet in interior size and are not intended for use as a residence or as living quarters may be installed without a contractor. The sale, delivery, assembly, or tie-down of lawn storage buildings and storage buildings not exceeding 400 square feet and bearing the insignia of approval from the State showing compliance with the Florida Building Code may be installed without a contractor Construction, addition, alteration, or repair of a site-built shed, provided the total cost shall not exceed $5,000, may be performed without a contractor.

  • Building Permit Application 2 copies of all materials are required
  • Application for building permit
  • $65,000 plan review fee
  • Survey –annotated to show location of proposed structure, setbacks to property line and nearest existing structures. If property corners are exposed, a site sketch may suffice
  • Health department septic clearance
  • Valuation of work
  • Notice of commencement, if over $2,500
  • Owner-builder affidavit, if applicable
  • Additional information if site-built structure 2 copies of all materials are required
  • Notice of acceptance for: (1) roof cover and underlayment; (2) Exterior doors and windows: and (3) Exterior siding
  • Drawing of building drawings must show all pertinent dimensions and method of construction and must be signed and sealed by a professional architect or engineer for buildings over 120 square feet.

Re-Siding

A permit is required to install any siding on any structure. Siding includes stucco, aluminum siding, vinyl siding, T-11 Plywood siding,brick or stone veneers, etc.

  • $65,000 plan review fee
  • Valuation of work
  • Notice of commencement, if over $2,500
  • Owner-builder affidavit, if applicable
  • Notice of acceptance for exterior siding from the manufacturer and the manufacturer’s design and installation details.

Required Identification for bid Permits

To obtain a building permit from the city of Fellsmere as an owner, one of the following identifications will be required if the document is current or has been issued within the past five years and bears a serial or other identifying numbers

  • Driver license or an identification card issued by a public agency authorized to issue driver license in a state other than Florida, a territory of the united states, or Canada or Mexico;
  • Driver license or Florida identification card or a driver license issued by the public agency authorized to issue a driver license
  • Passport issued by the department of state of the united states
  • Passport issued by a foreign government if the document is stamped by the united states bureau of citizenship and immigration serves
  • An identification card issued by any branch of the armed forces of the united states
  • An identification card issued by the united states bureau of citizenship and immigration services

If none of the above items are available, the following may be used as identification.

  • Sworn written statement of one credible witness known to the notary public
  • Sworn written statement of two credible witnesses whose identities are proven to the notary public upon the presentation of satisfactory evidence that each of the following is true:
  • That the person whose signature is to be notarized is the person named in the document;
  • That the person whose signature is to be notarized is personally known to the witnesses;
  • That it is a reasonable belief of the witnesses that the circumstances of the person whose signature is to be notarized are such that it would be very difficult or impossible for that person to obtain another acceptable form of identification
  • That it is a reasonable belief of the witnesses that the person whose signature is to be notarized does not possess any of the identification documents specified in above;
  • That the witnesses do not have a financial interest in nor are parties to the underlying. transaction
