Board of Home Builders Licensure
The State of Alabama Home Builders Licensure Board HBLB regulates the Limited Homebuilders License, Residential Home Builder, Residential Roofer, and Unlimited Home Builders Licensure Board. The HBLB administers the performance of construction, remodeling, repair, or improvement of a residential building and the residential construction industry and the licensees who carry out these works to ensure compliance and adherence to codes and regulations.
How to Get a Home Builders License?
- Choose one of the following application submission options:
- Request the application to be sent by mail to the applicant:
- Send a check or money order to the Home Builders Licensure Board to receive a copy of the Law and the Rules and Regulations governing the Alabama Home Builders Licensure Board and the application
- Download the application:
- Download and print the applicable license package in the Forms and Notices with a copy of the Statute and Administrative Rules & Regulations
- Request the application to be sent by mail to the applicant:
- Provide proof of citizenship with a copy of birth certificate, passport, driver’s license or any proof of lawful presence in Alabama, along with the application and required fees, send them to:

Montgomery, AL 36104 - Take and pass the required exams. In addition, all applicants seeking to be licensed as a Residential Home Builder or Unlimited Home Builder must complete the Alabama HBLB Business and Law and Alabama HBLB Skill Exam administered by ProV©
- Register for the Alabama Home Builders Exam, which can be taken in one of the testing locations (Athens, Auburn, Birmingham, Enterprise, Huntsville, Mobile, Montgomery, and Tuscaloosa)
- Submit to the HBLB verification of financial responsibility to perform in Residential Homebuilding:
- Unlimited or Limited License:
- Request a credit report from a credit-reporting agency (either for individual or for business application)
- Roofers License:
- A Permit Bond or license naming the HBLB
- If applying as a limited liability company, limited partnership or corporation:
- Provide a compliance certificate from the Alabama Department of Revenue
- Submit notarized acts that identify the qualified representative as member, manager, or officer of the company general partner of the partnership/limited partnership, member of the member-managed limited liability company or manager of the manager-managed limited liability company
- If applying as a foreign (out-of-state) corporation, limited liability company or limited partnership:
- Provide a certificate of existence from the Alabama Secretary of State
- Unlimited or Limited License:
- Await the HBLB's response in regards to the license
The Roofer and Limited Home Builder applicants are not required to take the HBLB tests. However, applicants must submit a copy of a business or occupational license as a contractor issued by a county in the state, township, or municipality for a Roofing license or a Limited license. This copy must have been held at least one year prior to the date of application.
