Acoustical Systems (C-1)

Premanufactured acoustical ceiling and wall systems. Does not include mechanical nor electrical work

Acoustical Systems (CR-1)

This license includes the combined scopes of the Commercial Acoustical Systems (C-1) and the Residential Acoustical Systems (R-1) contractor licenses

Acoustical Systems (R-1)

Pre-manufactured acoustical ceiling and wall systems. Does not include installation or repair of mechanical systems

Air Conditioning and Refrigeration (C-39)

Comfort air conditioning systems, refrigeration, evaporative cooling, ventilating, heating with or without solar equipment, wet systems up to 30 PSIG operating pressure (220° F) for water and 15 PSIG for steam, installation and repair of machinery, units, accessories, adding new circuits to existing electrical service panels, warm air heating, evaporative cooling and ventilating, and temperature control systems

Refrigeration and evaporative cooling systems, including solar; wet, dry and radiant heating systems, wet systems include steam or hot water (limited to 30 PSIG operating pressure of 220° F for hot water and 15 PSIG operating pressure for steam), dry systems include gas fired furnaces and space heaters

Air Conditioning and Refrigeration Including Solar (CR-79)

This license includes the combined scopes of the Commercial Air Conditioning and Refrigeration Including Solar (C-79) and the Residential Air Conditioning and Refrigeration Including Solar (R-39) contractor licenses

Comfort air conditioning systems, refrigeration, evaporative cooling, ventilating, heating with or without solar equipment, installation and repair of machinery, units, accessories, adding new circuits to existing electrical service panels, warm air heating, evaporative cooling and ventilating, and temperature control systems

Asphalt Paving (A-14)

Awnings, Canopies, Carports and Patio Covers (C-3)

Window awnings, door hoods, canopies, carport/patio covers, screened enclosures, fascia panels, flashing & skirting, and exterior metal storage units not to exceed 120 square feet

Carpentry, Remodeling and Repairs (C-61)

Remodeling, additions, replacements and repairs to existing structures for projects of $50,000 or less. All electrical, plumbing, and air conditioning work needs to sub-contracted out

This license includes the combined scope of the Commercial Carpentry, Remodeling and Repairs (C-61) and the Residential Carpentry, Remodeling and Repairs (R-61) contractor licenses

Remodeling, additions, replacements and repairs to existing structures for projects of $50,000 or less. All electrical, plumbing, and air conditioning work needs to sub-contracted out

Comfort Heating, Ventilating, Evaporative Cooling (C-58)

Warm air heating systems, gas fired furnaces and space heaters, ventilation and evaporative cooling units, duct work, air filtering systems, pneumatic and electrical controls, control piping, thermal and acoustical insulation, vibration isolation material and devices, liquid fuel piping and tanks, water and gas piping from connection to equipment, testinga and balancing of air handling systems, and addition of an electrical circuit to an existing service panel or sub-panel

Comfort Heating, Ventilating, Evaporative Cooling (CR-58)

The license includes the combined scope of the Commercial Comfort Heating, Ventilating, Evaporative Cooling (C-58) and the Residential Warm Air Heating, Evaporative Cooling, and Ventilating (R-39R)

Commercial, Industrial Refrigeration (C-49)

Refrigeration equipment and systems used for processing, storage, and display of food products and other perishable commodities, commercial, industrial, and manufacturing processes requiring refrigeration (excluding comfort air conditioning), vibration isolation materials and devices, water treatment devices, construction and installation of walk-in refrigeration boxes liquid fuel piping and tanks, water and gas piping from equipment to service connection, and testing and balancing of refrigeration equipment and systems

Concrete (C-9)

Concrete (CR-9)

This license includes the scopes of the Commercial Concrete (C-9) and the Residential Concrete (R-9) contractor’s license

Install and repair concrete products in residential properties

Drilling (A-4)

Drilling (including horizontal and vertical drilling or boring), constructing, deepening, repairing, or abandoning wells; exploring for water, gas, and oil; and constructing dry wells, and monitor wells. Also includes the erection of rigs, derricks and related substructures, and installation, service and repair of pumps and pumping equipment

Well drilling, test boring, and exploratory drilling

Drywall (C-10)

Gypsum wall board, ceiling grid systems as supporting members for gypsum drywall, movable partitions, wall board tape and texture, and non-load bearing, lightweight, steel wall partitions

Drywall (CR-10)

This license includes the scopes of the Commercial Drywall (C-10) and the residential Drywall (R-10) contractor licenses

Drywall (R-10)

Gypsum wall board, ceiling grid systems as supporting members for gypsum drywall, movable partitions, wall board tape and texture, and non-load bearing, lightweight, steel wall partitions

Dual Building (KB-1)

This license includes the combined scope of the General Commercial (B-1) and the General Residential (B-) contractor licenses

Dual Engineering (KA-)

This license covers the combined scope of the General Engineering (A-) and the General Residential Engineering (B-4) licenses

Dual Residential and Small Commercial (KB-2)

This license includes the combined scopes of the General Small Commercial (B-2) and the General Residential (B-) contractor licenses

Dual Swimming Pool Contractor (KA-5)

This license covers the combined scope of work of the Commercial Swimming Pools (A-9) and the residential General Swimming Pool (B-5) licenses

Dual Swimming Pool Contractor Including Solar (KA-6)

This license covers the combined scope of the Commercial Swimmin Pools Including Solar (A-19) and the Residential General Swimming Pools Including Solar (B-6)

Electrical (C-11)

Electrical wiring, electrical material and equipment (less than 600 volts), overhead electrical wiring on public-right-of-ways for signs and street decorations, and underground electrical distribution less than 600 volts (serving private properties). You could qualify for this license by taking the NASCLA© Electrical Exam

Electrical (CR-11)

This license includes the scopes of the Commercial Electrical (C-11) and the Residential Electrical (R-11) contractor licenses. You could qualify for this license by taking the NASCLA© Electrical Exam

Electrical (R-11)

Install and repair residential electrical systems. You could qualify for this license by taking the NASCLA© Electrical Exam

Electrical and Transmission Lines (A-17)

Transmission lines on public right-of-ways, erection of poles, guying systems, tower line erection, cellular and communication towers, street lighting (all voltages), underground systems (ducts for signal and communication), transformers, circuit breakers, capacitors, and primary metering devices

Elevators (C-12)

Elevators, dumbwaiters, escalators, moving walks and ramps, and stage and orchestra lifts

Elevators (CR-12)

This license includes the combined scopes of the Commercial Elevators (C-12) and the Residential Elevators (R-12) contractor licenses

Elevators, dumbwaiters, escalators, moving walks and ramps, and stage and orchestra lifts

Excavating, Grading and Oil Surfacing (A-5)

Oil surfacing, shoring, casing, geotextiles/liners, digging, trenching, grading, horizontal boring, compacting, and filling

This license combines the scope of the Commercial Excavating, Grading, and Oil Surfacing (A-5) and the Residential Excavating, Grading, and Oil Surfacing licenses (R-2)

Apply oil surfacing, shoring, casing, geotextiles/liners, digging, trenching, grading, horizontal boring, compacting, and filling

Fencing (C-14)

Metal, wood, and cement block fencing, automatic gates, fire access strobes, highway guardrails, cattle guards, low voltage UL-approved electric fence protective devices (less than 25 volts and 100 watts)

Fencing (CR-14)

This license includes the combined scope of the Commercial Fencing (C-14) and the Residential Fencing (R-14) contractor licenses

Fencing (R-14)

Metal, wood, and cement block fencing, automatic gates, fire access strobes, cattle guards, and low voltage U.L. approved electrical fence protective devices of less than 25 volts and 100 watts. No retaining walls

Finish Carpentry (C-60)

Millwork, cabinets, counter tops, case sash, door trim, metal doors, automatic door closers, and wood flooring

Finish Carpentry (CR-60)

This license includes the combined scope of the Commercial Finish Carpentry (C-60) and the Residential Finish Carpentry (R-60) contractor licenses

Finish Carpentry (R-60)

Millwork, cabinets, counter tops, case sash, door trim, metal doors, automatic door closers, and wood flooring

Fire Protection Systems (C-16)

Fire protection systems (water, steam, gas or chemicals), incidental tenching/backfilling, restaurant hood protection, fire pumps, tanks, piping and valves, sprinkler heads and nozzles, application materials for the prevention of corrosion or freezing, air compressors, air receivers, bottle inert gases, pressurized chemicals, and manifolds, pneumatic, hydraulic, electrical controls, low voltage signailing sytems, control piping, and flushing and testing of systems

Fire Protection Systems (CR-16)

This license includes the combined scopes of the Commercial Fire Protection Systems (C-16) and the Residential Fire Protection (R-16) contractor licenses

Fire Protection Systems (R-16)

Fire protection and prevention, fire-related apparatus, devices, piping. Only allowed to work on low voltage signaling systems

Floor Covering (C-8)

Carpet, floor tile, wood, linoleum, vinyl, asphalt, rubber, and concrete coatings

Floor Covering (CR-8)

This license combines the scopes of the Commercial Floor Covering (C-8) and the Residential Floor Covering (R-8) contractor licenses

Floor Covering (R-8)

Carpet, floor tile, wood, linoleum, vinyl, asphalt, rubber, and concrete coatings

General Commercial (B-1)

This license includes the combined scope of the General Commercial (B-1) and the General Residential (B-) contractor licenses

General Engineering (A-)

Fixed works, streets, roads, power and utility plants, dams, hydroelectric plants, sewage and waste disposal plants, bridges, tunnels, overpasses, public parks, and public right-of-ways

General Remodeling and Repair (B-3)

Remodel and repair existing residential structures. Includes scope of R-7, but does not include the scope of A-, B-1, or B-2

General Residential Contractor (B-)

Build and modify any residential property. Does not include the scope of work of A-, B-1, or B-2

General Residential Engineering (B-4)

Construct and repair appurtenances (additions/enhancements) to residential structures. This license includes the scopes of CR-21 and B-5

General Small Commercial (B-2)

Build any type of building which supports and shelters people or things, as long as the contract does not exceed $2,000,000 in labor and materials. The NASCLA© commercial general building exam could be used in lieu of the B-2 exam

General Swimming Pool (B-5)

Build and repair swimming pools and spas, pool barriers, and utilities from the point of service to the pool equipment. Does not include the construction of other structures or appurtenances

General Swimming Pool Including Solar (B-6)

Same scope as B-5 (General Swimming Pool) PLUS installation and repair of solar heating devices

Glazing (C-65)

Glass products, window film, window treatments, such as blinds or shutters, steel and aluminum glass holding members, weatherproofing, caulking, sealants, and adhesives

Glazing (CR-65)

This license includes the combined scopes of the Commercial Glazing (C-65) and the Residential Glazing (R-65) contractor licenses

Glazing (R-65)

Glass products, window film, window treatments, such as blinds or shutters, steel and aluminum glass holding members, weatherproofing, caulking, sealants, and adhesives

Hardscaping and Irrigation Systems (C-21)

Non-loadbearing concrete, uncovered patients, walkways, driveways (brick, stone, pavers, gravel), wooden decks (not higher than 29 inches above finish grade), decorative garden walls/fences/screens (up to six feet), retaining walls, fire pits, fireplaces, barbeques, low voltage landscape lighting, water features not attached to swimming pools (less than 120 volts), irrigation systems, and freestanding/uncovered outdoor kitchens

Hardscaping and Irrigation Systems (CR-21)

This license includes the combined scopes of the Commercial Hardscaping and Irrigation Systems (C-21) and the Residential Hardscaping and Irrigation Systems (R-21) contractor licenses

Hardscaping and Irrigation Systems (R-21)

Non-loadbearing concrete, uncovered patients, walkways, driveways (brick, stone, pavers, gravel), wooden decks (not higher than 29 inches above finish grade), decorative garden walls/fences/screens (up to six feet), retaining walls, fire pits, fireplaces, barbeques, low voltage landscape lighting, water features not attached to swimming pools (less than 120 volts), irrigation systems, and freestanding/uncovered outdoor kitchens

House Moving (R-22)

Disconnect utilities and move houses. Does not include connection of utilities or construction of foundations

Insulation (C-40)

Insulation, radiant barriers, preformed architectural acoustical materials, and insulation protecting materials

Insulation (CR-40)

This license includes the scope of the Commercial Insulation (C-40) and the Residential Insulation (R-40) contractor licenses

Insulation (R-40)

Insulation materials, including radiant barriers, preformed architectural acoustical materials, and insulation protecting materials

Low Voltage Communication Systems (C-67)

Alarms, telephone, sound, intercommunication, public addressing, television and video systems, low voltage signaling devices, low voltage landscape lighting (less than 91 volts), master/program clocks, and installation of antenna towers on existing structures

Low Voltage Communication Systems (CR-67)

This license includes the combined scopes of the Commercial Low Voltage Communication Systems (C-67) and the Residential Low Voltage Communication Systems (R-67) contractor licenses

Low Voltage Communication Systems (R-67)

Alarms, telephone, sound, intercommunication, public addressing, television and video systems, low voltage signaling devices, low voltage landscape lighting (less than 91 volts), master/program clocks, and installation of antenna towers on existing structures

Masonry (C-31)

Masonry, brick, concrete block, insulating concrete forms, adobe units, stone, marble, slate, mortar-free masonry products, and incidental work (grouting, caulking, sand blasting, tuckpoint, mortar washing, welding re-bar)

Masonry, brick, concrete block, insulating concrete forms, adobe units, stone, marble, slate, mortar-free masonry products, and incidental work (grouting, caulking, sand blasting, tuckpoint, mortar washing, welding re-bar)

Minor Home Improvements (R-62)

Remodel, repair and improve existing properties where the improvement project does not exceed $5,000. Does not include structural (load bearing) carpentry or masonry/concrete work

The NASCLA© General Building exam could be taken in lieu of B-1 or B-2

The NASCLA© Electrical exam could be taken in lieu of C-11, CR-11, and R-11

Ornamental Metals (C-24)

Metal folding gates, guard and handrails, wrought iron fencing and gates, window shutters and grilles, room dividers and shields, and metal accessories common to the industry. Does not include the installation of fire escapes or stairs

This license includes the combined scope of the Commercial Ornamental Metals (C-24) and the Residential Ornamental Metals (R-24) contractor licenses

Piers, foundations, pile driving, excavation, forming

Plastering (C-36)

Stucco, plaster, cement, acoustical plaster, pool interiors (no tile), laths, metal studs, and metal grid systems

Plastering (CR-36)

This license includes the combined scope of the Commercial Plastering (C-36) and the Residential Plastering (R-36) contractor licenses

Stucco, plaster, cement, acoustical plaster, pool interiors (no tile), laths, metal studs, and metal grid systems

Plumbing (C-37)

Plumbing, water supply piping and fixtures, pressure vessels and tanks, venting and sanitary drainage, septic tanks and leaching lines, roof leaders, lawn sprinkler, water conditioning equipment, piping, equipment for swimming pools, piping and pressure vessels not exceeding more than 30 PSIg or 220° F (manufactured and natural gases, compressed air, vacumm systems, petroleum, fuel oil, non-potabel liquids, hot water heating, hot water supply systems), steam systems not exceeding 15 PSIG operating pressure, water cooling systems, testing/balancing hydronic systems

Plumbing (CR-37)

This classification allows the scopes of work permitted by the commercial C-37 Plumbing and the residential R-37R Plumbing licenses

Plumbing Including Solar (C-77)

All plumbing (including solar), venting and sanitary drainage systems for all fluid, semifluid, and organic wastes, septic tanks, lawn sprinkler, water conditioning equipment, piping and equipment for swimming pools, and sewer, gas, water lines, and connections from structure to the nearest point of public supply

Plumbing Including Solar (CR-77)

This license includes the combined scopes of the Commercial Plumbing Including Solar (C-77) and the Residential Plumbing Including Solar (R-37) contractor licenses

Plumbing Including Solar (R-37)

Water and gas piping, fire protection, sewage treatment, plumbing, built-in central vacuum systems, kitchen & bath fixture refinishing, swimming pool plumbing and equipment, and solar plumbing liquid systems

Pre-Manufactured Spas and Hot Tubs (B-10)

This classification allows the licensee to construct and repair spas and hot tubs. Installation of code-required pool barriers around the spa or hot tub and installation of utilities from the point of service to the spa equipment are included

Reinforcing Bar and Wire Mesh (C-70)

Reinforcing bar, post-tension, and wire mesh

Reinforcing Bar and Wire Mesh (CR-70)

This license includes the scope of the Commercial Reinforcing Bar and Wire Mesh (C-70) and the Residential Reinforcing Bar and Wire Mesh (R-70) contractor licenses

Seal Coating (A-15)

Apply seal coating to asphalt paving surfaces, repair cracks, and apply painted marking symbols

This license includes the combined scopes of the Commercial Seal Coating (A-15) and the Residential Asphalt Paving (R-13)

Septic Tanks and Systems (C-41)

Septic tanks, aerobic digesters, leaching fields, excavation, piping, backfilling, and compacting of soil

Septic Tanks and Systems (CR-41)

This license includes the combined scopes of the Commercial Welding (C-41) and the Residential Welding (R-41) contractor licenses

Septic Tanks and Systems (R-41)

Septic tanks, aerobic digesters, leaching fields, excavation, piping, backfilling, and compacting of soil

Sewers, Drains and Pipe Laying (A-12)

Sewer access holes, laying pipe for storm drains, water and gas lines, irrigation, and sewers. Includes connecting sewer collector lines to building drains and the installation of septic tanks, leach lines, dry wells

This license combines the scopes of the Commercial Swimming Pool Service and Repair (C-6) and the Residential Swimming Pool Service and Repair (R-6) contractor licenses

Swimming Pool Service and Repair (R-6)

Service and perform minor repairs on residential pools. Does not include connections to potable water systems, gas lines, nor electric beyond first dis-connect. Cannot do complete replacement of plaster or pebble pool interiors or decks

Swimming Pools (A-9)

Build and repair swimming pools and spas, water and gas lines from point of service to pool equipment, wiring from disconnect to pool equipment, pool piping, fittings, backflow prevention devices, and waste lines

Types of Contractor Licenses in Arizona

There are several types of contractor licenses in Arizona; below is a list of the different categories and the specific licenses within each category.

  • Engineering Contracting (Commercial): There are 12 licensing classifications under Engineering Contracting (Commercial), A-, A-4, A-5, A-7, A-9, A-11, A-12, A-14, A-15, A-16, A-17, and A-19.
  • General Commercial Contracting: There are 2 licensing classifications under General Commercial Contracting, B-1 and B-2.
  • Residential Contracting: There are 6 licensing classifications under Residential Contracting, B-, B-3, B-4, B-5, B-6, B-10.

Arizona Contractor Licensing Process

The following information is a simple overview of the steps one must take to get a contractor's license from the Arizona Registrar of Contractors. The application itself may vary depending on the candidate's business structure (Sole Proprietorship, LLC, Corp, or Partnership). The Registrar of Contractors offers free virtual Application Education Seminars where applicants can get their questions answered.

  1. The applicant must identify a qualifying party for the license. A Qualifying Party is a regularly employed person with the necessary experience, knowledge, and skills for the classification in which they will be licensed. An applicant in Arizona can be a sole proprietorship, LLC, corp, or partnership.
  2. The license classifications requirements must be met or exceeded when applying for the license. The License Classification Requirements form provides the minimum number of years of experience and the types of examinations required for a qualifying party to qualify for a specific license classification.
  3. The qualifying party must pass the required examinations by at least 70% and submit the exam results. The qualifying party must complete the AZ statutes and rules training course and Exam (SRE). The SRE is a computer based-training program and exam that is only offered though Mbition. The qualifying party must also meet the specific trade exam unless eligible for a waiver. You may also confirm the exams that are required by a specific license classification by referring to the ROC License Classification Requirements.
  4. The applicant and qualifying party must complete a ROC Contractor Background Checks and submit copies of the payment transaction receipt form.
  5. LLC's and corporations are required to register with the Arizona Corporation Commission. Partnerships are required to register with the Arizona Secretary of State. The applicant must obtain and submit proof of a license bond. Include all required fees and assessments with your License.
  6. Both the Applicant and the Qualifying Party must submit a copy of their government-issued identification with the application. Driver Licenses and passports are acceptable forms of identification.
  7. Complete and submit a License Application Form to the Registrar by mailing this application to the Registrar of Contractors or deliver at the physical location.

Arizona Exams Available Online

Arizona Registrars of Contractor’s online exams are currently being administered by the vendor PSI, however beginning on Oct 1, 2021, all Arizona contractor applicants can take the trade exams online without having to sit for the exam in person. They will still have the ability to take the exam at one of the PSI testing centers.

Statutes and Rules Exam (SRE)

The Statutes and Rules Exam (SRE) will transition to the Arizona Statutes and Rules Training Course and Exam (SRE). A candidate is required to complete the computer-based training and then be tested on what was learned throughout the training. Unlike the trade exams, the SRE (course/exam) is only available online.

Reciprocity

Arizona currently has agreements with California, Nevada, and Utah. You have to provide the following proof to qualify under the reciprocity for these three states:

1. Successfully passed the business management exam in Arizona

2. Licensed for more than 5 years

3. Provide a license verification with the new application

  • Will the Arizona Registrar of Contractors acknowledge receipt of my application?

    Yes. You will receive a receipt with a pending number on it. This number is used to keep track of your application. If you have questions on the status of your application, you may use the pending number when calling in so that your application can be located more quickly.

  • How will I know if my application is approved?

    If the application is approved, a notice is mailed to you, and you will receive a call from a Licensing Representative.

  • What happens if my application is not approved?

    If your application can not be approved, you will be notified.

  • Can I get a refund of the fees?

    The Agency returns the license fee when a license is not issued. Such instances include, when an application is returned because the applicant failed to respond to a deficiency letter by providing requested information or when the applicant makes a request to withdraw their license application. The application fee is retained, however.

    The Agency returns the application fee when the Agency exceeds the statutorily allowed timeframe to review and act upon a license by issuing or denying the license application. Note: This statutory timeframe does not include time the Agency is waiting on the applicant to respond to deficiencies. The license fee is retained, however.

    The only time the Agency would refund the application fee and license fee would be on a denied license that took longer than 60 days to review and act upon the application.

  • Is a bankruptcy a reason to deny an application for a contractor's license?

    A bankruptcy is not grounds to deny an application for a contractor’s license.

  • If the ownership of a business changes, is the contractor's license considered to be part of the business?

    No, a license is non-transferable, with the possible exception of a corporation or limited liability company. If stock is sold and the file number assigned by the Arizona Corporation Commission remains the same, the same license can be used if the license is active and in good standing.

  • How do I apply for a Federal Employer ID Number / Tax ID Number?

    Federal Employer ID Numbers (EIN) / Tax ID Numbers (TIN) can be obtained through the IRS.gov website at the following address. Read their directions carefully and fill out the online application to immediately receive your EIN.

  • Can I take the Arizona Contractor Trade exam online?

    Arizona Contractor Trade exams can be taken online as of Oct 1st, 2021. If you prefer to test at a testing center, you still can!

  • Can I take the RSE exam at a testing center?

    The Status and Rules Exam (RSE) can only be taken online as a computer-based. It cannot be taken at a testing center.
