How does House Bill 735 Affect me in Broward County?

Broward county contractors are wondering how they will be impacted by the passage of House Bill 735 in Florida. Broward County will continue to regulate all licenses until June 30th, 2023. After that date, you will need to obtain a Florida Contractor license. For updated information, please get in touch with the Broward County Contractor Licensing Board at 954-765-4400.

Hello Marcelo,
For paving, you will not be required to have a license, but to do the work some businesses may require you to have a license, which in that case you will need a State license like the Florida Residential License.

After July 2023 you will need to obtain a Florida Residential or General Contractor license to be able to do Garage door work in those counties.

Hello Laura,
Broward County is still regulating and enforcing its county licenses. Once the HB735 goes into effect in July 2023, they will require a state-level License. For Tree Trimming at a state level, you can obtain a General Contractor License to clear land to build, but you will still have to pull a permit for tree Trimming. We recommend contacting the State for a more direct answer on how to proceed with the work you will be doing.

Hello Michael, Broward County is still regulating its county licenses. Once House Bill 735 goes into effect, a State license will be required. Please contact the State in regard to pulling permits for Tree Trimming.

As of right now, you will still be able to obtain a Painting contractor license in Broward County. Once HB 735 goes into effect, they will not regulate any county licenses, and you will need to obtain an equivalent State License. A General, Building or Residential state license will allow you to do painting work.

Hi Angela, maybe you can answer this questions as there seems to be some confusion depending on who you ask. Are permitting requirements going to change, are we going to be able to pull permits for a fence without a license? The permitting requirements may change depending on the county, I recommend you to contact Broward for more detail information on the requirements at 954-765-4400.

A Florida Residential license lets you do Build and remodel houses only and the General contractor license lets you build, repair, and remodel any type of building, regardless of size or number of stories.

We are a fence installation company, why on earth would I need to pass a GC exam? How plausible is it for a specialty contractor to pass such a broad ranging construction exam without any experience in those trades? Do you know who lobbied for this bill? It sounds like the only people benefiting are the GC, consumers and specialty trades are going to pay the price.

The Florida House Bill 735 was approved by the Governor of Florida. Like state on the bill, this specifically prohibits local governments from requiring a license for a person whose job scope does not substantially correspond to that of a contractor or journeyman type licensed by the Construction Industry Licensing Board, within the Department of Business and Professional Regulation. Broward County has agreed to follow this bill, you can always email the DBPR at callcenter@dbpr.state.fl.us or contact them at 850-487-1395.

After June 30th, 2023, Broward will no longer regulate county licenses. You will need to obtain either a General or Building contractor license. With both licenses, you will be able to do non-electrical sign work. We have the books and classes to prepare you to pass the trade and business exams required to obtain a contractor license. All we're being told is that we have to get a General Contractor licensing as if it is that simple. Why should a fence company or a paver company have to get an unobtainable license just to perform one trade?? Does the government not realize that a fence contractor that has worked for 20 years doing fencing does not qualify for a general contractor license simply because of the experience factor? Not to mention how long it takes to study for and pass the exams. This is like telling nurses that nursing degrees will no longer exist and you must go to med school to become a nurse.

The county may no longer require you to obtain a Contractor License, but you would still need a license to show your customers, insurance companies, and larger contractor that you are a legitimate contractor yourself. The experience requirement is the same but you can get a Residential, Building, or General contractor license in Florida.
